In the final stretch, <strong data-start=\"588\" data-end=\"668\">GxF and PSOE conditioned their support to previous movements within Sa Uni\u00f3<\/strong>, while the Consell entered a dynamic of institutional blockage that ended up accelerating the change of command and Portas&#8217; candidacy. <\/p>\n<h2><strong>First decisions (and first pulse with Cordoba)<\/strong><\/h2>\n<p>The new Executive started with a symbolic (and very political) gesture: <strong>Portas revoked the office that C\u00f3rdoba had been assigned<\/strong> minutes before the motion, and <a href=\"https:\/\/lavozdeibiza.com\/en\/current-news\/sa-unio-banishes-the-deputy-llorenc-cordoba-away-from-the-headquarters-of-the-consell-de-formentera\/\">relocated it outside the main building of the Consell, in a satellite building.<\/a> <strong>The decision was formalized by decree on January 15.<\/strong> <\/p>\n<p>In the first big batch of internal measures, <strong><a href=\"https:\/\/lavozdeibiza.com\/en\/current-news\/sa-unios-first-measure-after-the-motion-of-no-confidence-in-cordoba-half-of-the-government-went-on-vacation\/\">the government of Sa Uni\u00f3 rescinded contracts signed by the previous president before his removal<\/a><\/strong> before his dismissal, for a total amount of <strong>130,000 euros<\/strong>, according to <strong><a href=\"https:\/\/lavozdeibiza.com\/en\/current-news\/oscar-portas-terminates-contracts-signed-by-cordoba-before-the-censure-motion-worth-130000-euros\/\">La Voz De Ibiza<\/a>.<\/strong><\/p>\n<p>At the same time, <strong>Portas and councilor Ver\u00f3nica Castell\u00f3 presented proposals for Formentera.eco 2025<\/strong>, <a href=\"https:\/\/lavozdeibiza.com\/en\/current-news\/changes-coming-to-enter-formentera-from-ibiza-in-2025-for-residents-and-visitors\/\">with changes in the vehicle access system<\/a> and entry quotas, in the midst of the political debate on inter-island mobility.<\/p>\n<ul>\n<li>\n<h4><a href=\"https:\/\/lavozdeibiza.com\/en\/current-news\/the-report-that-reveals-the-complicity-of-the-government-of-sa-unio-in-the-consell-de-formentera-with-the-concessionaires-of-the-beach-bars\/?swcfpc=1\">The report that reveals the complicity of the government of Sa Uni\u00f3 in the Consell de Formentera with the concessionaires of the beach bars.<\/a><\/h4>\n<\/li>\n<\/ul>\n<h2><strong>Chiringuitos, the conflict that will not be extinguished<\/strong><\/h2>\n<p>If there is an issue that crosses the year of Sa Uni\u00f3 as a constant crack is that of the <strong>chiringuitos and the mega-contest under suspicion<\/strong>, which was reported in detail by<strong> La Voz de Ibiza<\/strong>. And not only for the contest, but for the daily management of the concession and non-compliance. <\/p>\n<p>In the middle of winter, the Consell <strong><a href=\"https:\/\/lavozdeibiza.com\/en\/current-news\/sa-unio-de-formentera-copies-the-owners-report-to-avoid-dismantling-the-beach-bars\/\">took as a basis a report provided by the concessionaires themselves to try to avoid the obligation to dismantle the beach kiosks, reproducing<\/a><\/strong> to try to <strong>avoid the obligation to dismantle the beach kiosks<\/strong>, reproducing their arguments in the proceedings before Costas, according to published information.<\/p>\n<p>Furthermore, the Consell limited itself to imposing <a href=\"https:\/\/lavozdeibiza.com\/actualidad\/el-regalo-del-consell-de-formentera-aplica-una-multa-ridicula-a-los-chiringuitos-por-no-desmontar\/?swcfpc=1\">a minimal fine<\/a> in the face of the beach bar concessionaires&#8217; refusal to dismantle the beach kiosks during the winter.