The Consell Insular de Formentera has opened a period of public consultation to gather input from the public and the various institutional actors before initiating the amendment of Law 7/2009, of December 11, electoral law of the island councils. The objective is to elaborate a Proposition of Law that updates the regulatory framework and reinforces the singular character of the Formentera institution.
The reform aims to make visible the electoral regime of Formentera, an island that simultaneously constitutes a city council and a consell, an exceptionality within the Balearic autonomic system. Currently, municipal elections are called, but the resulting body is an Island Council, a situation that, according to the island government, generates a symbolic, legal and institutional incoherence.
The president of the Consell, Óscar Portas, has pointed out that this initiative seeks to “legally consolidate what Formentera already is in practice: a full institution of self-government within the Balearic autonomous system“. With the legislative modification, the denomination of the electoral processes would be adjusted from the first moment to the institutional reality of the island.
An open consultation for fifteen days
The citizen consultation will be available for fifteen working days and interested persons may participate through the institutional website of the Consell Insular de Formentera. This process will allow to collect opinions and suggestions on the general aspects that should be included in the new regulation, before the drafting of the final text begins.
Once the term is over, the Consell will evaluate all the contributions and will begin to elaborate the normative project. Subsequently, the text will be submitted to a vote in the Plenary of the Consell Insular and, if approved, it will be sent to the Parliament of the Balearic Islands as Formentera’s own legislative initiative.
With this process, the island institution seeks to adapt its electoral framework to its institutional reality and to reinforce its self-government identity within the autonomous community.
