The PSOE has denounced this Thursday that the Audit Office of the Balearic Islands has detected 5.4 million euros in the Consell de Ibiza that were processed without the audit controls required by current regulations.
According to the Socialists, the report corresponding to fiscal year 2022 confirms an economic management “plagued with irregularities”, with files processed without prior control and contracting that exceeded the legal limits.
Files processed without prior audit
As detailed by the Socialist spokeswoman in the Consell de Ibiza, Elena López Bonet, the report reveals that 139 files, for a total of 4.47 million euros, were managed without going through the process of prior audit of the Intervention of the Consell.
In addition, another eight files amounting to 883,000 euros have been detected, in which the island administration adopted resolutions against the objections raised by the control bodies.
López Bonet pointed out that these procedures total 5.4 million euros of expenditure “outside the mandatory control and audit procedure”.
Non-compliance in public procurement
The socialist councilor Víctor Torres added that the report also reflects that in public procurement there have been legal breaches, by exceeding the limits allowed for minor contracts. According to Torres, cases have been detected in which invoices issued by the same supplier exceeded the legal thresholds, which could indicate a fragmentation of contracts to avoid public bidding.
The PSOE has denounced that this practice is an “abusive use” of minor contracts and reflects a “lack of rigor” in the management of public resources by the Consell’s government team.
Grants and direct awards
Another criticism made by the PSOE refers to the subsidies granted by the Consell de Ibiza in 2022. Torres recalled that another report of the Audit Office, published in November 2023, already warned that 37.6% of the aid granted by the institution were awarded directly, without a process of public competition.
The socialist councilor also pointed out that the report warned about the existence of 2.7 million euros in “irregular” contracts.
PSOE claims
The socialist group has demanded the government team of the Consell de Ibiza to “assume responsibilities” and to strengthen the control mechanisms in the economic management of the institution. In addition, they have requested that the irregularities detected in the files be clarified and that measures be taken to ensure that the auditing of public funds is carried out in accordance with current regulations.
