The main objective of this plan has been to protect the safety of users, ensure fair competition and defend the legal transport sector on the island. <\/p>\n<h2>More than 600,000 \u20ac in penalties<\/h2>\n<p>According to the report, the intensification of the inspection has had a strong financial impact, showing that illegal transport networks are being hit where it hurts the most: in their pockets. The collection of transport sanctions has experienced a <strong>massive increase of 266%<\/strong>. <\/p>\n<p>While in 2019 the revenue from fines amounted to 163,881 \u20ac and in 2024 to 433,748 \u20ac, the figure reached <strong>601,031 \u20ac until October 31, 2025<\/strong>.<\/p>\n<p>In addition to direct collection, the surveillance effort prevented a large amount of money from flowing into the black market. This figure is higher than that recorded for the whole of 2024 (412) and 2019 (373). <\/p>\n<p>This was also reflected in the number of actions and files:<\/p>\n<ul>\n<li>A <strong>total of 619 disciplinary proceedings<\/strong> were opened.<\/li>\n<li>Of these, 405 are pending resolution and 159 have already made voluntary payment.<\/li>\n<li>A <strong>total of 161 vehicles were immobilized<\/strong> up to October 2025. This figure is almost double that of the same period in 2024 (92), representing a <strong>75% increase<\/strong> in immobilized vehicles. <\/li>\n<li>\n<h5><a href=\"https:\/\/lavozdeibiza.com\/actualidad\/cae-un-taxi-pirata-en-formentera-sancion-ejemplar-por-ofrecer-viajes-ilegales-a-turistas\/?swcfpc=1\">A &#8216;pirate cab&#8217; in Formentera falls: exemplary sanction for offering illegal trips to tourists<\/a><\/h5>\n<\/li>\n<\/ul>\n<h3>The airport and leisure areas, focal points of intervention<\/h3>\n<p>The strategy focused especially on <strong>sensitive points<\/strong>. The most outstanding device was the one implemented at <strong>Ibiza Airport<\/strong>, where the Consell&#8217;s inspectors maintained a continuous presence for <strong>14 hours a day<\/strong>. <\/p>\n<p>As a result, a <strong>reduction of more than 95% in the presence of pirate drivers <\/strong>was achieved <strong>. <\/strong>The protocol, agreed with AENA, had inspectors identifying the illegal carriers, then AENA&#8217;s private security would expel them from the terminal, and the Guardia Civil would intervene in case of disobedience or recidivism.<\/p>\n<ul>\n<li>\n<h5><a href=\"https:\/\/lavozdeibiza.com\/actualidad\/botin-millonario-del-dispositivo-contra-el-taxi-pirata-del-consell-de-ibiza-cuatro-coches-de-ultralujo-decomisados\/?swcfpc=1\">Millionaire booty of the device against the pirate cab of the Consell de Ibiza: four ultra-luxury cars seized.<\/a><\/h5>\n<\/li>\n<\/ul>\n<p>In addition, the plan was expanded to address new modalities of intrusiveness, such as illegal vehicle rental, and to carry out informative and surveillance actions in <strong>WhatsApp groups<\/strong> used to coordinate irregular activities, as well as in <strong>spaces with a large presence of visitors and leisure areas<\/strong>. For these tasks, the first investment was made to promote specific control actions, including the hiring of <strong>detectives<\/strong>. <\/p>\n<ul>\n<li>\n<h5><a href=\"https:\/\/lavozdeibiza.com\/actualidad\/otro-taxi-pirata-cazado-en-el-aeropuerto-de-ibiza-la-suculenta-multa\/?swcfpc=1\">Another &#8216;pirate cab&#8217; caught at Ibiza airport: the succulent fine<\/a><\/h5>\n<\/li>\n<\/ul>\n<h3>Benefits for legal transportation<\/h3>\n<p><strong>Collaboration between administrations was key to increasing the effectiveness and safety of the interventions<\/strong>. The robust system was based on permanent coordination, with a total of 583 combined actions: <\/p>\n<ul>\n<li><strong>Inspection of the Consell:<\/strong> 370 actions.<\/li>\n<li><strong>Local Police<\/strong> (Ibiza, Sant Antoni, Sant Josep and Santa Eul\u00e0ria): 171 actions.<\/li>\n<li><strong>Civil Guard:<\/strong> 42 actions.<\/li>\n<\/ul>\n<p>The measures implemented, according to the report, had a positive impact on public transport and cab service. <g id=\"gid_0\">Greater use of public transport<\/g> was observed in connection with the airport. The total number of cab movements (destination and origin airport) increased from 506,919 in 2024 to <g id=\"gid_1\">522,094 total movements in 2025<\/g>.
