This was put forward by the <strong data-start=\"491\" data-end=\"524\">Ministry of Public Function<\/strong> at the meeting held this Wednesday with the main public sector unions<strong data-start=\"615\" data-end=\"636\">(CSIF, UGT and CC OO<\/strong>), where the negotiation framework that will affect <strong data-start=\"694\" data-end=\"732\">3.5 million public employees<\/strong> was addressed. <\/p>\n<p data-start=\"737\" data-end=\"1159\">The Executive&#8217;s proposal contemplates a <strong data-start=\"777\" data-end=\"802\">multi-year increase<\/strong> that would include a <strong data-start=\"820\" data-end=\"839\">fixed<\/strong> and a <strong data-start=\"847\" data-end=\"859\">variable<\/strong> <strong data-start=\"820\" data-end=\"839\">component<\/strong>, following the model already applied in the agreement in force between 2022 and 2024. Although <strong data-start=\"949\" data-end=\"984\">the figures have not<\/strong> yet <strong data-start=\"949\" data-end=\"984\">been specified<\/strong>, the Ministry has guaranteed that salaries will grow <strong data-start=\"1041\" data-end=\"1076\">at least as much as prices<\/strong>, to prevent public workers from seeing their purchasing power reduced. <\/p>\n<h2 data-start=\"1166\" data-end=\"1225\"><strong data-start=\"1170\" data-end=\"1225\">A rise linked to CPI and economic growth<\/strong><\/h2>\n<p data-start=\"1227\" data-end=\"1524\">In a statement following the meeting, <strong data-start=\"1268\" data-end=\"1287\">Funci\u00f3n P\u00fablica<\/strong> explained that the objective of the new agreement is to &#8220;<strong data-start=\"1334\" data-end=\"1520\">establish a multi-year framework that includes salary increases linked to a fixed and a variable component, so that public employees do not lose purchasing power<\/strong>&#8220;.<\/p>\n<p data-start=\"1526\" data-end=\"1869\">This model is similar to that of the 2022-2024 agreement, in which part of the wage increase was linked to the <strong data-start=\"1634\" data-end=\"1672\">Consumer Price Index (CPI)<\/strong> and the other to the <strong data-start=\"1685\" data-end=\"1732\">evolution of the Gross Domestic Product (GDP).<\/strong> In its last year-on-year figure, the CPI showed an increase of <strong data-start=\"1792\" data-end=\"1800\">3.1%<\/strong>, which gives the Executive the margin to propose equivalent increases. <\/p>\n<ul>\n<li>\n<h5><a href=\"https:\/\/lavozdeibiza.com\/actualidad\/fraude-millonario-en-las-depuradoras-de-ibiza-investigan-salarios-fantasma-y-pagos-irregulares-acumulados-desde-2020-en-una-contratista-del-govern\/?swcfpc=1\">Millionaire fraud in Ibiza&#8217;s wastewater treatment plants: phantom salaries and irregular payments accumulated since 2020 in a contractor of the Govern are investigated<\/a><\/h5>\n<\/li>\n<\/ul>\n<p data-start=\"1871\" data-end=\"2235\">Sources involved in the negotiation point out that the <strong data-start=\"1909\" data-end=\"1928\">Civil Service<\/strong> is still waiting to know the <strong data-start=\"1958\" data-end=\"2021\">budgetary margin granted by the Ministry of Finance<\/strong>, before being able to specify the final figures. The next meeting between both parties will be held on <strong data-start=\"2126\" data-end=\"2145\">November 19<\/strong>, when the Government is expected to provide a detailed economic proposal. <\/p>\n<h2 data-start=\"2242\" data-end=\"2308\"><strong data-start=\"2246\" data-end=\"2308\">Trade unions demand that 2025 should not be &#8220;a blank year&#8221;.<\/strong><\/h2>\n<p data-start=\"2310\" data-end=\"2532\">Although the unions appreciated the start of the dialogue, they insisted that <strong data-start=\"2398\" data-end=\"2449\">there cannot be a wage freeze in 2025<\/strong>, the year between the end of the previous agreement and the start of the new pact.