Spain, traditionally the <strong data-start=\"533\" data-end=\"575\">second largest car manufacturer in Europe<\/strong> and one of the world&#8217;s major production centers, has just lost its position to Brazil. <\/p>\n<p data-start=\"430\" data-end=\"1101\">This drop is part of a deeper crisis affecting the entire continent. Since the pandemic, <strong data-start=\"775\" data-end=\"858\">Europe has gone from selling 19 million vehicles a year to just 15 million<\/strong>, a slump that has had a direct impact on Spanish factories: the country has stopped producing <strong data-start=\"961\" data-end=\"989\">two million units<\/strong>, equivalent, as the industry stresses, to the <strong data-start=\"1034\" data-end=\"1100\">16 Spanish plants being shut down for a whole year.<\/strong> <\/p>\n<ul>\n<li>\n<h5><a href=\"https:\/\/lavozdeibiza.com\/en\/current-news\/underwater-wine-buoys-in-ibiza-this-is-the-first-mediterranean-project-with-15-capsules-and-4000-liters-of-wine\/?swcfpc=1\">Underwater wine buoys in Ibiza: this is the first Mediterranean project with 15 capsules and 4,000 liters of wine<\/a><\/h5>\n<\/li>\n<\/ul>\n<p data-start=\"1103\" data-end=\"1555\">Faced with this panorama, the industry agrees for the first time in decades on a common diagnosis: if <strong data-start=\"1210\" data-end=\"1237\">more cars are not sold<\/strong> in Spain, the automotive plants located in our territory <strong data-start=\"1299\" data-end=\"1346\">will not be able to maintain their production volume<\/strong>. This consensus has led employers, social agents, electricity companies, autonomous communities and the Ministry of Industry, led by Jordi Hereu, to promote a major rescue plan: the <strong data-start=\"1536\" data-end=\"1554\">Auto 2030 Plan<\/strong>. <\/p>\n<h2 data-start=\"1562\" data-end=\"1653\"><strong data-start=\"1566\" data-end=\"1653\">A united industry and a clear message: either Spain sells more cars or loses its industry<\/strong><\/h2>\n<p data-start=\"1655\" data-end=\"1948\">The sector, led by <strong data-start=\"1670\" data-end=\"1679\">Anfac<\/strong>, has finally achieved what seemed impossible: a common front. After months of meetings, they have synthesized their message in a very simple idea: <strong data-start=\"1835\" data-end=\"1874\">the domestic market must be reactivated<\/strong> if Spain wants to keep its strategic role in the European automotive industry. <\/p>\n<p data-start=\"1950\" data-end=\"2256\">The <strong data-start=\"1953\" data-end=\"1971\">Auto 2030 Plan<\/strong> is the tool proposed to achieve this. It is a program with a transversal scope, which will cover both factories and buyers, and seeks to correct the errors of the current aid system, especially <strong data-start=\"2203\" data-end=\"2212\">Moves<\/strong>, which is considered insufficient and poorly managed. <\/p>\n<p data-start=\"2258\" data-end=\"2362\">Although the final details have not yet been made public, the outlines are quite clear.<\/p>\n<h2 data-start=\"2369\" data-end=\"2451\"><strong data-start=\"2373\" data-end=\"2451\">Direct aid and no personal income tax: the big change in the Auto 2030 Plan<\/strong><\/h2>\n<p data-start=\"2453\" data-end=\"2575\">The key defining element of the Auto 2030 Plan will be <strong data-start=\"2510\" data-end=\"2540\">direct aid to the buyer<\/strong>. The industry is calling for subsidy: <\/p>\n<ul data-start=\"2577\" data-end=\"2822\">\n<li data-start=\"2577\" data-end=\"2652\">\n<p data-start=\"2579\" data-end=\"2652\"><strong data-start=\"2579\" data-end=\"2628\">It is discounted at the time of purchase<\/strong>, at the dealership.