{"id":137671,"date":"2025-11-17T07:36:14","date_gmt":"2025-11-17T06:36:14","guid":{"rendered":"https:\/\/lavozdeibiza.com\/sin-categorizar\/a-change-in-the-regulation-on-the-length-of-cars-baffles-ibiza-cab-drivers\/"},"modified":"2025-11-17T07:36:14","modified_gmt":"2025-11-17T06:36:14","slug":"a-change-in-the-regulation-on-the-length-of-cars-baffles-ibiza-cab-drivers","status":"publish","type":"post","link":"https:\/\/lavozdeibiza.com\/en\/current-news\/a-change-in-the-regulation-on-the-length-of-cars-baffles-ibiza-cab-drivers\/","title":{"rendered":"A change in the regulation on the length of cars baffles Ibiza cab drivers"},"content":{"rendered":"<p>For many it went <strong data-start=\"120\" data-end=\"137\">unnoticed<\/strong> during the drafting of the decree, but it can have very real effects on the street: the <strong data-start=\"224\" data-end=\"268\">new <a href=\"https:\/\/lavozdeibiza.com\/actualidad\/el-reglamento-del-taxi-choca-con-el-consultiu-el-polemico-punto-de-los-regimenes-de-recogida-de-viajeros\/\">regulation that will regulate cab and VTC<\/a><\/strong> introduces a <strong data-start=\"283\" data-end=\"317\">minimum length of 4.60 meters<\/strong> for passenger cars and <strong data-start=\"338\" data-end=\"396\">reserves the reduction to 4.35 meters only to pure electric cars<\/strong>. In practice, <strong data-start=\"414\" data-end=\"430\">hybrids<\/strong>, which until the first versions of the text enjoyed this treatment <strong data-start=\"499\" data-end=\"519\">, will no longer have it<\/strong>. A point of the regulation that generates uncertainty among some cab drivers on the island because of the impact it would have once the text is approved.  <\/p>\n<ul>\n<li>\n<h4><a href=\"https:\/\/lavozdeibiza.com\/actualidad\/de-la-renovacion-de-licencias-al-tamano-de-los-coches-como-ha-cambiado-el-reglamento-que-regulara-el-taxi-en-ibiza\/?swcfpc=1\">From the renewal of licenses to the size of the cars: how the regulation that will regulate the cab in Ibiza has changed<\/a><\/h4>\n<\/li>\n<\/ul>\n<h2 data-start=\"648\" data-end=\"677\">How and why it was changed<\/h2>\n<p data-start=\"678\" data-end=\"1511\">The <strong data-start=\"681\" data-end=\"692\">first<\/strong> and <strong data-start=\"698\" data-end=\"717\">second versions<\/strong> of the draft called for <strong data-start=\"738\" data-end=\"748\">4.70 meters<\/strong> and opened an <strong data-start=\"762\" data-end=\"784\">exception to 4.35 meters<\/strong> for &#8220;electric (mixed or <strong data-start=\"812\" data-end=\"824\">hybrid<\/strong>)&#8221; and other alternative energies.<\/p>\n<p><strong>In the third version<\/strong> came two twists: on the one hand, the Govern <strong data-start=\"927\" data-end=\"962\">lowered the general bar to 4.60 meters<\/strong> following a request from the cab employers&#8217; association to <strong data-start=\"1014\" data-end=\"1057\">be able to operate better in historic centers<\/strong>; on the other, it <strong data-start=\"1069\" data-end=\"1091\">narrowed the exception<\/strong> to <strong data-start=\"1098\" data-end=\"1117\">100% electric<\/strong> (and alternative fuel express) after <strong data-start=\"1172\" data-end=\"1181\">FITIB<\/strong> warned that the wording was confusing and did not clearly distinguish<strong> hybrids and electrics<\/strong>.<\/p>\n<p>The <strong data-start=\"1265\" data-end=\"1283\">fourth version<\/strong> maintains this scheme and <strong data-start=\"1311\" data-end=\"1337\">equalizes<\/strong> it <strong data-start=\"1311\" data-end=\"1337\">for cab and VTC<\/strong>. As <strong data-start=\"1344\" data-end=\"1359\">background<\/strong>, the report cites the <strong data-start=\"1380\" data-end=\"1397\">state framework<\/strong>, where the <strong data-start=\"1421\" data-end=\"1441\">threshold of 4.60 meters<\/strong> is already used as a technical reference. <\/p>\n<ul>\n<li>\n<h4><a href=\"https:\/\/lavozdeibiza.com\/actualidad\/el-govern-desoye-a-ibiza-y-evita-igualar-requisitos-entre-taxis-y-vtc\/?swcfpc=1\">Uber gets rid of cab requirements: the Govern disregards Ibiza and leaves the decision in local hands<\/a><\/h4>\n<\/li>\n<\/ul>\n<h2>What does it mean for hybrids under 4.60 meters?