More than 60 percent of the Govern’s senior management structure<\/strong> -including ministries, general directorates, temporary staff, autonomous bodies and the rest of the public sector- has been renewed in the last two years.<\/p>\n

Since November 2023<\/strong>, there have been 118 movements<\/strong>, with 98 terminations and some 20 new appointments<\/strong>, out of a total of 185 positions, representing a turnover of 63%<\/strong>.<\/p>\n

Among the most recent cases are those of Josep Aloy<\/strong>, whose retirement from the Directorate General of Tourism was agreed, and Ismael Alonso<\/strong>, who resigned as director of SOIB<\/strong> just three months after taking office.<\/p>\n

The PSIB<\/strong> deputy, Carles Bona<\/strong>, who has compiled the data, considers that the number of relays is “exaggeratedly high<\/strong>” and reflects that “this Government does not work<\/strong>“. Speaking to Europa Press<\/em>, Bona said: <\/p>\n

“If we were told that a company had changed more than half of its workforce in two years, we would think something was wrong. With so much turnover, it’s impossible for anyone to have time to settle in, learn and manage effectively. In the end, we’re all the losers.<\/p>\n

The socialist also criticized that this instability contrasts with the statements of the president of the Govern, Marga Prohens<\/strong>, who in the summer of 2023 defended having formed a team “thought of the best<\/strong>“.<\/p>\n

“Valid people are long gone,” Bona added, underlining the difficulties of the Executive to “attract talent and fill the gaps that are being generated<\/strong>.”<\/p>\n

Changes by departments<\/h2>\n

The Conselleria de Empresa<\/strong> has undergone the most changes, with 20 movements<\/strong>, including changes in the SOIB<\/strong> and Ibassal<\/strong>. Following the restructuring of the Govern in July, these bodies came under the Conselleria de Trabajo, Funci\u00f3n P\u00fablica y Di\u00e1logo Social<\/strong>, which incorporated six new positions<\/strong>. <\/p>\n

In Education and Universities<\/strong>, 17 of the 18 senior and temporary positions have been replaced, while the Conselleria de Presidencia<\/strong> has 16 changes<\/strong>, including six in IB3<\/strong> and the creation of two new positions.<\/p>\n

The Conselleria de Familias<\/strong> counts 11 replacements<\/strong>, including that of Catalina Cirer<\/strong> for Sandra Fern\u00e1ndez<\/strong>; and in Tourism, Culture and Sports<\/strong> there have been 10 replacements.<\/strong><\/p>\n

In Housing, Territory and Mobility<\/strong>, where Jos\u00e9 Luis Mateo<\/strong> replaced Marta Vidal<\/strong>, there have been nine changes<\/strong>. For its part, Economy, Finance and Innovation<\/g> has experienced seven relays<\/g>, and the areas of Sea and Water Cycle<\/g> and Agriculture, Fisheries and Natural Environment<\/g> add five and two<\/g>, respectively. Among the latter, the resignation of the manager of PortsIB<\/strong>, Jaime Carbonell<\/strong>, in February 2024, before completing one year in office, stands out. <\/p>\n

The Government defends “normality”.<\/h3>\n

The vice-president and spokesman of the Govern, Antoni Costa<\/strong>, assured in the last press conference of the Consell de Govern<\/strong> that the changes in the organization chart respond to the “strict normality<\/strong>” and denied that there are more relays than in other legislatures.<\/p>\n

During the appearance of Ibisec<\/strong>‘s manager, Mar\u00eda Bel\u00e9n Lloret<\/strong>, at the Institutional and General Affairs Committee of the Parliament<\/strong>, PP<\/strong> deputy Ana Isabel Curt\u00f3<\/strong> stressed that deputies “should not judge personal decisions<\/strong>“, and expressed her “absolute respect<\/strong>” for the work of previous managers.<\/p>\n
