New agreement in the Balearic Islands to return the 2.9% to the subsidized education system

UGT Ensenyament has confirmed that it accepts the latest proposal of the Conselleria de Educación y Universidades to return the 2.9% salary pending for the years 2020 and 2021 to the teachers of subsidized education, a payment that will be executed in two installments between April 2026 and March 2027. The union stresses that the measure shortens the initial forecast from three to two years and does not condition the future negotiation of labor improvements.

The union organization detailed in a statement that the Conselleria has moved a final proposal for teachers to recover the pay rise that was frozen during the health crisis. According to UGT, this refund will have a specific item in the regional budgets, which guarantees that it will not affect the ordinary resources of the education department.

The union insists that this agreement will make it possible to recover between 1,500 and 2,000 euros per teacher over a period of eleven months. It also argues that the measure does not limit the negotiation of the new labor agreement to be concluded in 2026, a process that UGT considers “essential” to advance in wage equalization and working conditions in the subsidized sector.

Requirement to adjust if the public sector recovers its debt in 2026

UGT remarked that, if the public school teachers receive the compensation corresponding to the 2020 debt that same year, the administration will have to increase the endowment for the subsidized education system “within the foreseen budget availability”. This requirement, according to the union, is aimed at avoiding new pay mismatches between the two groups.

In its note, the organization recalls that the return of the 2.9% was unblocked thanks to the union and legal action initiated after the lawsuit that led the Govern to recognize the undue cuts applied in 2020 and 2021, a point that UGT considers key to the closing of the agreement.

The proposal will be submitted for ratification at the Mesa de Concertada scheduled for Friday, November 28 at 9:00 a.m., where UGT will defend the approval of the document.
