The Secretary of State for Justice has once again put out to tender the refurbishment works of the so-called reserve area of the new court building in Ibiza, located in the Plaza de sa Graduada. The contract has an estimated value of 8.64 million euros and a completion period of 20 months from the signing, through open procedure and without admitting variants.

Offers until December 3rd
Interested companies can submit their bids until 2 p.m. on December 3, either electronically through the Public Sector Procurement Platform or in person at the headquarters of the Secretary of State for Justice in Madrid. The announcement details that electronic invoicing and payment will also be accepted.
The specifications establish price as the main award criterion, with a weighting of 60 %, while value judgments (qualitative criteria) score 30 % and other automatic criteria, 10 %. The opening of the economic bids is scheduled for the end of December.
A first competition that was not held
This new tender comes after the first attempt to execute this second phase was unsuccessful last summer. At that time, the contract was put out to tender with a base budget of around 6 million euros (excluding taxes) and an estimated value of around 7.2 million. Only one company, Vilor Infraestructuras, submitted a bid for the refurbishment of more than 4,000 square meters of pending surface area, but its proposal exceeded the budget and the tender was declared void.
The new attempt of Justice does not avoid, however, the delay accumulated by the project. The second phase of the Ibiza courthouse is already almost three years behind schedule and the forecasts of judicial sources suggest that the building will not be completely finished
Unify headquarters and stop paying rents
The judicial building has a total built area of about 12,250 square meters. The first phase, received in 2019, made it possible to put into service about 8,170 square meters, where the criminal jurisdiction courts are already located. It remains to fit out a little more than 4,000 square meters corresponding to the reserve area, necessary to move the rest of the organs and to be able to unify in a single building the judicial headquarters of the city. The completion of this second phase will make it possible to terminate the current leases of external offices and to plan for the entry into operation of new courts whose creation is considered necessary.
Energy efficiency and better forensic service
The refurbishment project includes not only the completion of office spaces and rooms, but also improvements to the building’s energy efficiency. Among the planned actions are the installation of some 50 photovoltaic panels on the roof of the facilities and the improvement of insulation and solar protection systems, especially on the main façade. In addition, the second phase contemplates a significant improvement of the Ibiza Forensic Department, which will be able to perform autopsies and other expert services in the basements of the judicial building itself, avoiding displacements and optimizing the attention to the proceedings.
