The measure, which seeks to equalize the conditions of this group with those of the rest of the workers of the General Regime, introduces a new requirement whose absence can result in fines <strong data-start=\"908\" data-end=\"954\">ranging from 2,451 to 49,000 euros<\/strong> in aggravated cases. <\/p>\n<p data-start=\"980\" data-end=\"1398\">This new obligation has generated concern among thousands of employers, especially among those households made up of elderly people or pensioners, who represent an important part of those who resort to this service. After a six-month adaptation period given by the Ministry of Labor, <strong data-start=\"1288\" data-end=\"1397\">the regulation is now fully applicable and the Labor Inspectorate will be able to demand compliance as of today.<\/strong> <\/p>\n<h2 data-start=\"1405\" data-end=\"1480\"><strong data-start=\"1409\" data-end=\"1480\">A royal decree to strengthen rights in a precarious sector<\/strong><\/h2>\n<p data-start=\"1482\" data-end=\"1837\">The regulatory change is part of the Government&#8217;s objective to <strong data-start=\"1544\" data-end=\"1608\">improve the working conditions of domestic workers<\/strong>, a highly feminized and precarious group. The approval of the royal decree in 2024 was a significant step forward, taking steps towards equalization with other sectors -although there are still aspects to be developed-. <\/p>\n<ul>\n<li>\n<h5><a href=\"https:\/\/lavozdeibiza.com\/en\/current-news\/setback-to-the-fight-against-tourist-rentals-a-ruling-allows-the-rental-of-rooms-through-airbnb\/?swcfpc=1\">Setback to the fight against tourist rentals: a ruling allows the rental of rooms through Airbnb<\/a><\/h5>\n<\/li>\n<\/ul>\n<p data-start=\"1839\" data-end=\"2112\">To facilitate the adaptation, the National Institute for Occupational Safety and Health (INSAH) launched in May the platform <strong data-start=\"1957\" data-end=\"1980\"><a href=\"http:\/\/www.prevencion10.es\" target=\"_new\" rel=\"noopener\" data-start=\"1959\" data-end=\"1978\">www.prevencion10.es<\/a><\/strong>a free portal designed so that any family can draw up its occupational risk prevention plan at no additional cost.<\/p>\n<h2 data-start=\"2119\" data-end=\"2175\"><strong data-start=\"2123\" data-end=\"2175\">How to do the risk assessment: step by step<\/strong><\/h2>\n<p data-start=\"2177\" data-end=\"2375\">Employers must access the <strong data-start=\"2223\" data-end=\"2239\">Prevenci\u00f3n10<\/strong> platform, enter their data and those of their employee, and complete an initial questionnaire that analyzes different aspects of the home and work:<\/p>\n<ul data-start=\"2377\" data-end=\"2624\">\n<li data-start=\"2377\" data-end=\"2440\">\n<p data-start=\"2379\" data-end=\"2440\">Existence of <strong data-start=\"2393\" data-end=\"2406\">stairs<\/strong>, slopes or dangerous areas.<\/p>\n<\/li>\n<li data-start=\"2441\" data-end=\"2471\">\n<p data-start=\"2443\" data-end=\"2471\">Presence of <strong data-start=\"2456\" data-end=\"2468\">pets<\/strong>.<\/p>\n<\/li>\n<li data-start=\"2472\" data-end=\"2511\">\n<p data-start=\"2474\" data-end=\"2511\">Condition and <strong data-start=\"2495\" data-end=\"2508\">electrical<\/strong> installation.<\/p>\n<\/li>\n<li data-start=\"2512\" data-end=\"2624\">\n<p data-start=\"2514\" data-end=\"2624\">Type of tasks performed: cleaning, cooking, ironing, care of minors or elderly or dependent people.<\/p>\n<\/li>\n<\/ul>\n<p data-start=\"2626\" data-end=\"2893\">At the end of the questionnaire, the tool provides an <strong data-start=\"2681\" data-end=\"2726\">&#8220;Occupational Risk Prevention Plan&#8221;,<\/strong> which the employer must download, print and <strong data-start=\"2772\" data-end=\"2805\">sign together with the worker<\/strong>. This document must be kept available in case the Labor Inspectorate requires it. <\/p>\n<ul>\n<li>\n<h5><a href=\"https:\/\/lavozdeibiza.com\/en\/current-news\/fake-guest-who-robbed-hotels-in-ibiza-and-palma-arrested-after-madrid-investigation\/?swcfpc=1\">Fake guest who robbed hotels in Ibiza and Palma arrested after Madrid investigation<\/a><\/h5>\n<\/li>\n<\/ul>\n<p data-start=\"2895\" data-end=\"3082\">The platform also suggests <strong data-start=\"2925\" data-end=\"2958\">concrete preventive measures<\/strong> if risks are detected: from reorganization of spaces to ergonomic recommendations or improvements in home safety.