The Regional Ministry of Education and Universities and the unions and employers’ organizations of subsidized education signed on Thursday the agreement that will allow teachers to return the 2.9% salary increase that was frozen in 2020 and 2021. The pact, which affects about 5,000 professionals, including retirees who were also harmed, provides for the payment of about 15 million euros in two phases, scheduled for 2026 and 2027, always subject to budget availability.
The document was signed by the minister Antoni Vera and the unions USO, STEI, FSIE, UGT and CCOO, as well as the employers Catholic School, CECE, Federation of Nursery Schools, Forum for Quality, centers for the care of the disabled and the Union of Cooperatives. The decision extends to the concerted a refund that the High Court of Justice of the Balearic Islands ordered for public staff, although the ruling did not include these teachers.
Education has also included a clause that will allow to bring forward the recovery of the percentage if the economic conditions allow it. The agreement must be ratified by the Consell de Govern.
Progress on the 2023 Framework Agreement
After the signing, the commission for monitoring the Framework Agreement of the Concertada met, where the councilor Vera detailed the progress in the commitments made. Among the points achieved, the following stand out: the revision of the operating modules, the progress towards salary equalization with the public sector, the reduction of the weekly teaching load to a maximum of 23 hours in ESO, baccalaureate and FP, and the beginning of the payment of several seniority and training complements.
The reduction of ratios in early childhood education has also begun to be applied, progressively bringing them into line with those of public schools; all of the preferential attention centers have been recognized and the educational guidance service has been extended.
Strengthening of resources and attention to diversity
The Regional Ministry has implemented other complementary measures to improve educational attention: a minimum of one Technical Educational Assistant (ATE) per center, hiring educational psychologists, increasing the number of reinforcement hours, expanding the number of units in CRSs, improving guidance in special education centers and progressively increasing the number of ATEs to reach one for every two classrooms by 2026-2027.
In addition, the number of hours in high school has been increased with 233 additional hours between the first and second year.