<\/p>\n<p>Just a few days ago, the Consell <strong><a href=\"https:\/\/lavozdeibiza.com\/en\/current-news\/now-the-consell-de-formentera-recognizes-the-obligation-to-dismantle-the-beach-bars\/\">recognized that the concessionary title requires that the beach bars are dismantled from January 15 to February 15, an obligation that the executive itself tried to avoid the previous winter.<\/a><\/strong>an obligation that the executive itself tried to avoid the previous winter.<\/p>\n<p>In this context, a technical report of the Conselleria del Mar of the Balearic Government, <a href=\"https:\/\/lavozdeibiza.com\/en\/current-news\/the-report-that-reveals-the-complicity-of-the-government-of-sa-unio-in-the-consell-de-formentera-with-the-concessionaires-of-the-beach-bars\/\">which is in possession of this media<\/a>, <strong>documented non-compliances and dilatory maneuvers<\/strong> that could lead to serious administrative consequences for the concession. So far, the Consell led by Portas has not taken drastic measures against the serious irregularities that are accumulated by the case but on the contrary: it exposes an obvious collusion with the current concessionaires. <\/p>\n<h2><strong>Illegal immigration and mines, the pressure that overflows<\/strong><\/h2>\n<p>On the other hand, <strong>illegal immigration and its logistical and social effects<\/strong> became a structural front for the presidency of Portas. The island president <a href=\"https:\/\/lavozdeibiza.com\/actualidad\/nos-condenan-a-gestionar-emergencias-formentera-acusa-al-gobierno-de-abandono-ante-la-crisis-migratoria\/?swcfpc=1\">made repeated requests to the central government<\/a> to provide more resources to the flood of boats that had the smallest of the pitiusas as one of the main destinations in Spain. <\/p>\n<p>In parallel, the Consell <a href=\"https:\/\/lavozdeibiza.com\/actualidad\/traspaso-de-la-competencia-sobre-menas-de-formentera-trabas-un-antecedente-y-una-posible-solucion\/?swcfpc=1\">negotiated without progress<\/a> throughout the year the transfer to the Govern of the competences over migrant minors.<\/p>\n<p>As defined by Portas in October, during the visit to the island of the Councilor for <strong>Families, Social Welfare and Dependency Care<\/strong>, Sandra Fernandez, Formentera lives a &#8220;borderline situation&#8221; by the guardianship of unaccompanied migrant minors.<\/p>\n<p>The Consell de Formentera takes care of 127 migrant minors, an unprecedented number and much higher than the resources it has available.<\/p>\n<h2>Mobility<\/h2>\n<p>Mobility and vehicle congestion in the summer was a very lively topic in the Pitiusas in 2025. In that framework, Formentera developed for the seventh year Formentera.eco. During the regulated period -between <strong>June 1 and September 30-<\/strong>, <strong>the quota was completed 100% of the days during 74 days<\/strong>, divided between June (12), July (25), August (31) and September (6).  <\/p>\n<p>The Consell stressed that the model is consolidated, with a reduction in the number of vehicles over the years. However, the Councilor for Mobility of Formentera, <strong>Ver\u00f3nica Castell\u00f3<\/strong>, says that the Consell insular is studying <strong>major changes in the system. <\/strong><strong>The changes would imply more controls and the end of quotas for <\/strong><strong><a href=\"https:\/\/lavozdeibiza.com\/actualidad\/cupos-verdes-y-guino-a-ibiza-los-cambios-que-baraja-formentera-eco-para-2026\/\">the end of quotas for Ibiza residents.<\/a><\/strong><strong>.