The decision comes after the <strong data-start=\"1365\" data-end=\"1410\">torrential rains of September 30<\/strong>, the <strong data-start=\"1416\" data-end=\"1464\">adverse meteorological phenomena of October<\/strong> and the <strong data-start=\"1470\" data-end=\"1506\">fire of Mal Pas (Formentera)<\/strong>, which have motivated <strong data-start=\"1525\" data-end=\"1591\">weeks of public claims from institutions and affected people<\/strong>, as <strong>La Voz de Ibiza<\/strong> <strong data-start=\"1604\" data-end=\"1628\">has been reporting<\/strong>. <\/p>\n<ul>\n<li>\n<h4><a href=\"https:\/\/lavozdeibiza.com\/en\/current-news\/the-govern-activates-emergency-works-for-1-78-million-to-repair-flood-damage-in-ibiza\/\">The Govern activates emergency works for 1.78 million to repair flood damage in Ibiza<\/a><\/h4>\n<\/li>\n<\/ul>\n<p data-start=\"1727\" data-end=\"2143\">The <strong data-start=\"1733\" data-end=\"1777\">official note of the Ministry of the Interior<\/strong> details, among other incidents, the <strong data-start=\"1820\" data-end=\"1879\">floods of September 30 in Ibiza and Formentera<\/strong>, when the <strong data-start=\"1891\" data-end=\"1940\">AEMET activated the red warning for extreme risk<\/strong> and <strong data-start=\"1967\" data-end=\"2006\">up to 236 liters per square meter<\/strong> were registered, with <strong data-start=\"2012\" data-end=\"2066\">flooded streets and houses and road closures<\/strong> in different parts of the Pitiusas.<\/p>\n<h2 data-start=\"2150\" data-end=\"2213\">Sept. 30 storm and DANA Alice, key events<\/h2>\n<p data-start=\"2215\" data-end=\"2620\">Interior recalls that, in addition to this episode, between <strong data-start=\"2277\" data-end=\"2298\">October 9 and 13<\/strong> the <strong data-start=\"2302\" data-end=\"2316\">DANA Alice<\/strong> kept under <strong data-start=\"2330\" data-end=\"2355\">red and orange warnings<\/strong> several areas of the Mediterranean coast and the <strong data-start=\"2400\" data-end=\"2412\">Balearic Islands<\/strong>, with <strong data-start=\"2418\" data-end=\"2486\">very heavy rains, storms, floods and traffic cuts<\/strong>, which forced an intense intervention of the <strong data-start=\"2536\" data-end=\"2579\">emergency services in the community<\/strong>.<\/p>\n<p data-start=\"2622\" data-end=\"3394\">In the case of Ibiza, these storms are added to other episodes of <strong data-start=\"2690\" data-end=\"2750\">&#8220;heavy rains&#8221; and &#8220;adverse weather events&#8221;<\/strong> that the note itself places in <strong data-start=\"2779\" data-end=\"2803\">September and October<\/strong> in the whole archipelago, including <strong data-start=\"2859\" data-end=\"2881\">Ibiza and Formentera<\/strong> again in the risk warnings. This concatenation of incidents motivated the <strong data-start=\"3000\" data-end=\"3021\">Consell d&#8217;Eivissa<\/strong> and different town councils to insist on the need for <strong data-start=\"3082\" data-end=\"3105\">state reinforcements<\/strong>, in parallel to the autonomic measures already announced, such as the <strong data-start=\"3169\" data-end=\"3272\">5 million euros of aid from the Govern to alleviate the damages caused by the storms Ex Gabrielle and Alice<\/strong> or the <strong data-start=\"3279\" data-end=\"3353\">emergency works for 1.78 million euros to repair the riverbeds in Ibiza<\/strong>. <\/p>\n<h2 data-start=\"3401\" data-end=\"3478\">Floods in Ibiza and Formentera and fire in Mal Pas<\/h2>\n<p data-start=\"3480\" data-end=\"3786\">The agreement of the Council of Ministers includes a <strong data-start=\"3529\" data-end=\"3550\">detailed list<\/strong> of events that are considered <strong data-start=\"3587\" data-end=\"3658\">&#8220;areas seriously affected by a civil protection emergency&#8221;.<\/strong> This list includes, among others, the following events linked to the Pitiusas: <\/p>\n<ul data-start=\"3788\" data-end=\"4389\">\n<li data-start=\"3788\" data-end=\"3962\">\n<p data-start=\"3790\" data-end=\"3962\"><strong data-start=\"3790\" data-end=\"3835\">Forest fire in Mal Pas (Formentera)<\/strong>, reported on <strong data-start=\"3851\" data-end=\"3871\">September 23<\/strong>, expressly included as one of the fires justifying the activation of aid.<\/p>\n<\/li>\n<li data-start=\"3963\" data-end=\"4109\">\n<p data-start=\"3965\" data-end=\"4109\"><strong data-start=\"3965\" data-end=\"3990\">Floods in Ibiza<\/strong>, reported on <strong data-start=\"4007\" data-end=\"4027\">September 30,<\/strong> after the episode of torrential rains that collapsed several points of the island.<\/p>\n<\/li>\n<li data-start=\"4110\" data-end=\"4222\">\n<p data-start=\"4112\" data-end=\"4222\"><strong data-start=\"4112\" data-end=\"4142\">Floods in Formentera<\/strong>, also on <strong data-start=\"4155\" data-end=\"4175\">September 30,<\/strong> affecting roads, houses and services.