<\/p>\n<p data-start=\"2534\" data-end=\"2900\">&#8220;<strong data-start=\"2535\" data-end=\"2844\">In the wage block we thought that there could be something today, but we have been told that they are not in a position to give some figures. What we have made clear to all the trade union organizations is that the year 2025 must have a clearly differentiated wage increase. It cannot remain as a year of freezing.  <\/strong>&#8220;said <strong data-start=\"2854\" data-end=\"2871\">Isabel Araque<\/strong>, <strong data-start=\"2890\" data-end=\"2897\">UGT<\/strong> representative.<\/p>\n<ul>\n<li>\n<h5><a href=\"https:\/\/lavozdeibiza.com\/actualidad\/los-diputados-de-madrid-se-suben-el-sueldo-por-segunda-vez-en-menos-de-un-ano-cual-es-su-nuevo-salario-de-base\/?swcfpc=1\">Madrid&#8217;s deputies raise their salaries for the second time in less than a year: what is their new base salary?<\/a><\/h5>\n<\/li>\n<\/ul>\n<p data-start=\"2902\" data-end=\"3274\">The <strong data-start=\"2905\" data-end=\"2934\">previous salary agreement<\/strong> for civil servants, signed by <strong data-start=\"2970\" data-end=\"3002\">UGT and CC OO but not by CSIF<\/strong>, contemplated increases between 2022 and 2024, with increases linked to the CPI and the evolution of the economy. Once this framework is fulfilled, the unions demand <strong data-start=\"3151\" data-end=\"3180\">an immediate continuity<\/strong> so that public workers do not see the increase in their salaries interrupted. <\/p>\n<p data-start=\"3276\" data-end=\"3537\">Araque also stressed that the negotiating table is structured in <strong data-start=\"3342\" data-end=\"3370\">three main blocks<\/strong>: wages, employment and labor rights. &#8220;<strong data-start=\"3412\" data-end=\"3451\">The first meeting has not been bad<\/strong>,&#8221; he acknowledged, although he insisted that &#8220;<strong data-start=\"3489\" data-end=\"3533\">numerical concreteness is essential<\/strong>.&#8221;<\/p>\n<h2 data-start=\"3544\" data-end=\"3610\"><strong data-start=\"3548\" data-end=\"3610\">CC OO accuses the Government of being &#8220;late&#8221; in the negotiations<\/strong><\/h2>\n<p data-start=\"3612\" data-end=\"3811\">From the <strong data-start=\"3618\" data-end=\"3627\">CC OO<\/strong>, union member <strong data-start=\"3645\" data-end=\"3662\">Lucho Palazzo<\/strong> regretted that the Government has delayed the start of the talks, hiding behind the preparation of the <strong data-start=\"3771\" data-end=\"3808\">General State Budget.<\/strong><\/p>\n<p data-start=\"3813\" data-end=\"4076\">&#8220;<strong data-start=\"3814\" data-end=\"3860\">The government is late to this negotiation<\/strong>,&#8221; warned Palazzo. &#8220;<strong data-start=\"3882\" data-end=\"4072\">With the economic data that this country has, with the Executive saying that we are going like a shot, it is not acceptable that we have 3.5 million public employees with their salary frozen<\/strong>.&#8221;<\/p>\n<ul>\n<li>\n<h5><a href=\"https:\/\/lavozdeibiza.com\/actualidad\/este-es-el-salario-que-necesitas-para-vivir-dignamente-en-ibiza\/?swcfpc=1\">This is the salary you need to &#8220;live in dignity&#8221; in Ibiza<\/a><\/h5>\n<\/li>\n<\/ul>\n<p data-start=\"4078\" data-end=\"4431\">The trade unionist insisted that wage bargaining must be <strong data-start=\"4139\" data-end=\"4187\">made independent of the budget calendar<\/strong>, especially in the face of the <strong data-start=\"4211\" data-end=\"4237\">political uncertainty<\/strong> that hinders the approval of the new Budgets. &#8220;<strong data-start=\"4295\" data-end=\"4418\">We cannot depend on parliamentary gridlock. Public employees must not pay the price for political paralysis. <\/strong>&#8220;he said.<\/p>\n<h2 data-start=\"4438\" data-end=\"4504\"><strong data-start=\"4442\" data-end=\"4504\">CSIF calls for labor improvements and retroactive effect for 2025<\/strong><\/h2>\n<p data-start=\"4506\" data-end=\"4725\">For his part, <strong data-start=\"4520\" data-end=\"4538\">Francisco Lama<\/strong>, representative of the <strong data-start=\"4568\" data-end=\"4576\">CSIF<\/strong> union, welcomed the start of the negotiations, although he expressed his concern at the <strong data-start=\"4669\" data-end=\"4698\">lack of concrete figures<\/strong> at this first meeting.