The spending ceiling of 2026 arrives this Tuesday to the Balearic Parliament, where it will be debated from 09.00 hours, pending a last minute understanding between the PP and Vox to prevent the proposal from falling. The regional government already assumes that the result will be adverse, after Vox reiterated its vote against and the ‘populares’ admitted that only “a last minute surprise” could reverse the situation.
Vox maintains the ‘no’ despite negotiations with the Government
On Monday morning, Manuela Cañadas (Vox) and the Minister of Economy, Antoni Costa, held a meeting to try to redirect the vote. “At this hour we are in the no”, declared Cañadas, while the popular spokesman, Sebastià Sagreras, acknowledged that they do not have the necessary support, although he still left open the option of an unexpected turn. The spending ceiling, approved on October 17 by the Consell de Govern, amounts to 6,924.4 million euros, 5.5% more than the current year. This increase is also among the points criticized by Vox, which demands adjustments and additional political considerations.
Prohens defends regional management in the face of the possibility of extension
The president of the Govern, Marga Prohens, said she felt “calm” in the face of a possible parliamentary failure and defended that her team “has negotiated only in an autonomic key”. The left, meanwhile, will vote against after ruling out any agreement. The PSIB, which held talks weeks ago, argues that the Executive “never had any real intention” to move forward with the spending limit, a criticism shared by MÉS per Mallorca and Més per Menorca. In each of these positions, the progressive formations warn of the risk that a budget extension will paralyze investments and services, an argument that the Government rejects.
Mateo appears marked by the controversy of the “tape recorder”.
Today also includes the appearance of the councilor of Housing, Territory and Mobility, José Luis Mateo, requested by PSIB and Més per Menorca. Mateo will have to explain the agreements reached between the PP and Vox in urban planning matters, especially after Cañadas’ statements on November 18, when he said that “we will have to go with a tape recorder to private meetings with the PP” to record what was agreed.
A day later, the deputy clarified that she was referring to an agreement relating to the habilitation of transition areas – rustic land – to build housing in municipalities governed by the PP. Vox maintains that the pact is not being fulfilled, which has strained the relationship between the two parliamentary partners. Criticism intensified after the announcement of more than 1,000 public housing units, presented Monday by Prohens and which, according to the opposition, responds only to “cover up its failures” before Mateo’s appearance.
Tourism, mobility and key motions complete the plenary session
The plenary will also address a socialist interpellation to the Minister of Tourism, Jaume Bauzà, on the management of the sustainable tourism tax (ITS), as well as a motion of MÉS per Mallorca claiming the railway extension to the Ponent. The ecosoberanista spokesman,
Last points: ketamine among young people and resources for UEECO classrooms
At the end of the session will be voted several tiebreakers of two non-legislative propositions of the PSIB, focused on the provision of resources for UEECO classrooms and measures against the consumption of ketamine among young people, a phenomenon that worries the parliamentary groups for its expansion in youth environments.
Control to the Govern: Ibiza’s garbage, Catalan and security
The morning will start with the control session, marked by questions about the transfer of waste from Ibiza to Mallorca, the promotion of the social use of Catalan, conciliation and crime data by nationality. There will also be a very topical issue: the lawsuit for prevarication and influence peddling against Alejandro Jurado, Prohens’ chief of staff, as a result of the alleged irregular hiring of a chauffeur.
The Councilor of the Presidency, Antònia Maria Estarellas, must pronounce on whether practices of “enchufismo” are compatible with the principles of the civil service. Mateo, meanwhile, will have to assess the possibility of
At 8:45 a.m. a manifesto for the International Day of Cooperatives will be read in the Senate Hall of the Parliament, prior to the start of the plenary session.
