The president has drawn this Sunday his proposal to alleviate the housing problem on the island, the real Achilles heel of a successful model not without externalities.<\/p>\n<ul>\n<li>\n<h5><a href=\"https:\/\/lavozdeibiza.com\/en\/current-news\/pp-offensive-against-the-governments-permissiveness-towards-squatting-and-the-legal-insecurity-for-landlords\/\">PP offensive against the Government&#8217;s permissiveness towards squatting and the legal insecurity for landlords  <\/a><\/h5>\n<\/li>\n<\/ul>\n<p data-start=\"635\" data-end=\"1031\">In a way, it is a complete change of model because the current model has collapsed and the market is not providing satisfactory answers. It is based on three axes: <a href=\"https:\/\/lavozdeibiza.com\/actualidad\/estamos-a-favor-del-decrecimiento-de-la-oferta-ilegal-con-menos-turistas-tendriamos-menos-empresas-pero-la-misma-actividad\/\"><strong data-start=\"845\" data-end=\"870\">slowing growth<\/strong><\/a>; <a href=\"https:\/\/lavozdeibiza.com\/actualidad\/viviendas-para-funcionarios-en-ibiza-que-dijo-el-ministro-marlaska-sobre-la-crisis-habitacional-de-la-isla\/\"><strong data-start=\"872\" data-end=\"902\">prioritizing residents and<\/strong> <\/a><strong data-start=\"904\" data-end=\"959\">companies and administrations to house their workers;<\/strong> and to <strong data-start=\"962\" data-end=\"1030\">reinforce legal security against squatting and non-payment<\/strong>. <\/p>\n<p data-start=\"1033\" data-end=\"1273\">Vicent Mar\u00ed has developed these ideas in <strong data-start=\"1069\" data-end=\"1158\">interviews granted to <em data-start=\"1103\" data-end=\"1120\">Diario de Ibiza<\/em> and <em data-start=\"1123\" data-end=\"1156\">Peri\u00f3dico de Ibiza y Formentera<\/em><\/strong>, in which he places the housing emergency as one of the main social and economic risks of the island.<\/p>\n<h3 data-start=\"1280\" data-end=\"1328\">Slowing growth to avoid collapse<\/h3>\n<p data-start=\"1330\" data-end=\"1640\">One of the clearest messages from the president of the Consell de Ibiza is the need to <strong data-start=\"1407\" data-end=\"1439\">set limits to growth.<\/strong> Mar\u00ed warns that Ibiza is approaching a situation of <strong data-start=\"1497\" data-end=\"1508\">collapse<\/strong> if the current model is not rethought and argues that the island must begin to assume that it <strong data-start=\"1594\" data-end=\"1639\">cannot continue to grow at the current rate<\/strong>.<\/p>\n<p data-start=\"1330\" data-end=\"1640\">In a way, <a href=\"https:\/\/lavozdeibiza.com\/en\/current-news\/fewer-people-full-hotels-ibiza-defends-with-data-that-its-strategy-against-intrusiveness-is-already-showing-results\/\">the fight against illegal tourist rentals through the Office against Intrusiveness that has given such good results this summer is the first leg of the containment.<\/a> Vicent Mar\u00ed recalled that 14,500 places have been removed from the tourist rental market, which has meant 7,000 fewer visitors per day and, consequently, less business for the complementary offer.<\/p>\n<p data-start=\"1642\" data-end=\"1893\">In this context, he slips the idea that the new housing to be built should be <strong data-start=\"1737\" data-end=\"1774\">exclusively for residents<\/strong>, in order to prevent the local population from being forced to leave the island for unaffordable prices.<\/p>\n<p data-start=\"1642\" data-end=\"1893\">In any case, this idea clashes with the legal system of the European Union and the sacrosanct freedom of goods, persons and capital, and is only viable for housing that has some type of public protection, either purchase or rental, either public, private or mixed.<\/p>\n<h3 data-start=\"1900\" data-end=\"1955\">Residents first in a housing emergency<\/h3>\n<p data-start=\"1957\" data-end=\"2177\">Mar\u00ed links the housing crisis to the loss of resident population and argues that public policies should focus on <strong data-start=\"2090\" data-end=\"2176\">guaranteeing access to housing for those who live and work in Ibiza year-round<\/strong>.