The debate on the non-binding report of the Code of Ethics and Good Code of Ethics and Good Governance Commission for the political and institutional crisis that the Consell de Formentera has been going through for a year already has a date: the secretary Angel Custodio Navarro has convened an extraordinary plenary session for November 28 after being requested by Gent per Formentera (GxF). There they will finally know the conclusions of the document approved on October 2 and that for the moment has not been unveiled. The insular president Llorenç Cordoba has requested the nullity of the report, challenged two of its members and demanded their replacement and demanded their replacement to prepare a new analysis “that does not generate doubts of impartiality and neutrality”. On the other hand, the Code of Ethics Commission has brought before the Public Prosecutor’s Office the fact that a lawyer of the Consell de Formentera, in this case the accidental secretary of the commission, has drafted the allegations presented by the president.
What is the Code of Ethics Commission?
The Code of Ethics and Good Governance Commission of Formentera is a body created to ensure compliance with the principles of ethics and transparency in public management of the island. In its foundations, it is designed to promote and supervise the ethical behavior of political and administrative officials, ensuring that they act in accordance with the values of integrity, responsibility and service to citizens.
For this reason, among its basic functions is the task of supervision, evaluation, advice, investigation of irregularities, proposals for improvement and training.
It is usually made up of members of the Consell de Formentera or independent experts, with a technical and professional profile, to guarantee impartiality in its decisions. The objective of the commission is to strengthen the confidence of citizens in their institutions and ensure that public resources are managed as transparently and efficiently as possible.
Who is who in the Commission
In February of this year, the current formation of the Commission was established. At that time, it was chaired by the third vice-president and councilor of Economic Promotion and Island Administration, José Manuel Alcarazalthough he was later replaced by José Marí Mayans. The official website of the Consell states that it must prepare “an annual report on the supervision of compliance with the Code, meeting at least once a year“. “Among the functions of the Commission are to receive observations, queries and suggestions to carry out the proposals for adaptation of the provisions set out in this Code, resolve queries regarding the application of the Code or receive complaints or denunciations, where appropriate, on possible breaches of the values, principles and behaviors contained in the Code and carry out the appropriate procedure,” it states.
Javier González Granado
Notary of Formentera with a long trajectory and who is linked with the Audiovisual Cultural Association of Formentera (ACAF), the entity that manages Ràdio Illa, the public radio station of the Consell de Formentera, which has added its support to the protest under the slogan Deim Prou! In an interview with El Periódico de Ibiza, González said that “the easiest thing for everyone would be the departure of Córdoba from the Consell de Formentera“. “I see easier the exit of Llorenç Córdoba. Without prejudging whether there would really be legal reasons for him to leave, the truth is that it would be the decision of only one person, while in other cases, there are several who should decide,” he adds. This has led to the recusal of Córdoba from the Commission on the grounds that there was partiality.

She is the other member challenged by the island president. Lawyer of the Consell de Formentera, she asked to be transferred from the Department of Litoral – in charge of Llorenç Córdoba – because “the president did not respect the work of the staff”. Born in Formentera in 1985, she studied at the Universitat Pompeu Fabra in Barcelona and is coordinator of the Alliance for Sustainable Water Management -Ibiza and Formentera-. She holds a PhD in Law and her thesis, published in 2014 by Huygens Editorial, was entitled “Freshwater and International Law: Water as a common good and as a human right from the perspective of sustainable development”.
Neus Costa Mayans
From Can Vicent des Ferrer, she has dedicated 32 years to the education of Formentera’s children at the CEIP Sant Ferran de ses Roques. In 2023 she was awarded with a Sant Jaume 2023 Award. She began her teaching training at the Magisterio in Mallorca. After that, she started working in the school of Sant Ferran, where she has spent all her professional life. She is a much loved person on the island.
José Marí Mayans
GxF opposition councilor who replaced Alcaraz in the Commission after his dismissal. On the official website of Gent per Formentera, he is presented as part of the team as “former bank employee and businessman”. He currently holds the position of head of Infrastructure, Primary Sector and Interior in the Consell Insular de Formentera. Born in 1964 in Palma de Mallorca, his primary education took place in Sant Francesc, continuing his secondary studies in Ibiza and then in Barcelona, where he trained in accounting and capital management.
Ángel Custodio Navarro
The current national authorized secretary of the Consell Insular de Formentera studied Law at the University of the Balearic Islands (UIB) in 1993, with specializations in Urban Law and Local Law. His professional career spans both public administration and teaching. Born in Vélez Blanco (Almería), Navarro has worked in various institutions, highlighting his work as secretary in several local administrations, including the Consell Insular de Formentera since 2013. His experience includes advising on urban planning, land management, historical heritage and civil law specific to the Pitiusas Islands. He is also known for his teaching activity, being an associate professor at the UIB, where he teaches subjects related to administrative and urban law, and for his participation in training courses for civil servants. During the political crisis that is about to reach one year, he has been the protagonist of several outstanding episodes.
Ammunition against Cordoba
The opinion of the Code of Ethics Commission is not binding, so it will have no effect. It will become a new argument of the opposition to request the resignation of the president.