<\/p>\n<\/li>\n<li data-start=\"2653\" data-end=\"2727\">\n<p data-start=\"2655\" data-end=\"2727\"><strong data-start=\"2655\" data-end=\"2680\">Do not compute in the IRPF<\/strong>, avoiding that it affects the annual declaration.<\/p>\n<\/li>\n<li data-start=\"2728\" data-end=\"2822\">\n<p data-start=\"2730\" data-end=\"2822\"><strong data-start=\"2730\" data-end=\"2796\">Do not depend on slow or insufficient regional calls<\/strong>, as is currently the case.<\/p>\n<\/li>\n<\/ul>\n<p data-start=\"2824\" data-end=\"3048\">In the absence of specifics, all indications are that the aid will be similar to that of Moves: between <strong data-start=\"2915\" data-end=\"2938\">4,000 and 7,000 euros<\/strong>, depending on the type of vehicle and whether an old car is delivered. The plan would be aimed mainly at: <\/p>\n<ul data-start=\"3050\" data-end=\"3107\">\n<li data-start=\"3050\" data-end=\"3080\">\n<p data-start=\"3052\" data-end=\"3080\"><strong data-start=\"3052\" data-end=\"3078\">100% electric cars<\/strong><\/p>\n<\/li>\n<li data-start=\"3081\" data-end=\"3107\">\n<p data-start=\"3083\" data-end=\"3107\"><strong data-start=\"3083\" data-end=\"3107\">Plug-in hybrids<\/strong><\/p>\n<\/li>\n<\/ul>\n<p data-start=\"3109\" data-end=\"3256\">Although it is not ruled out that, in the final stretch of negotiations, <strong data-start=\"3201\" data-end=\"3228\">non-plug-in hybrids<\/strong> will also be included, but with lower amounts.<\/p>\n<ul>\n<li>\n<h5><a href=\"https:\/\/lavozdeibiza.com\/en\/current-news\/ibiza-based-drug-ring-adds-another-chapter-son-of-detained-inspector-released-with-charges\/?swcfpc=1\">Ibiza-based drug ring adds another chapter: son of detained inspector released with charges<\/a><\/h5>\n<\/li>\n<\/ul>\n<p data-start=\"3258\" data-end=\"3581\">The Auto 2030 Plan is also committed to a <strong data-start=\"3300\" data-end=\"3338\">centralized management of the funds<\/strong>, to avoid the problems that currently generate differences between communities. There are autonomous regions that <strong data-start=\"3440\" data-end=\"3481\">have not even activated Moves yet<\/strong>, while others <strong data-start=\"3502\" data-end=\"3536\">exhausted the funds months ago<\/strong>, leaving thousands of buyers in limbo. <\/p>\n<h2 data-start=\"3588\" data-end=\"3686\"><strong data-start=\"3592\" data-end=\"3686\">The failure of Moves as a precedent: delays, inequalities and subsidies that do not arrive<\/strong><\/h2>\n<p data-start=\"3688\" data-end=\"3775\">An important part of the diagnosis of the sector focuses on <strong data-start=\"3753\" data-end=\"3774\">Moves errors<\/strong>:<\/p>\n<ul data-start=\"3777\" data-end=\"4035\">\n<li data-start=\"3777\" data-end=\"3836\">\n<p data-start=\"3779\" data-end=\"3836\">Subsidies that take <strong data-start=\"3803\" data-end=\"3821\">up to two years<\/strong> to be collected.<\/p>\n<\/li>\n<li data-start=\"3837\" data-end=\"3952\">\n<p data-start=\"3839\" data-end=\"3952\">Autonomous communities without funds, leaving buyers with approved aid but <strong data-start=\"3926\" data-end=\"3949\">without receiving a euro.<\/strong><\/p>\n<\/li>\n<li data-start=\"3953\" data-end=\"4035\">\n<p data-start=\"3955\" data-end=\"4035\">Cumbersome processes, difficult to process and without homogeneity throughout the State.