<\/h2>\n<p data-start=\"1560\" data-end=\"2200\">With the current text, <strong data-start=\"1581\" data-end=\"1597\">all hybrids<\/strong> (HEV or plug-in) <strong data-start=\"1617\" data-end=\"1647\">must measure at least 4.60 meters<\/strong> to <strong data-start=\"1653\" data-end=\"1663\">enter<\/strong> or <strong data-start=\"1666\" data-end=\"1681\">be replaced<\/strong> in the fleet; <strong data-start=\"1695\" data-end=\"1703\">only<\/strong> <strong data-start=\"1708\" data-end=\"1728\">pure electric<\/strong> cars are allowed to reach <strong data-start=\"1747\" data-end=\"1757\">4.35 meters<\/strong>. <strong data-start=\"1759\" data-end=\"1790\">The Conselleria de Movilidad<\/strong> has not answered &#8211; to questions from <strong data-start=\"1824\" data-end=\"1843\">La Voz de Ibiza &#8211;<\/strong>what will happen with <strong data-start=\"1862\" data-end=\"1885\">cars already bought<\/strong> by some cab drivers for <strong data-start=\"1912\" data-end=\"1940\">seasonal service 2025<\/strong> that <strong data-start=\"1945\" data-end=\"1958\">do not<\/strong> reach that measurement. Until now, without a single autonomic standard, <strong data-start=\"2020\" data-end=\"2041\">each city council<\/strong> defined by <strong data-start=\"2054\" data-end=\"2067\">ordinance<\/strong> the admitted models (normally, those <strong data-start=\"2108\" data-end=\"2148\">approved by the cab brands<\/strong>). <\/p>\n<p>The <strong data-start=\"2233\" data-end=\"2271\">Agrupaci\u00f3n de Autotaxi de Baleares <\/strong>(part of the <strong>FEBT<\/strong>) reports that the change <strong data-start=\"2346\" data-end=\"2370\">generates uncertainty<\/strong> among professionals who were planning to renew with <strong data-start=\"2417\" data-end=\"2429\">hybrids<\/strong> -Kia<strong data-start=\"2431\" data-end=\"2455\">, Dacia or Hyundai<\/strong>, among others- that <strong data-start=\"2474\" data-end=\"2500\">do not reach 4.60 meters.<\/strong><\/p>\n<p>According to Joan Mar\u00ed Riera, when the FEBT asked to reduce the minimum required length from 4.70 to 4.60 meters, it did not contemplate the possibility that hybrids would also be impacted by this measure. The <strong data-start=\"2598\" data-end=\"2624\">Agrupaci\u00f3n de Autotaxi de Baleares, the minority association<\/strong> of Ibiza, has <strong data-start=\"2628\" data-end=\"2642\">consulted<\/strong> the <strong data-start=\"2648\" data-end=\"2657\">FITIE<\/strong> (integrated in <strong data-start=\"2672\" data-end=\"2681\">FITIB<\/strong>) as to why this change has been motivated, <strong data-start=\"2683\" data-end=\"2708\">without obtaining an answer<\/strong>. <\/p>\n<p><strong>La Voz de Ibiza<\/strong> has asked <strong data-start=\"2746\" data-end=\"2755\">FITIE<\/strong> and <strong data-start=\"2758\" data-end=\"2767\">FITIB<\/strong> about this matter and has <strong data-start=\"2786\" data-end=\"2797\">not<\/strong> received any answer so far.<\/p>\n<p data-start=\"2911\" data-end=\"3473\">In the meantime, the idea is circulating of <strong data-start=\"2930\" data-end=\"2947\">changing<\/strong> the vehicle&#8217;s classification to <strong data-start=\"2980\" data-end=\"3005\">Public Service (SP)<\/strong> in order to <strong data-start=\"3011\" data-end=\"3028\">register it<\/strong> before the decree is approved and thus &#8220;<strong data-start=\"3071\" data-end=\"3084\">shield<\/strong>&#8220;<strong data-start=\"3071\" data-end=\"3084\">it<\/strong>. In any case, this procedure <strong data-start=\"3153\" data-end=\"3169\">does