Almost two years finished and still closed: the ‘deixalleria’ of Sant Joan is still not operating due to administrative hurdles

The deixalleria de Sant Joan, whose works were completed almost two years ago, is still not operational despite being fully equipped. This facility, essential for the proper management of special household waste in the north of Ibiza, remains closed while the City Council is waiting to receive the environmental identification number(NIMA), a prerequisite for its implementation, after several administrative obstacles.

“Yesterday (Thursday) an inspector from the Government came to check. We are waiting“, explained from the consistory this week to La Voz de Ibizaconfirming that they still do not have the NIMA, a mandatory code for waste management centers throughout the state.

This number allows to control and track the treatment of both hazardous and non-hazardous waste.

According to the City Council, this 10-digit code “identifies the centers or activities of production and waste management in Spain. Its purpose is to allow traceability and control of waste, both hazardous and non-hazardous, from its origin to its final treatment”.

Without this prior step managed by the Govern, the deixallería cannot be implemented: “It is mandatory for companies that generate, store, transport or treat waste, and is used in all documentation related to waste management,” they explain.

Errors in processing

The construction of the clean point began in the summer of 2023 and was completed in early 2024, with an investment of 605,000 euros provided by the Consell de Ibiza.

However, the facility was built on rural land that was not suitable for this use, which prevented it from obtaining the approval of the Balearic Environment Commission.

The Sant Joan Town Council then acknowledged that a mistake had been made: not previously requesting the declaration of general interest necessary to legally authorize the project. “We understood that it was not necessary,” admitted the councilman of Urbanism, Andrés Roig, in December 2024.

Solution approved: the Consell declared the project of insular interest.

The urban planning blockage was overcome on December 21, 2024, when the Consell de Ibiza approved the declaration of the deixalleria de Sant Joan as an investment of insular interest.

This figure, enabled by the law of administrative simplification, allows to speed up the opening without the need to modify the urban planning, thus avoiding lengthy processes such as land reparcelling or urbanization.

The agreement was supported by all political groups, except the PSOE, which abstained. Thanks to this declaration, the project was able to go ahead and the municipality is now in the last phase of the process: obtaining the NIMA.

A key facility for the environment

The deixalleria de Sant Joan has an area of 1,193 square meters and is located next to the old municipal trull (oil mill) and the parking lot of the shuttle bus to Benirràs.

Its objective is to collect and treat bulky or polluting waste that should not be deposited in the usual containers, such as household appliances, debris or pruning waste.

This facility will serve the 9,400 residents of the municipality, as well as the neighbors of neighboring areas such as Sant Carles, Santa Gertrudis, Sant Mateu or Santa Agnès.

With its opening, Sant Joan will cease to be, together with Vila, the only municipality in Ibiza without a fixed clean point.

Opposition criticized for the delay

In September 2024, the Agrupación de Electores de Sant Joan publicly denounced the situation, pointing out that the infrastructure remained “closed and deteriorating” while neighbors continued without an adequate space to deposit their waste.

“We demand the government team of Tània Marí to put this service into operation urgently,” said then the spokesman, Santiago Marí, warning that the inactivity of the plant could be favoring uncontrolled dumping in urban collection points.
