The association Escuela de Todos Baleares has denounced the existence of serious irregularities in the process of language choice in the 4th year of kindergarten for the 2025-2026 academic year, anomalies that, according to the association, also affect more than a dozen schools in Ibiza and Formentera.
The complaint is based on the analysis of official documentation obtained through the Council for Transparency and Good Governance, after the Department of Education and Universities did not provide the data directly or prepare its own analysis, a situation that -according to the entity- is repeated for the second consecutive year.
Repetition of irregularities and absence of control
Escuela de Todos claims that in June 2025 the same irregular practices already detected in 2024 were reproduced, without any record of any supervisory action by the Education Inspectorate, either before, during or after the enrollment process.
According to the report, these irregularities include the refusal of numerous centers to provide the registration form, the omission of the language choice box in part of the documentation and the use of forms that induce families to choose Catalan as their first language of instruction.
Data questioning freedom of choice
In the Balearic Islands as a whole, 96 schools refused to hand out the registration form used in Early Childhood Education; 36 schools did not include any language choice boxes and 16 schools incorporated messages that influenced the families’ decision.
The situation is aggravated in the 124 centers where no family opted for Spanish, a fact that, according to the association, cannot be explained without taking into account the accumulation of irregularities detected during the process.
In this context, Escuela de Todos stresses that in more than ten centers in Ibiza and Formentera this type of incidents are repeated, which, in its opinion, shows that the problem is not a one-off or isolated one, but structural.

Centers opposed to the choice of language
The report also highlights the behavior of the 83 Early Childhood Education centers that publicly manifested their opposition to the PP-Vox agreement on language. In these centers, the percentage of students enrolled in Spanish is twelve points lower than in the rest, and in almost half of them no family chose this language option.
For the association, these data reinforce the thesis that the ideological context of some centers conditions the real freedom of families, especially in the early stages of education.
Telematic registration, residual
Another aspect questioned is the low use of online registration, which was only used by 21% of the families. In subsidized centers, the percentage drops to 16.7%, compared to 23.4% in public centers.
Escuela de Todos considers that this low implementation dismantles the Ministry’s argument that the digital system guarantees the neutrality of the process and criticizes the limited information campaign of the Govern, endowed with barely 50,000 euros.
Request for investigations and sanctions
Given the repetition of these irregularities, the association has formally requested the Minister of Education, Antoni Vera, and the Department of Educational Inspection to open investigations in all the centers involved, including those of Ibiza and Formentera, as well as the imposition of sanctions on the addresses that have failed to comply with the regulations.
It also calls for the creation of an effective mechanism of supervision and control, before and after the enrollment process, to ensure that no center hinders or distorts the freedom of linguistic choice.
In addition, the entity insists on the need to generalize telematic enrollment, maintaining in-person enrollment only in exceptional cases, and regrets that the Regional Ministry has not attended any of the meeting requests submitted in the last two years.
“The families of the Balearic Islands deserve an education system that is transparent, equitable and respectful of their rights,” concludes Escuela de Todos, which warns that, without firm measures, next year could reproduce a situation that violates fundamental rights.