<\/strong> <\/p>\n<p>In midsummer, both islands had announced a joint plan to <a href=\"https:\/\/lavozdeibiza.com\/actualidad\/ibiza-y-formentera-se-alian-para-cambiar-las-reglas-del-juego-sobre-la-entrada-de-vehiculos\/?swcfpc=1\">harmonize their vehicle limitation systems.<\/a><\/p>\n<h2>Insecurity<\/h2>\n<p>In October, another debate took to the streets: <strong><a href=\"https:\/\/lavozdeibiza.com\/actualidad\/el-alcohol-y-la-droga-los-ponen-asi-un-comerciante-de-formentera-alerta-del-descontrol-juvenil-en-sant-ferran\/\">insecurity and violence linked to consumption in areas such as Sant Ferran.<\/a><\/strong>.<\/p>\n<p>In response to complaints from neighbors and shopkeepers in the area, who pointed to a group of youths responsible for riots, the Consell <a href=\"https:\/\/lavozdeibiza.com\/actualidad\/inseguridad-en-formentera-vecinos-de-sant-ferran-denuncian-la-impunidad-de-unos-pocos-y-el-consell-promete-actuar-de-forma-inminente\/?swcfpc=1\">promised to reinforce the presence of local police in the area.<\/a><\/p>\n<h2>Social management<\/h2>\n<p><strong>The Residencia des Brolls<\/strong> gave several headaches to the Consell insular throughout 2025 as a result of conflicts with the workers of the center due to the imposition of a schedule scheme by the Consell. A conflict in the middle of which Carla Tur, director of the center at the beginning of the year, took a vacation. <\/p>\n<p>A new director, Imad El Bouchaibi Daali , took over in April. However, he lasted barely a month and a half in office. Although housing problems were cited, <a href=\"https:\/\/lavozdeibiza.com\/actualidad\/al-descubierto-las-verdaderas-razones-de-la-dimision-del-efimero-director-de-la-residencia-de-formentera\/?swcfpc=1\">the real reasons<\/a> were linked to the <strong>chaos and lack of control that had reigned at the residence since the beginning of the year<\/strong>.  <\/p>\n<p>The bad climate continued after the summer. In fact, in November <a href=\"https:\/\/lavozdeibiza.com\/en\/current-news\/formentera-reviews-the-management-of-the-residencia-des-brolls-after-recognizing-human-errors\/\">the Consell itself acknowledged <strong>&#8220;human errors&#8221;<\/strong><\/a> in the management of the nursing home<strong>. <\/strong>The Councilor for Social Welfare, <strong data-start=\"952\" data-end=\"970\">Cristina Costa,<\/strong> pointed out that the Consell is working with the Govern to achieve a more efficient management of the center. <\/p>\n<h2>Port of La Savina<\/h2>\n<p>Another of Sa Uni\u00f3&#8217;s significant political gestures over the last few months <a href=\"https:\/\/lavozdeibiza.com\/actualidad\/sa-unio-entierra-el-plan-especial-del-puerto-de-la-savina-aprobado-por-gxf-y-psoe-y-tramitara-uno-nuevo\/?swcfpc=1\">was its decision to bury the Special Plan for the Port of La Savina that had been approved by GxF and PSOE<\/a> and its decision to process a new one.<\/p>\n<p>In April, Portas pointed out that the Consell is negotiating with the APB on aspects of the new Special Plan that are in line with the island&#8217;s interests. Recently, the president of the Port Authority of the Balearic Islands, Javier Sanz, thanked the Consell for its collaboration in the elaboration of the new Special Plan. <\/p>\n<h2><strong>Withdrawals that were not long in coming<\/strong><\/h2>\n<p>Another folder that dragged on for months was that of stranded vessels following the <strong>DANA of August 14, 2024<\/strong>.