Once again, the Balearic Islands join the International Day for the Elimination of Violence against Women, which is commemorated every November 25. The institutions of the archipelago have made public a joint manifesto that warns about a reality that continues to be “unacceptable”: male violence is still present and continues to snatch lives, freedoms and future projects.
The slogan for 2025, “Speak out against violence against women,” is intended to go beyond a simple slogan. It is presented as a call for conviction, firmness and the active involvement of society as a whole. “We cannot allow any step backwards,” stresses the text, which points to this violence as a direct violation of human rights and the fundamental values of freedom, equality and dignity.
The institutional reading of the manifesto
The institutional act was attended by three public representatives in charge of giving voice to the manifesto: Carolina Escandell, Councilor of the Department of Social Welfare, Family and Equality; Elena López, spokesperson of the Socialist Group; and Óscar Rodríguez, spokesperson of the Mixed Group-Unidas Podemos. After the joint reading, a minute’s silence was held in memory of all the victims of male violence and their families.
38 women murdered so far this year in Spain
The manifesto recalls that, despite the progress made in prevention, care and protection, the road is far from complete. In 2025, 38 women have been murdered in Spain as a result of gender violence, a figure that once again highlights the urgency of strengthening all institutional mechanisms.
Public administrations – the text underlines – have the responsibility to improve available resources, guarantee the safety of victims and offer comprehensive support so that they can rebuild their lives “with autonomy and hope”. No woman should feel alone, and no child should grow up in an environment marked by fear.
In addition, the declaration recalls that male violence takes many forms: physical, psychological, economic, sexual or vicarious, among others. They all stem from the same root: inequality and the false belief in the supposed superiority of men over women, a vision “incompatible with a free and democratic society”.
A new State Pact with 461 measures against gender-based violence
The manifesto highlights as a relevant advance the approval, on February 26, 2025, of the new State Pact against Gender Violence, which includes 461 measures aimed at strengthening the institutional response to all forms of violence against women.
The most significant initiatives include:

Criminalization of economic violence and digital violence against women.

Strengthening the protection of child victims of vicarious violence.

Improving the treatment of victims in all processes.

The promotion of judicial specialization in the area of gender violence.
The Balearic institutions welcome this progress, although they warn that its effectiveness will depend on a real commitment and the effective implementation of all the measures envisaged.
“Zero tolerance” to silence, indifference and justification.
The document strongly reaffirms the position of the Balearic Islands:

Zero tolerance for any expression of male violence.

Zero tolerance for silence and indifference.

Zero tolerance for any attempt to justify or minimize this reality.
The manifesto painfully remembers all the murdered women and their children, as well as the minors who are victims of vicarious violence. It also recognizes the strength of those who struggle every day to move forward.
A permanent commitment: “Ni una pasa enrere. Not one more victim”.
The text concludes by claiming that, as long as there is a single victim, the institutions will maintain their commitment to allocate resources, improve public policies and work together with civil society to eradicate male violence once and for all.
“November 25 is not only a day of memory and denunciation, but also a day of unity and commitment,” states the manifesto. From the Balearic Islands a clear and firm message is launched: “Ni una pasa enrere. Not one more victim”. And a collective appeal: the whole society must raise its voice against violence against women.
