The PSOE of Ibiza has formally requested the City Council to extend the deadline for submitting allegations to the municipal budget of 2025 until February 3. According to the socialists, the initial publication of the municipal accounts in a non-specific space on the web last January 13 fails to comply with the stipulations of the Transparency Law, which requires their exposure on the Transparency Portal for at least 15 days.
In a statement, the PSOE has pointed out that this non-compliance is an obstacle for citizens to access information properly and in a timely manner. “Law 19/2013, of December 9, on transparency, access to public information and good governance, establishes in its article 8.1 that municipal budgets must be published with a description of the main budget items and their state of execution, something that has not been complied with,” they stressed. The PSOE has accused the government team, led by Rafael Triguero, of not encouraging citizen participation in the process of processing the budgets. “The City Council has the obligation to provide this information on the Transparency Portal, not in a generic space on the municipal website, as an exercise of active publicity and in accordance with the principles of good governance,” they insisted. In addition, the socialist group recalled that the administrative bodies must publish both the initial version of the draft budget and supporting documentation and monitor the status of processing to ensure that citizens and interested groups can participate effectively. According to the PSOE, this has not been complied with, which they consider a sign of “arrogance” on the part of the PP government team. In view of this situation, the PSOE will present a motion of control and a formal request for the public exhibition period of the budgets to be extended until February 3. They argue that this extension would make it possible to remedy the failure to comply with the legal deadlines and would guarantee the right of citizens to review the accounts and present allegations.