<\/p>\n<p data-start=\"2179\" data-end=\"2442\">His discourse points to a clear shift: <strong data-start=\"2215\" data-end=\"2280\">less quantitative growth and more resident protection<\/strong>, in a stressed market where housing has ceased to fulfill its social function and has become an inaccessible good for large sectors of the population.<\/p>\n<h3 data-start=\"2449\" data-end=\"2515\">Housed workers: direct responsibility of companies and administration<\/h3>\n<p data-start=\"2517\" data-end=\"2764\">One of the strongest aspects of Mar\u00ed&#8217;s statements is the message addressed to the <strong data-start=\"2609\" data-end=\"2631\">business community<\/strong>. The president of the Consell de Ibiza considers it <strong data-start=\"2669\" data-end=\"2684\">unacceptable<\/strong> that employed people live in shantytowns or substandard housing.<\/p>\n<p data-start=\"2766\" data-end=\"2970\">&#8220;Whoever has a job must have a decent place,&#8221; he says in <em data-start=\"2843\" data-end=\"2860\">Diario de Ibiza<\/em>, and stresses that <strong data-start=\"2876\" data-end=\"2901\">it cannot be normalized<\/strong> that companies hire workers who live badly in settlements.<\/p>\n<p data-start=\"2972\" data-end=\"3196\">Mar\u00ed argues that companies should <strong data-start=\"3009\" data-end=\"3038\">assume their responsibility<\/strong> and find housing for their workers if they know they are in substandard housing, not only as a matter of dignity, but also of <strong data-start=\"3182\" data-end=\"3195\">safety<\/strong>.<\/p>\n<p data-start=\"2972\" data-end=\"3196\">The tug of war is extensive to the administrations. In this sense, it highlights the efforts of the Consell de Ibiza and the Govern in the construction of the residence for the Guardia Civil del Mar and the future student residence associated with the School of Hospitality and the School of Tourism. He claims to the Government the construction of the residence for national police officers in the plot annexed to the police station of Ibiza.  <\/p>\n<h3 data-start=\"3203\" data-end=\"3259\">Residences for workers and essential services<\/h3>\n<p data-start=\"3261\" data-end=\"3543\">In this line, the president of the Consell proposes the creation of <strong data-start=\"3325\" data-end=\"3358\">residences for workers<\/strong>, especially seasonal workers, with adequate services and conditions. It also recalls that homelessness affects <strong data-start=\"3478\" data-end=\"3511\">essential public services<\/strong>, such as security forces.<\/p>\n<p data-start=\"3545\" data-end=\"3729\">The Government&#8217;s housing emergency decree facilitates the construction of residences for workers on vacant tourist land that can hardly be destined to the market in a horizon without new tourist beaches.<\/p>\n<p data-start=\"3731\" data-end=\"3941\">For the residents, he recalls that the Balearic Government is promoting <strong data-start=\"3799\" data-end=\"3829\">about a thousand houses<\/strong>, although he recognizes that they will not be immediate and that their execution will take <strong data-start=\"3918\" data-end=\"3940\">three or four years<\/strong>.<\/p>\n<h3 data-start=\"3948\" data-end=\"3996\">Zero tolerance for squatting and non-payment of bills<\/h3>\n<p data-start=\"3998\" data-end=\"4229\">The third pillar of Mar\u00ed&#8217;s speech is <strong data-start=\"4041\" data-end=\"4063\">legal certainty<\/strong>. In <em data-start=\"4068\" data-end=\"4101\">Peri\u00f3dico de Ibiza y Formentera<\/em>, the president of the Consell directly links squatting and non-payment with the withdrawal of housing from the rental market.<\/p>\n<p data-start=\"4231\" data-end=\"4446\">&#8220;The solution is not only to build more, but also to return vacant or illegal housing to the residential rental market.
