Pacma criticizes that <strong data-start=\"1333\" data-end=\"1411\">there are no community cats identified in the name of the municipality<\/strong>, as required by state regulations. <\/p>\n<p data-start=\"1447\" data-end=\"1822\">The party has regretted that, since the arrival of the current head of the area, <strong data-start=\"1553\" data-end=\"1609\">no CER (Capture-Neuter-Return) campaign<\/strong> has been promoted. Instead, it denounces that <strong data-start=\"1637\" data-end=\"1710\">&#8220;community cats are being microchipped in the name of individuals&#8221;,<\/strong> a practice that the party rejects as incompatible with the legal model of colony management. <\/p>\n<h2 data-start=\"1447\" data-end=\"1822\">PACMA denounces<\/h2>\n<p data-start=\"1824\" data-end=\"2208\"><strong data-start=\"1824\" data-end=\"1997\">The insular coordinator of Pacma in Ibiza, Olivier Hassler,<\/strong> has assured that the non-compliance of the Consistory &#8220;cannot be justified only by the lack of personnel&#8221;, affirming that <strong data-start=\"2013\" data-end=\"2091\">&#8220;it responds to a political decision that violates the basic state regulation&#8221;.<\/strong> The party maintains that the municipality <strong data-start=\"2130\" data-end=\"2207\">must apply the CER system in a protocolized manner and with public control<\/strong>. <\/p>\n<p data-start=\"2210\" data-end=\"2562\"><strong data-start=\"2210\" data-end=\"2322\">Hassler has called for the immediate implementation of an official program that accredits caregivers<\/strong>, identifies all community cats in the <strong data-start=\"2367\" data-end=\"2396\">name of the City Council<\/strong> and integrates local shelters in the <strong data-start=\"2450\" data-end=\"2469\">census and management<\/strong> tasks, in order to <strong data-start=\"2485\" data-end=\"2523\">take advantage of the work already done<\/strong> and <strong data-start=\"2526\" data-end=\"2561\">optimize public resources<\/strong>.<\/p>\n<p data-start=\"2564\" data-end=\"2915\"><strong data-start=\"2574\" data-end=\"2661\">Pacma<\/strong> also <strong data-start=\"2574\" data-end=\"2661\">considers &#8220;essential&#8221; the urgent creation of a permanent technical committee<\/strong>, in charge of coordinating captures, returns and actions in sensitive areas.
