Santa Eulària des Riu approved this Wednesday its Municipal Plan on Drugs and other Behavioral Addictions (PDA), a document that prioritizes youth prevention, responsible use of screens and social reintegration, as reported by the Consistory in the plenary session. The plan is born in a context in which the consumption of substances has been normalized and addictive behaviors linked to gambling and betting have increased, especially among young people.
The general objective of the document is to empower citizens – especially young people and their families – to manage their relationship with substances and technologies, turning risk factors into protective factors.
Four axes: supply, demand, insertion and communication
The PDA is articulated in four axes. The first is aimed at reducing supply, with measures such as the reinforcement of the figure of the Tutor Police and collaboration with the Civil Guard. The second addresses the reduction of demand, highlighting the effective prohibition of the use of cell phones not only in schools, but also in all municipal leisure and training activities.
The third axis promotes social insertion and individual empowerment, while the fourth focuses on management and communication, with actions aimed at improving institutional coordination and continuous evaluation of the plan. After its initial approval, the document will remain 30 days in public information, with an announcement in the BOIB and the electronic headquarters to submit allegations.
Noise ordinance: immediate sealing and higher penalties
The plenary also approved the modification of the Municipal Noise and Vibration Ordinance, which will allow the Local Police and inspection personnel to immediately seal acoustic installations or order the cessation of musical activity when serious non-compliances are detected, such as lack of authorization or manipulation of limiters.
The update incorporates the non-compliance with these provisional measures as a very serious infraction, which will make it possible to impose higher fines on those who do not comply with the sealing or immediate cessation.
Professional career: pioneering system in Ibiza
With the votes of the Popular Party, the professional career and performance evaluation for municipal employees was finally approved, a pioneering system on the island endowed with more than one million euros, the highest amount in Ibiza. The aim is to improve working conditions, promote continuous training and increase staff motivation.
According to the City Council, this implementation will make it possible to offer more efficient, professional and higher quality public services to citizens.
Budget 2026: 62.5 million and zero debt
The plenary finally approved the municipal budget for 2026, which amounts to 62.5 million euros. The Consistory emphasized that, for the first time since 2006, the municipality has reached zero debt, both in the City Council and in the public company, which reinforces its financial stability.
Likewise, the reduction of the rustic IBI from 0.47% to 0.45%, the second reduction applied by the current government team, was confirmed. The measure will benefit more than 5,300 cadastral references and represents a cumulative decrease of about 200,000 euros in the collection since 2022.
Support for the self-employed and other agreements
The plenary also approved a motion of the Popular Group in support of the self-employed, warning of the increase in the tax and bureaucratic burden derived from the decisions of the central government. The initiative calls for the implementation of the VAT exemption regime, administrative simplification and a reinforcement of social protection.
In addition, all parties except Vox adhered to the institutional declaration of the FEMP for coexistence and respect.