<\/p>\n<p data-start=\"3084\" data-end=\"3232\">In addition, employers have access to a <strong data-start=\"3123\" data-end=\"3164\">toll-free helpline<\/strong> (91 363 43 00), operating Monday to Friday from 9:00 am to 2:00 pm.<\/p>\n<h2 data-start=\"3239\" data-end=\"3286\"><strong data-start=\"3243\" data-end=\"3286\">Penalties: from 2,451 to nearly 49,000 euros<\/strong><\/h2>\n<p data-start=\"3288\" data-end=\"3423\">The Ministry of Labor has warned that <strong data-start=\"3330\" data-end=\"3397\">failure to comply with this obligation is a major infraction<\/strong>. Fines can be: <\/p>\n<ul data-start=\"3425\" data-end=\"3542\">\n<li data-start=\"3425\" data-end=\"3483\">\n<p data-start=\"3427\" data-end=\"3483\"><strong data-start=\"3427\" data-end=\"3453\">From 2,451 to 9,830 euros<\/strong> in most cases.<\/p>\n<\/li>\n<li data-start=\"3484\" data-end=\"3542\">\n<p data-start=\"3486\" data-end=\"3542\"><strong data-start=\"3486\" data-end=\"3517\">Between 24,000 and 49,000 euros<\/strong> if there are aggravating circumstances.<\/p>\n<\/li>\n<\/ul>\n<p data-start=\"3544\" data-end=\"3730\">The Government assures that the measure <strong data-start=\"3585\" data-end=\"3637\">does not generate economic costs or bureaucratic burden<\/strong>, but for many families it is an extra requirement at a complex time for the sector.<\/p>\n<h2 data-start=\"3737\" data-end=\"3805\"><strong data-start=\"3741\" data-end=\"3805\">A shrinking sector: 86,650 fewer female employees in a decade<\/strong><\/h2>\n<p data-start=\"3807\" data-end=\"4066\">While these obligations are being reinforced, domestic employment is clearly on a downward trend. Since 2015, the number of registered female workers has fallen by <strong data-start=\"3982\" data-end=\"4000\">more than 20%<\/strong>, from more than 436,000 to <strong data-start=\"4035\" data-end=\"4055\">less than 350,000<\/strong> in 2025. <\/p>\n<p data-start=\"4068\" data-end=\"4118\">The causes, according to trade unions and experts:<\/p>\n<ul data-start=\"4120\" data-end=\"4299\">\n<li data-start=\"4120\" data-end=\"4166\">\n<p data-start=\"4122\" data-end=\"4166\"><strong data-start=\"4126\" data-end=\"4163\">Successive increases in contributions<\/strong>.<\/p>\n<\/li>\n<li data-start=\"4167\" data-end=\"4259\">\n<p data-start=\"4169\" data-end=\"4259\">The sharp increase in the <strong data-start=\"4194\" data-end=\"4212\">minimum wage<\/strong>, which has grown by more than 60% in six years.<\/p>\n<\/li>\n<li data-start=\"4260\" data-end=\"4299\">\n<p data-start=\"4262\" data-end=\"4299\">The general increase in the cost of living.<\/p>\n<\/li>\n<\/ul>\n<p data-start=\"4301\" data-end=\"4461\">All of this has meant that for many families having a domestic employee is <strong data-start=\"4382\" data-end=\"4411\">financially unaffordable<\/strong>, in some cases encouraging irregular employment.<\/p>\n<h2 data-start=\"4468\" data-end=\"4551\"><strong data-start=\"4472\" data-end=\"4551\">Pending development: medical examination and anti-harassment protocol<\/strong><\/h2>\n<p data-start=\"4553\" data-end=\"4643\">The unions point out that the new law still <strong data-start=\"4599\" data-end=\"4621\">leaves some loose ends<\/strong>. It remains to be finalized: <\/p>\n<ul data-start=\"4645\" data-end=\"4818\">\n<li data-start=\"4645\" data-end=\"4728\">\n<p data-start=\"4647\" data-end=\"4728\">The right of female workers to a <strong data-start=\"4683\" data-end=\"4725\">free medical checkup every three years<\/strong>.<\/p>\n<\/li>\n<li data-start=\"4729\" data-end=\"4818\">\n<p data-start=\"4731\" data-end=\"4818\">The creation of a <strong data-start=\"4749\" data-end=\"4793\">protocol against violence and harassment<\/strong> in domestic work.<\/p>\n<\/li>\n<\/ul>\n<p data-start=\"4820\" data-end=\"4869\">Both measures are still pending regulation.<\/p>\n<h2 data-start=\"4876\" data-end=\"4930\"><strong data-start=\"4880\" data-end=\"4930\">An obligation that marks a before and after<\/strong><\/h2>\n<p data-start=\"4932\" data-end=\"5218\">Although the risk assessment may seem a minor formality, its mandatory nature represents a profound change in the sector.