<\/p>\n<\/li>\n<li data-start=\"4223\" data-end=\"4389\">\n<p data-start=\"4225\" data-end=\"4389\"><strong data-start=\"4225\" data-end=\"4291\">Adverse weather phenomenon in Mallorca, Ibiza and Formentera<\/strong>, on <strong data-start=\"4296\" data-end=\"4313\">October 10,<\/strong> in the middle of DANA Alice, with new incidents and emergency actions.<\/p>\n<\/li>\n<\/ul>\n<p data-start=\"4391\" data-end=\"4803\">With this explicit reference, the Government formally recognizes that <strong data-start=\"4463\" data-end=\"4567\">Ibiza and Formentera have suffered personal damages, in infrastructures and in public and private goods<\/strong> of sufficient entity to activate the intervention of the <strong data-start=\"4625\" data-end=\"4662\">General State Administration<\/strong>, &#8220;based on the principle of inter-territorial solidarity and in a subsidiary manner&#8221;, according to Interior.<\/p>\n<h3 data-start=\"4810\" data-end=\"4839\">What grants are now open<\/h3>\n<p data-start=\"4841\" data-end=\"5249\">The declaration allows the victims of these episodes in <strong data-start=\"4908\" data-end=\"4930\">Ibiza and Formentera<\/strong> to benefit from the <strong data-start=\"4950\" data-end=\"5000\">aid catalog of the Ministry of the Interior<\/strong> for <strong data-start=\"5006\" data-end=\"5047\">personal damages, homes and belongings<\/strong>, as well as for <strong data-start=\"5063\" data-end=\"5124\">industrial, commercial and service establishments<\/strong> and for those who provided <strong data-start=\"5150\" data-end=\"5184\">material or personal means<\/strong> during the emergencies.<\/p>\n<p data-start=\"5251\" data-end=\"5352\">In addition, the agreement enables other ministries to implement <strong data-start=\"5309\" data-end=\"5336\">complementary measures<\/strong>, including:<\/p>\n<ul data-start=\"5354\" data-end=\"5901\">\n<li data-start=\"5354\" data-end=\"5422\">\n<p data-start=\"5356\" data-end=\"5422\"><strong data-start=\"5356\" data-end=\"5379\">Tax benefits<\/strong> through the <strong data-start=\"5393\" data-end=\"5419\">Ministry of Finance<\/strong>.<\/p>\n<\/li>\n<li data-start=\"5423\" data-end=\"5580\">\n<p data-start=\"5425\" data-end=\"5580\"><strong data-start=\"5425\" data-end=\"5468\">Labor and Social Security measures<\/strong> through the Ministries of <strong data-start=\"5497\" data-end=\"5526\">Labor and Social Economy<\/strong> and <strong data-start=\"5532\" data-end=\"5577\">Inclusion, Social Security and Migration<\/strong>.<\/p>\n<\/li>\n<li data-start=\"5581\" data-end=\"5694\">\n<p data-start=\"5583\" data-end=\"5694\"><strong data-start=\"5583\" data-end=\"5621\">Aid to local corporations<\/strong> from the <strong data-start=\"5631\" data-end=\"5691\">Ministry of Territorial Policy and Democratic Memory<\/strong>.<\/p>\n<\/li>\n<li data-start=\"5695\" data-end=\"5901\">\n<p data-start=\"5697\" data-end=\"5901\"><strong data-start=\"5697\" data-end=\"5789\">Subsidies for damage to agricultural, livestock, forestry and aquaculture production<\/strong> managed by the <strong data-start=\"5809\" data-end=\"5860\">Ministry of Agriculture, Fisheries and Food<\/strong>.<\/p>\n<\/li>\n<\/ul>\n<p data-start=\"5903\" data-end=\"6299\">The other ministerial departments may, within the scope of their competences, <strong data-start=\"5983\" data-end=\"6022\">declare a special action zone<\/strong> and process <strong data-start=\"6037\" data-end=\"6107\">emergency works to repair damaged public infrastructures<\/strong> in the territories recognized as affected, which opens the door to specific actions in the road, hydraulic and urban network of the Pitiusas.<\/p>\n<h3 data-start=\"6306\" data-end=\"6361\">Weeks of institutional pressure and neighborhood unrest<\/h3>\n<p data-start=\"6363\" data-end=\"6808\">The state declaration comes after political leaders in <strong data-start=\"6451\" data-end=\"6460\">Ibiza<\/strong> have been denouncing for weeks that <strong data-start=\"6482\" data-end=\"6546\">the central government had not yet activated specific aid<\/strong>, despite the magnitude of the damage caused by the floods in late September, as <strong data-start=\"6659\" data-end=\"6673\">this newspaper<\/strong> recently reported when echoing the criticism of the <strong data-start=\"6709\" data-end=\"6728\">PP in the Senate<\/strong> for the lack of state response.<\/p>\n<p data-start=\"6810\" data-end=\"7221\">In parallel, there have been <strong data-start=\"6859\" data-end=\"6894\">subsequent episodes of rain<\/strong>, <strong data-start=\"6903\" data-end=\"6926\">new floods<\/strong> and the need for <strong data-start=\"6948\" data-end=\"6969\">emergency works<\/strong> to restore normality in garages, roads and urban areas affected in <strong data-start=\"7048\" data-end=\"7070\">Ibiza and Formentera. <\/strong>It has been an autumn marked by the <strong data-start=\"7099\" data-end=\"7127\">repetition of storms<\/strong> and
