The Consell Insular de Ibiza has sent to the Central Administrative Court of Contractual Resources the replies to the two appeals filed by bidding companies after the award of the new contract for regular public passenger transport. The reports, elaborated by the Contracting and Transport services, have been completed in three days, a term that they emphasized as unusually agile and that will allow to accelerate the resolution of the court and facilitate the start-up of the new bus service.
The appeals filed by two of the participating companies are limited to questions of administrative procedure, without questioning either the evaluation criteria or the merits of the award, which was granted to the Alsa-Vormar el Gaucho joint venture for both lots of the contract.
The Consell has defended that the process followed is in full compliance with the law and that all actions have been “rigorous, transparent and motivated“, in line with the principles of equality and concurrence that govern public procurement.
A new service with 99 buses and leadership in decarbonization
The new contract, awarded for ten years, provides for a comprehensive renovation of the fleet, which will consist of 99 buses, of which 63 will be 100% electric and 3 hybrids. With this, Eivissa will be among the pioneering territories in Spain in decarbonized public transport.
The service will expand frequencies, improve connectivity between municipalities, tourist areas and residential centers, and incorporate reinforced night schedules, as well as a digital platform that will provide real-time information to users.
Historic record: 6.8 million passengers in 2025
This administrative advance coincides with the best data in the history of public transport in Ibiza. Between January and November 2025, the bus system has registered 6,842,793 users, which is 26% more than in 2019, the last pre-pandemic year. That’s 1,423,954 additional passengers compared to the pre-pandemic period.
In addition, the use of airport cards has skyrocketed: from 35,274 in 2019 to 89,870 in 2025, a growth of 154%.
According to the Consell, this increase confirms the consolidation of collective transport as an efficient and sustainable alternative on the island.
Awaiting court ruling
While the contract is still under review by the Central Administrative Court, the Consell emphasizes its performance with “maximum speed and thoroughness” when answering the appeals. The goal: to allow the court to rule as soon as possible and thus ensure the start of the new service, which will be a substantial improvement in the public transport network of Eivissa.
