Owners interested in legalizing their homes will have three years to start the process. During this time, they must submit a technical project that includes measures to improve the sustainability of the buildings, as reported by OK Diario. In addition, it will be necessary to pay a fee proportional to the value of the buildings, which will vary depending on when the process is initiated: 10% in the first year, 12.5% in the second year and 15% in the third year.
The role of municipalities
The validation of the projects will be the responsibility of the City Councils, which will have a term of six months to resolve each file. During this process, the improvements proposed by the owners will be evaluated and compliance with the requirements established in the decree will be verified. The announcement of this regulation has generated diverse opinions. On the one hand, it is considered an opportunity to regularize dwellings that have been outside the regulations for years. On the other hand, some sectors fear that this relaxation may encourage new irregularities in the future. The debate in the plenary session of the Balearic Parliament will be decisive for the approval of this decree, which seeks to balance the need for urban planning solutions with respect for the environment and legality in the use of rural land.