<\/p>\n<p data-start=\"4727\" data-end=\"4887\">&#8220;<strong data-start=\"4728\" data-end=\"4870\">We demand improvements in retirement, working hours and teleworking. And we want the agreement to have retroactive effects applicable to the whole of 2025. <\/strong>&#8220;Lama pointed out.<\/p>\n<ul>\n<li>\n<h5><a href=\"https:\/\/lavozdeibiza.com\/actualidad\/los-salarios-crecen-un-4-en-baleares-en-el-cuarto-trimestre-a-cuanto-llega-la-media\/?swcfpc=1\">Wages grow by 4% in the Balearic Islands in the fourth quarter: How high is the average?<\/a><\/h5>\n<\/li>\n<\/ul>\n<p data-start=\"4889\" data-end=\"5201\">CSIF, which <strong data-start=\"4899\" data-end=\"4940\">did not sign the previous wage agreement<\/strong> because it considered it insufficient to compensate for the loss of purchasing power in the face of inflation, now maintains a cautious stance. However, the union warns that it <strong data-start=\"5120\" data-end=\"5154\">could call for demonstrations<\/strong> if the government does not make its offer soon. <\/p>\n<p data-start=\"5203\" data-end=\"5435\">&#8220;<strong data-start=\"5204\" data-end=\"5416\">We do not want civil servants to continue to be the forgotten ones of the Administration. Their efforts during the pandemic and in essential public services deserve real recognition, not just words. <\/strong>&#8220;insisted Lama.<\/p>\n<h2 data-start=\"5442\" data-end=\"5503\"><strong data-start=\"5446\" data-end=\"5503\">A plan beyond salary: rights and organization<\/strong><\/h2>\n<p data-start=\"5505\" data-end=\"5679\">The Ministry of <strong data-start=\"5522\" data-end=\"5541\">Civil Service<\/strong>, headed by <strong data-start=\"5556\" data-end=\"5571\">\u00d3scar L\u00f3pez<\/strong>, has announced that the future pact with the trade unions will not be limited to salary issues.<\/p>\n<p data-start=\"5681\" data-end=\"5912\">&#8220;The agreement that Funci\u00f3n P\u00fablica wants to reach <strong data-start=\"5729\" data-end=\"5841\">also contemplates a set of organizational improvements and measures to advance in the consolidation of<\/strong> public employees&#8217; <strong data-start=\"5729\" data-end=\"5841\">rights<\/strong>,&#8221; the department said in a statement.<\/p>\n<ul>\n<li>\n<h5><a href=\"https:\/\/lavozdeibiza.com\/en\/current-news\/ccoo-calls-for-salaries-at-the-level-of-basic-necessities-in-the-balearic-islands\/?swcfpc=1\">CCOO calls for &#8220;salaries at the level of basic necessities&#8221; in the Balearic Islands<\/a><\/h5>\n<\/li>\n<\/ul>\n<p data-start=\"5914\" data-end=\"6094\">Among the points that could be addressed are <strong data-start=\"5962\" data-end=\"5986\">labor flexibility<\/strong>, <strong data-start=\"5991\" data-end=\"6006\">teleworking<\/strong>, <strong data-start=\"6011\" data-end=\"6035\">reduced working hours<\/strong> and improved performance evaluation systems.<\/p>\n<h2 data-start=\"6101\" data-end=\"6173\"><strong data-start=\"6105\" data-end=\"6173\">A key agreement for more than three million public employees<\/strong><\/h2>\n<p data-start=\"6175\" data-end=\"6394\">In total, the negotiation will affect <strong data-start=\"6211\" data-end=\"6257\">some 3.5 million public workers<\/strong>, including both employees of the <strong data-start=\"6294\" data-end=\"6331\">General State Administration<\/strong> and those of <strong data-start=\"6346\" data-end=\"6391\">autonomous communities and local entities<\/strong>.<\/p>\n<p data-start=\"6396\" data-end=\"6700\">The Executive seeks a <strong data-start=\"6432\" data-end=\"6458\">multi-year<\/strong> pact <strong data-start=\"6432\" data-end=\"6458\">(2026-2028)<\/strong> that guarantees stability in salaries in a still uncertain economic context.
