The Consell de Formentera has presented two proposals for the regulation of vehicle entry in 2025 through the Formentera.eco program. At Thursday’s meeting of the Consell d’Entitats, the Consell’s president, Óscar Portas, along with the councilor of Mobility and Environment, Verónica Castelló, presented the possible scenarios that will mark the restrictions on access to the island for the next summer season.
The proposed changes include a reduction in the number of vehicles allowed for tourists, an increase in the quota for Ibiza residents and the consolidation of the current rates, maintaining the schedule of restrictions in force in recent years. The member associations of the Consell d’Entitats must now study these options before making a final decision next week.

Main changes in the regulation of Formentera.eco 2025
1. Fewer visitor vehicles, more permits for Ibiza residents
One of the main changes proposed is a 4% reduction in the number of visitor vehicles. This means that the quota for cars will go from 1,805 to 1,732 and motorcycles from 182 to 122. In parallel, the Consell has proposed an increase in the number of permits for Ibiza residents, from 220 to 235 cars and from 20 to 50 motorcycles.
This adjustment responds to the legal obligation to guarantee access to the island to Ibiza residents, after the previous six years of regulation have shown that the quota for this group has been insufficient.
Maintenance of the rental vehicle quota.
The number of rental vehicles will remain unchanged from last year. The circulation of 2,268 passenger cars and 5,880 motorcycles belonging to rental companies will be allowed, thus maintaining the same limit as in 2024.
3. Restriction dates unchanged
The period of application of Formentera.eco will remain in force from June 1 to September 30, with no changes with respect to previous years.
4. Regulated fees and mandatory minimum payment
The Councilor for Mobility, Verónica Castelló, has proposed maintaining the current rates for the entry of vehicles to the island:
- July and August:
- Cars: 9 € per day, with a minimum of 45 € per stay.
- Motorcycles: €4.50 per day, with a minimum of €22.50 per stay.
- June and September:
- Cars: 6 € per day, with a minimum of 30 €.
- Motorcycles: 3 € per day, with a minimum of 15 €.
These amounts seek to discourage short-term stays, as a decrease in the number of single-day bookings was detected in 2024, from 32% in 2023 to 18% in 2024.
5. Occupancy and penalty data in 2024
Last year’s Formentera.eco report revealed that on 39 days 100% of the permitted quota of cars was reached, while on 58 days occupancy was 47.5%. Only during 25 days the occupancy rate was below 20%.
In the case of motorcycles, maximum occupancy ranged from 75% to 99% on 25 days, and was between 50% and 75% on 47 days.
In addition, 65,102 access requests were registered, of which 3,320 were denied, and 3,792 disciplinary proceedings were processed for non-compliance with regulations.

Final decision at the next Consell d’Entitats meeting
Castelló has already conveyed these options to the car rental companies, and the final decision on which regulatory model will be adopted in 2025 will be taken at the next meeting of the Consell d’Entitats.
