The Consell de Govern approved this Friday a new decree of acceleration of strategic projects that, despite the changes introduced to satisfy Vox, preserves one of its most urgent aspects: the legal coverage necessary to move the garbage from Ibiza to Mallorca. The autonomous Executive described this point as a “priority” and confirmed that the transport can begin immediately and with full legal certainty.
The modification of the text comes after Vox overthrew the initial decree in the Parliament last September 30. Now, after withdrawing the provisions that facilitated the acceleration of renewable energy projects, Abascal’s party has given its support, allowing the validation of the regulation.
A key step in the face of pressure on waste management in Ibiza
The Government stresses that keeping intact the authorization for the transfer of waste was essential to avoid a saturation scenario. Ibiza has had limited treatment and storage capacity for years, and the temporary shipment to Mallorca is considered a temporary but necessary solution.
The spokesman of the Executive, Antoni Costa, insisted that this legal coverage avoids any administrative uncertainty and allows the process to be activated “immediately and in a fully legal manner”.
A reworked decree, but with a clear priority
In order to obtain the support of Vox, the Govern eliminated from the decree the Zones of Energy Autonomic Interest (ZIAE) and the modifications foreseen in the law on climate change and in the law on roads. However, the part relating to waste has remained unchanged, thus reinforcing the Executive’s commitment to the operability of the transfer.
In addition to this key point, the decree re-establishes the declaration of Projects of Special Strategic Interest (PEIE) and creates the Strategic Projects Accelerator Unit (UAPE), in charge of expediting the processing of public and private initiatives.
More competences for municipalities and councils in waste matters
The text also broadens the scope of action of local entities. Municipalities and councils may request the declaration of PEIE for investments related to waste treatment, the water cycle or energy efficiency.
This will allow Ibiza -and the local administrations involved- to promote projects that strengthen their management capacity and reduce dependence on sending waste to Mallorca.
A commission to oversee strategic projects
The Commission for the Acceleration of Strategic Projects (CAPE) will be in charge of evaluating the proposals that opt for the declaration of PEIE and of detecting possible administrative blockages. It will be chaired by the Councilor for Strategic Investments and will include representatives of the affected general directorates.