not replace<\/strong> the conditions of the <strong data-start=\"3190\" data-end=\"3215\">regional regulations<\/strong> or the <strong data-start=\"3226\" data-end=\"3240\">ordinances<\/strong>. <\/p>\n<p data-start=\"2911\" data-end=\"3473\">The draft does not include a specific additional transitional provision on the length of the car. On the other hand, the text contemplates in point 4 of Article 19 that the Govern will carry out revisions on the requirements of the vehicles. <\/p>\n<h2 data-start=\"3475\" data-end=\"3512\">Models that could be affected<\/h2>\n<p data-start=\"3513\" data-end=\"4159\">The standard may <strong data-start=\"3528\" data-end=\"3540\">impact<\/strong> hybrids  <strong data-start=\"3553\" data-end=\"3577\">below 4.60 meters. For example, this impacts some versions of the <\/strong> <strong data-start=\"3595\" data-end=\"3611\">Toyota Prius<\/strong> of generations around 4.59 meters, <strong data-start=\"3647\" data-end=\"3668\">Kia Niro HEV\/PHEV<\/strong>, <strong data-start=\"3670\" data-end=\"3696\">Hyundai Ioniq HEV\/PHEV<\/strong>, some <strong data-start=\"3706\" data-end=\"3730\">short MPVs<\/strong> like older <strong data-start=\"3736\" data-end=\"3746\">Touran<\/strong>, or <strong data-start=\"3759\" data-end=\"3776\">compact SUVs<\/strong> like <strong data-start=\"3794\" data-end=\"3802\">Qashqai\/3008<\/strong>.<\/p>\n<p data-start=\"3513\" data-end=\"4159\"><strong data-start=\"3804\" data-end=\"3810\">They do<\/strong> comply (or are on the edge) models such as \u0160koda <strong data-start=\"3867\" data-end=\"3884\">Octavia<\/strong>, <strong data-start=\"3886\" data-end=\"3919\">Toyota Corolla Touring Sports<\/strong>, <strong data-start=\"3921\" data-end=\"3936\">Toyota RAV4<\/strong> (at the limit), <strong data-start=\"3953\" data-end=\"3974\">VW Passat Variant<\/strong>, \u0160koda <strong data-start=\"3976\" data-end=\"3992\">Superb<\/strong>, or <strong data-start=\"3996\" data-end=\"4004\">vans<\/strong> like <strong data-start=\"4010\" data-end=\"4027\">Mercedes Vito<\/strong>. <strong data-start=\"4033\" data-end=\"4053\">Pure electrics<\/strong> <strong data-start=\"4058\" data-end=\"4076\">exceeding 4.35 meters<\/strong> could enter by <strong data-start=\"4099\" data-end=\"4112\">exception<\/strong>. <\/p>\n<p>The draft <strong data-start=\"4235\" data-end=\"4246\">unifies<\/strong> the <strong data-start=\"4263\" data-end=\"4275\">length<\/strong> requirement for <strong data-start=\"4281\" data-end=\"4295\">cab and VTC<\/strong>: <strong data-start=\"4297\" data-end=\"4314\">minimum 4.60 meters<\/strong> in general and <strong data-start=\"4328\" data-end=\"4338\">4.35 meters<\/strong> <strong data-start=\"4339\" data-end=\"4347\">only<\/strong> for <strong data-start=\"4353\" data-end=\"4373\">pure electric vehicles<\/strong> (and listed alternative energies). Precisely, equalizing performance is one of the keys of the new <strong data-start=\"4461\" data-end=\"4481\">regional framework<\/strong>. <\/p>\n<h2 data-start=\"4526\" data-end=\"4565\">Remainder of the procedure<\/h2>\n<p data-start=\"4566\" data-end=\"5058\"><strong data-start=\"4566\" data-end=\"4579\">The unease in the <\/strong><strong>Agrupaci\u00f3n de Autotaxi de Baleares (Balearic Association of Autotaxi) <\/strong><strong>lies in the fact that these substantial modifications were made after the period of allegations (and, in fact, respond to allegations made). <\/strong> <\/p>\n<p><strong>As explained weeks ago by the Directorate of <\/strong><strong>Mobility of the Balearic Government, after all the requested reports are issued, the <\/strong>file will pass to the <strong data-start=\"4765\" data-end=\"4788\">Legal Services<\/strong> of the Conselleria. The latter will issue a report and then it will be submitted to the <g id=\"gid_3\">Consell Consultiu<\/g>, which <g id=\"gid_4\">will issue an opinion<\/g>.
