“We are aware of the challenges facing Formentera and are committed to addressing them with determination, transparency and dialogue.”
The first promises of Óscar Portas as soon as he took office as the new president of the Consell Insular de Formentera are already a dead letter. In the first plenary session of the year, he tried to impose -without consensus or dialogue- the appointment of 160 representatives of the island institution in collegiate bodies, trying to place Juan Manuel Costa and José Manuel Alcaraz in the Social Council of the UIB, among others.
And transparency does not seem to be an attribute that the ruling coalition formed by PP and Compromís is comfortable with either. Until a few hours ago , none of the minutes of the Government Meetings held since the return of Sa Unió to the Consell Insular had been published.
In the last few hours, up to four minutes of the sessions of January 10, 17, 24 and 31 have been made available to anyone interested in knowing the content.
At least seven Governing Boards
The Governing Board is required to meet every week, which means that at least seven ordinary meetings have been held since Sa Unión’s resumption , in addition to any extraordinary meetings that may have been called.
According to sources of the Consell, on December 27, after the plenary session of the motion of censure, the first Board of Governors was held. However, so far there is only information about the extraordinary and urgent meeting held on December 30 to approve the stabilization of a total of 138 positions affecting professionals from different areas of the institution.
A lukewarm response
In the last plenary session, Gent per Formentera asked “when will they start publishing the minutes of the Government Meetings carried out by the new government team”.
Portas responded that “they are absolutely right. They have every right to receive this information and to make it public. It is not a question of political will, but also of human resources. The Secretariat is in a very saturated situation. They are working on a marathon schedule. Therefore, we hope that soon, as soon as possible, the documentation will begin to be released.”
Meanwhile, to the query of La Voz de Ibiza, from the Consell have responded that “it must be borne in mind that no Governing Boards are published since June. The problem comes from long ago”, without taking into account that this was the date that the consistory was left without such a body in operation and that the minutes were not hung for the simple reason that the collegiate body did not exist for lack of quorum.
A key point of the Ethics Commission report
One of the points addressed by the report of the Code of Ethics and Good Code of Ethics and Good Governance Commissionone of the points addressed by the report of the Code of Ethics and Good Governance Commission, which ultimately became the trigger for the motion of censure, was precisely an “unjustified delay in approving the minutes of the March 25 meeting of the Board of Governors“.
There, it was questioned that “the fact of delaying the granting of the approval for one month is undoubtedly excessive, as regulated by article 196 of Royal Decree 2568/1986, of November 28“.
This article establishes that “within six days after the adoption of the acts and resolutions, a copy or, as the case may be, a comprehensive extract of the resolutions and resolutions of the municipal governing bodies shall be sent to the Civil Governor or Government Delegate, as the case may be, and to the Autonomous Administration. The Mayor or President of the Corporation and, immediately, the Secretary of the Corporation, shall be responsible for compliance with this duty”.
