All the audited purchases exceed <strong data-start=\"1227\" data-end=\"1244\">100,000 euros<\/strong>. <\/p>\n<h2 data-start=\"1252\" data-end=\"1302\">Audit after the outbreak of the Koldo case<\/h2>\n<p data-start=\"1304\" data-end=\"1707\">The decision to commission this audit was taken after the so-called Koldo case broke out in 2024. <a href=\"https:\/\/lavozdeibiza.com\/?s=CASO+KOLDO&amp;lang=es\"><em>Koldo case<\/em><\/a>case, which investigates an alleged corruption network linked to the Ministry of Transport and the purchase of masks.<\/p>\n<p data-start=\"1304\" data-end=\"1707\">The case keeps the former minister <strong data-start=\"1569\" data-end=\"1589\">Jos\u00e9 Luis \u00c1balos<\/strong> and his advisor <strong data-start=\"1604\" data-end=\"1620\">Koldo Garc\u00eda<\/strong> in custody, and fully affects a contract processed in the Balearic Islands during Armengol&#8217;s term of office.<\/p>\n<ul>\n<li data-start=\"1304\" data-end=\"1707\">\n<h5><a href=\"https:\/\/lavozdeibiza.com\/en\/current-news\/the-uco-report-on-the-koldo-case-reveals-payments-in-ibiza-linked-to-santos-cerdans-entourage\/?swcfpc=1\">The UCO report on the &#8216;Koldo case&#8217; reveals payments in Ibiza linked to Santos Cerd\u00e1n&#8217;s entourage.<\/a><\/h5>\n<\/li>\n<\/ul>\n<p data-start=\"1709\" data-end=\"2070\">Specifically, it is the acquisition of <strong data-start=\"1752\" data-end=\"1802\">masks worth 3.7 million euros<\/strong> to the company <strong data-start=\"1816\" data-end=\"1841\">Soluciones de Gesti\u00f3n<\/strong>, one of the firms investigated by the <strong data-start=\"1881\" data-end=\"1903\">Audiencia Nacional<\/strong>. According to the case, messages were found between Koldo and the then president of the Balearic Islands in which Garc\u00eda assured her: <em data-start=\"2028\" data-end=\"2069\">&#8220;Honey<\/em>, I keep you informed of everything<em data-start=\"2028\" data-end=\"2069\">&#8220;.<\/em> <\/p>\n<h2 data-start=\"2077\" data-end=\"2128\">Non-compliance in more than 90% of contracts<\/h2>\n<p data-start=\"2130\" data-end=\"2408\">The Netadia report points out that <strong data-start=\"2166\" data-end=\"2196\">most of the files<\/strong> reviewed show <strong data-start=\"2217\" data-end=\"2252\">administrative irregularities<\/strong>, as detailed this morning by different media.<\/p>\n<p data-start=\"2130\" data-end=\"2408\">One of the most frequent was the absence of prior technical reports <strong data-start=\"2332\" data-end=\"2374\">justifying the purchase requirements<\/strong>, in more than half of the cases.<\/p>\n<p data-start=\"2410\" data-end=\"2707\">Numerous contracts were also identified without documentary proof of <strong data-start=\"2490\" data-end=\"2516\">receipt of the material<\/strong> or without verifying that the material complied with the agreement. In some cases, <strong data-start=\"2586\" data-end=\"2615\">there are no reception certificates<\/strong> or <strong data-start=\"2619\" data-end=\"2645\">signatures of those responsible<\/strong>, which makes it impossible to certify the correct delivery of the supply. <\/p>\n<p data-start=\"2709\" data-end=\"2949\">In addition, the audit indicates that the <strong data-start=\"2759\" data-end=\"2799\">rules of publicity and transparency<\/strong> were violated, and that three of the acquisitions &#8211; for a total of 1.5 million euros &#8211; were made <strong data-start=\"2887\" data-end=\"2930\">at prices significantly<\/strong> above market prices.<\/p>\n<h2 data-start=\"2956\" data-end=\"3015\">Lack of control over possible conflicts of interest<\/h2>\n<p data-start=\"3017\" data-end=\"3307\">One of the most serious aspects of the document is that <strong data-start=\"3081\" data-end=\"3100\">none of the contracts<\/strong> include any evidence that mechanisms were implemented to avoid <strong data-start=\"3166\" data-end=\"3193\">conflicts of interest<\/strong>.<\/p>\n<p data-start=\"3017\" data-end=\"3307\">&#8220;There is no audit trail -documentary trace- of such verification in any file,&#8221; the report concludes.<\/p>\n<p data-start=\"3309\" data-end=\"3513\">The analysis also compares the cost of the purchases made by the Balearic Government with those made by other autonomous communities, finding <strong data-start=\"3471\" data-end=\"3495\">notable differences<\/strong> in some cases.<\/p>\n<h2 data-start=\"3309\"
