The City Council is in a limit situation: if the Ministry for Ecological Transition and Demographic Challenge (MITECO) does not move forward with the project before the end of 2025,<strong>the allocated European funds will be lost<\/strong> and, with them, the main tool to prevent uncontrolled anchoring. <\/p>\n<ul>\n<li>\n<h4><a href=\"https:\/\/lavozdeibiza.com\/en\/current-news\/the-ministry-admits-that-the-talamanca-buoy-field-is-still-pending-processing-and-has-not-yet-gone-out-for-public-information\/?swcfpc=1\">The Ministry admits that the Talamanca buoy field is still pending processing and has not yet gone out for public information<\/a><\/h4>\n<\/li>\n<\/ul>\n<p data-start=\"787\" data-end=\"1050\">In this context, Mayor <strong>Rafael Triguero<\/strong> has admitted that the Consistory <strong data-start=\"863\" data-end=\"894\">is evaluating alternatives<\/strong>. One of them, proposed by Marina Mercante, is to <strong data-start=\"944\" data-end=\"991\">directly prohibit anchoring in the bay<\/strong>, although the <strong data-start=\"1003\" data-end=\"1049\">legality of that route is more than debatable<\/strong>. <\/p>\n<p data-start=\"2066\" data-end=\"2457\">From the <strong data-start=\"2075\" data-end=\"2137\">Conselleria del Mar y del Ciclo del Agua <\/strong>have detailed to <strong><a href=\"https:\/\/lavozdeibiza.com\/en\/\">The Voice of Ibiza<\/a><\/strong> that this alternative is not possible: <strong data-start=\"2164\" data-end=\"2244\">the Ibiza Town Hall has no powers to prohibit free anchoring<\/strong>, as long as it is done <strong data-start=\"2271\" data-end=\"2296\">on<\/strong>sandy bottoms and outside the marked bathing areas.<\/p>\n<p data-start=\"2066\" data-end=\"2457\">&#8220;It cannot prohibit free anchoring, since anchoring with anchor on sand is legal as long as it is done outside the areas marked out for bathing. <strong>What the City Council can do is to manage these marked areas<\/strong>, which are delimited to ensure the safety of bathers, but has no authority to restrict free anchoring in the rest of the area,&#8221; detailed from the Govern.<\/p>\n<p data-start=\"2066\" data-end=\"2457\">Precisely, this seems to be the alternative that the City Council is analyzing. The condition is clear: it <strong data-start=\"1242\" data-end=\"1308\">must be at least started before December 31, 2025<\/strong>, or else the European <em>Next Generation<\/em> funds destined to finance it will be lost. <\/p>\n<p data-start=\"1403\" data-end=\"1765\">From the Ministry, the <strong data-start=\"1427\" data-end=\"1487\">Sub-Directorate General of Terrestrial and Marine Biodiversity<\/strong> has indicated that the project for Talamanca has already been drafted and that it was promoted by the General Directorate of Biodiversity, Forests and Desertification of the MITECO.<\/p>\n<ul>\n<li>\n<h5><a href=\"https:\/\/lavozdeibiza.com\/actualidad\/restablecen-el-balizamiento-en-talamanca-tras-el-corte-que-abre-paso-a-los-charteres-ilegales\/?swcfpc=1\">Beacons reestablished in Talamanca after cut that opens the way for illegal charters<\/a><\/h5>\n<\/li>\n<\/ul>\n<p data-start=\"1403\" data-end=\"1765\">However, it <strong data-start=\"1663\" data-end=\"1709\">has not yet been made public<\/strong>, an essential step prior to bidding and execution.<\/p>\n<p data-start=\"1769\" data-end=\"1944\">&#8220;The project in question has not yet been submitted to public information, so we summon you to that procedure to learn more details,&#8221; they say from the Ministry.<\/p>\n<h3 data-start=\"2643\" data-end=\"2675\">A precedent in Es Palmador<\/h3>\n<p data-start=\"2677\" data-end=\"2900\">A businessman in the nautical sector points out that the case of Talamanca is partly reminiscent of what happens in Es Palmador: <strong data-start=\"2794\" data-end=\"2829\">no boat can anchor there<\/strong>, not even on sand, as it <strong data-start=\"2863\" data-end=\"2899\">is mandatory to reserve a buoy<\/strong>.<\/p>\n<ul>\n<li>\n<h5><a href=\"https:\/\/lavozdeibiza.com\/actualidad\/descontrol-en-talamanca-la-policia-investiga-el-corte-de-la-baliza-que-abre-paso-a-los-charteres-ilegales\/?swcfpc=1\">Police investigate the cutting of the beacon that opens the way for illegal charters in Talamanca<\/a><\/h5>\n<\/li>\n<\/ul>\n<p data-start=\"2904\" data-end=\"3179\">&#8220;No boat can anchor there, not even on sand. data-start=\"3205\" data-end=\"3242\">is not part of the Natural Park<\/strong>, which <strong data-start=\"3251\" data-end=\"3305\">considerably limits the<\/strong> City Council&#8217; <strong
