The contest under suspicion of beach services that splashes the Consell de Formentera adds a new chapter. It is the disappearance of a computer file that is key to explaining the work of the Contracting Committee when making the scores that ended up deciding the winners of each lot. Specifically, an Excel file with tables with all the scores of all the bidders has disappeared, according to what La Voz de Ibiza has been able to prove from sources of the Consell de Formentera with knowledge of the file. “There is no trace of it, nobody knows where it is and we have not seen it,” clarified the sources consulted. Of this template there are only traces left: different fragments that are reproduced in the minutes that appear in the contracting portal. The preparation of the document in question was the responsibility of Ana Fernández Molero, who until April served as a technician in the area of Environment of the Consell. Fernandez Molero has been responsible for introducing the changes in the scoring criteria as well as scoring the different bids. As La Voz de Ibiza reported earlier this week, the criteria were modified when all the envelopes relating to the technical offer and some relating to the economic offer had already been opened. The former official of Formentera was challenged in April by four businessmen who did not win the award and she is accused of having made changes in the criteria for evaluating the specifications once they were approved. The complainants also alleged that some companies had received preferential treatment (for example, they were allowed to correct errors in their proposals).
Changes
Among the different changes in the criteria reported, the one that most affected the awarding of beach bars during the last summer season was an inconsistent interpretation of the established ranges. The way of scoring the additional complementary services included in the bids was also modified. Without these modifications, seven of the eight successful bidders for the beach bars would not have been the highest scorers in the tender.
Irregularities
Just over a month ago, the Consell de Formentera admitted significant irregularities in the operation of beach bars and other tourist services, which have been linked to the mega-course under suspicion. Among these irregularities it has been highlighted that many beach bars do not have the legally required qualified lifeguards. This has been denounced by the former concessionaires of the kiosks of Formentera. Other irregularities range from providing beverage service throughout the beach to unpermitted installations, such as a pipe buried under the dunes in es Migjorn. As a result of these situations, the Consell is investigating the companies of the megaconcurso under suspicion.