<\/p>\n<p>In April, the Consell assumed that the <strong>Helisara VI should be considered waste<\/strong> and that it would take charge of the transfer, while the problem of the <strong>Scipio 1924<\/strong> continued due to the lack of location of the owner, as it was published. And on July 4, 2025 <strong>the Consell <a href=\"https:\/\/lavozdeibiza.com\/actualidad\/retiran-de-la-costa-de-formentera-el-barco-del-hombre-del-verano-que-llevaba-meses-encallado\/\">finally removed the Scipio 1924<\/a><\/strong> after eleven months stranded in ses Illetes. <\/p>\n<p>The Helisara VI, however, remained stranded until November. Only then, and after GxF denounced the abandonment and that the vessel had been destroyed after an autumn storm, the Consell proceeded to the removal. &#8220;It was a costly and complex process,&#8221; <a href=\"https:\/\/lavozdeibiza.com\/en\/current-news\/it-was-a-costly-and-complex-process-the-consells-justification-for-not-having-withdrawn-the-helisara-before-the-storm\/\">justified the insular Executive<\/a>.  <\/p>\n<h3>Illegal dump in Es Cap de Barbaria<\/h3>\n<p data-start=\"1331\" data-end=\"2224\">While the <strong data-start=\"1350\" data-end=\"1374\">&#8220;mountain of boats&#8221;<\/strong> linked to the migratory crisis grew, Cap de Barbaria added another explosive front: <strong data-start=\"1456\" data-end=\"1515\">the Government ordered the urgent closure of the illegal landfill<\/strong> due to serious breaches in waste management, with an accumulation of debris that, according to the information published, reached <strong data-start=\"1657\" data-end=\"1727\">more than 240,000 cubic meters and <a href=\"A%C3%B1os%20de%20desidia:%20c%C3%B3mo%20el%20antiguo%20vertedero%20de%20Es%20Cap%20se%20convirti%C3%B3%20en%20una%20monta%C3%B1a%20de%2040%20metros%20de%20altura%20de%20restos%20de%20obra\">a height of approximately 40 meters<\/a><\/strong>, visible even in satellite images.<\/p>\n<p><strong>The Consell <a href=\"https:\/\/lavozdeibiza.com\/actualidad\/formentera-acepta-multa-de-medio-millon-de-euros-por-es-cap-y-anuncia-solucion-temporal-ante-la-montana-de-residuos\/?utm_source=chatgpt.com\">confirmed that it would assume a fine of 500,000 euros<\/a><\/strong> linked to the irregular management of the closed area and announced a <strong data-start=\"2560\" data-end=\"2581\">temporary solution<\/strong> while it sought a structural solution. In political terms, the episode portrayed one of Sa Uni\u00f3&#8217;s dilemmas of the year: <strong data-start=\"2705\" data-end=\"2780\">inheriting a chronic problem and having to turn it into a roadmap<\/strong>, with the Govern overseeing the process and the island demanding viable alternatives so as not to collapse its waste system. <\/p>\n<h2><strong>Administrative stumbling blocks and 2026 budget up in the air<\/strong><\/h2>\n<p>The end of 2025 left another picture: that of a government that, in addition to managing crises, is exposed for errors of form.<\/p>\n<p>On October 31, a budget amendment was marred by irregularities and forced to redo the paperwork. <strong><a href=\"https:\/\/lavozdeibiza.com\/actualidad\/la-indignacion-del-secretario-del-consell-de-formentera-por-la-chapuza-de-sa-unio-esta-todo-mal\/\">&#8220;It&#8217;s all wrong,&#8221; he complained in the plenary session.<\/a><\/strong> <strong>\u00c1ngel Custodio Navarro<\/strong>, secretary of the Consell.<\/p>\n<p>And already in December, Sa Uni\u00f3 was again in the spotlight: <strong>unsigned documents and absences in the agenda<\/strong> jeopardized the processing of the <strong>2026 budget (49 million)<\/strong>, which was put on hold and subject to reinforced majorities until it was reactivated.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Saturday, December 27th marks one year since the censure motion that removed Lloren\u00e7 C\u00f3rdoba from the Consell and placed \u00d3scar Portas at the helm.