<\/p>\n<\/li>\n<\/ul>\n<p data-start=\"4037\" data-end=\"4336\">The sector is asking to prevent this situation from &#8220;falling into oblivion&#8221;, as the delays have caused enormous distrust among consumers. There are thousands of buyers who have been approved for the aid, but <strong data-start=\"4250\" data-end=\"4335\">there is no guarantee that the budget line necessary to pay them will arrive.<\/strong> <\/p>\n<p data-start=\"4338\" data-end=\"4465\">This scenario, they warn, <strong data-start=\"4365\" data-end=\"4426\">is paralyzing the renewal of the car fleet<\/strong>, one of the oldest in Europe.<\/p>\n<h2 data-start=\"4472\" data-end=\"4520\"><strong data-start=\"4476\" data-end=\"4520\">A plan inspired by the Valencian success story<\/strong><\/h2>\n<p data-start=\"4522\" data-end=\"4753\">The design of the Auto 2030 Plan takes as a reference the <strong data-start=\"4575\" data-end=\"4597\">Reinicia Auto Plan<\/strong>, an initiative promoted in the Valencian Community after the DANA, which did manage to boost vehicle sales and was based on three key elements:<\/p>\n<ul data-start=\"4755\" data-end=\"4852\">\n<li data-start=\"4755\" data-end=\"4784\">\n<p data-start=\"4757\" data-end=\"4784\">Direct billing support.<\/p>\n<\/li>\n<li data-start=\"4785\" data-end=\"4802\">\n<p data-start=\"4787\" data-end=\"4802\">Agile management.<\/p>\n<\/li>\n<li data-start=\"4803\" data-end=\"4852\">\n<p data-start=\"4805\" data-end=\"4852\">Immediate impact on the buyer&#8217;s pocket.<\/p>\n<\/li>\n<\/ul>\n<p data-start=\"4854\" data-end=\"5156\">According to the industry, replicating this model on a national scale would accelerate the transition to electrified vehicles and, at the same time, <strong data-start=\"5000\" data-end=\"5063\">preserve the production capacity of Spanish factories<\/strong>, which are highly dependent on domestic consumption for new production models.<\/p>\n<h2 data-start=\"5163\" data-end=\"5222\"><strong data-start=\"5167\" data-end=\"5222\">A decisive industrial and economic challenge for Spain<\/strong><\/h2>\n<p data-start=\"5224\" data-end=\"5255\">The automotive sector involves:<\/p>\n<ul data-start=\"5257\" data-end=\"5416\">\n<li data-start=\"5257\" data-end=\"5287\">\n<p data-start=\"5259\" data-end=\"5287\"><strong data-start=\"5262\" data-end=\"5285\">10% of Spanish GDP<\/strong><\/p>\n<\/li>\n<li data-start=\"5288\" data-end=\"5335\">\n<p data-start=\"5290\" data-end=\"5335\">More than <strong data-start=\"5297\" data-end=\"5333\">2 million indirect jobs<\/strong><\/p>\n<\/li>\n<li data-start=\"5336\" data-end=\"5416\">\n<p data-start=\"5338\" data-end=\"5416\">Hundreds of thousands of direct jobs in factories, dealerships and logistics<\/p>\n<\/li>\n<\/ul>\n<p data-start=\"5418\" data-end=\"5516\">It is, therefore, a strategic sector whose decline would have a serious impact on the national economy.<\/p>\n<p data-start=\"5518\" data-end=\"5649\">Manufacturers recall a key phrase in their diagnosis: <strong data-start=\"5581\" data-end=\"5649\">&#8220;If Spain does not sell more cars, Spain will not manufacture more cars&#8221;. <\/strong>The <strong data-start=\"5654\" data-end=\"5672\">Auto 2030 Plan<\/strong> is seen as the only way to avoid this drift.<\/p>\n<h2 data-start=\"5732\" data-end=\"5797\"><strong data-start=\"5736\" data-end=\"5797\">7,000 euros per car?
