The increase could be extended by <strong data-start=\"548\" data-end=\"571\">an additional 0.5%<\/strong> if inflation at the end of 2026 equals or exceeds that percentage. <\/p>\n<p data-start=\"639\" data-end=\"975\">The agreement was signed by the <strong data-start=\"669\" data-end=\"702\">Ministry of Civil Service<\/strong>, <strong data-start=\"704\" data-end=\"711\">UGT<\/strong> and <strong data-start=\"714\" data-end=\"722\">CSIF<\/strong>, later joined by <strong data-start=\"754\" data-end=\"762\">CCOO<\/strong>, and establishes a <strong data-start=\"780\" data-end=\"841\">salary revaluation of 11% for the period 2025-2028<\/strong>, although the unions calculate that, due to the cumulative effect of the annual increases, the real increase could reach <strong data-start=\"965\" data-end=\"974\">11.5%.<\/strong><\/p>\n<p data-start=\"977\" data-end=\"1363\">For <strong data-start=\"982\" data-end=\"990\">2025<\/strong>, the agreement establishes a <strong data-start=\"1028\" data-end=\"1053\">consolidable<\/strong> salary increase <strong data-start=\"1028\" data-end=\"1053\">of 2.5%<\/strong> over the previous year. In <strong data-start=\"1083\" data-end=\"1091\">2026<\/strong>, the increase will be <strong data-start=\"1116\" data-end=\"1183\">1.5% over the salaries in effect on December 31, 2025<\/strong>, with the possibility of adding an additional half point linked to the CPI. If this condition is met, the 0.5% would be paid retroactively in the <strong data-start=\"1308\" data-end=\"1336\">first quarter of 2027<\/strong>.  <\/p>\n<p data-start=\"1365\" data-end=\"1584\">The increase foreseen for 2026 will be the <strong data-start=\"1402\" data-end=\"1438\">only one with a variable component<\/strong> within the agreement. In <strong data-start=\"1462\" data-end=\"1470\">2027<\/strong>, civil servants will receive a fixed increase of <strong data-start=\"1519\" data-end=\"1527\">4.5%<\/strong>, while in <strong data-start=\"1545\" data-end=\"1553\">2028<\/strong> the increase will be <strong data-start=\"1577\" data-end=\"1583\">2%.<\/strong> <\/p>\n<h2 data-start=\"1586\" data-end=\"1646\">Guaranteed increase after validation of the decree law<\/h2>\n<p data-start=\"1648\" data-end=\"1990\">The 2026 salary increase was guaranteed after the <strong data-start=\"1712\" data-end=\"1734\">Plenary of the Congress<\/strong> validated in December the <strong data-start=\"1763\" data-end=\"1783\">royal decree-law<\/strong> that regulates the salary revaluation of public personnel for <strong data-start=\"1848\" data-end=\"1863\">2025 and 2026<\/strong>. The norm had the vote against <strong data-start=\"1905\" data-end=\"1912\">Vox<\/strong>, the abstention of <strong data-start=\"1931\" data-end=\"1940\">Junts<\/strong> and the support of the rest of the parliamentary groups. <\/p>\n<p data-start=\"1992\" data-end=\"2313\">The decree regulates the essential aspects for applying the salary increase as from <strong data-start=\"2086\" data-end=\"2108\">January 1, 2025<\/strong>, as well as the provisions necessary for the 2026 increase to come into force on the scheduled date. The measures are applicable to <strong data-start=\"2244\" data-end=\"2283\">all public administrations<\/strong>: state, regional and local. <\/p>\n<p data-start=\"2315\" data-end=\"2695\">In the case of the <strong data-start=\"2330\" data-end=\"2356\">state public sector<\/strong>, the increase corresponding to 2025 will become effective this <strong data-start=\"2419\" data-end=\"2439\">December<\/strong>, through the payment of the <strong data-start=\"2466\" data-end=\"2500\">arrears accumulated since January<\/strong>. The rest of the administrations will set their own payment schedule, which may be spread over <strong data-start=\"2597\" data-end=\"2618\">2026, 2027 and 2028<\/strong> or be concentrated in December 2025, within the framework of union negotiations. <\/p>\n<h2 data-start=\"2697\" data-end=\"2741\">Advances in working hours and teleworking<\/h2>\n<p data-start=\"2743\" data-end=\"3078\">Beyond salary improvements, the Ministry of Public Function has committed to <strong data-start=\"2833\" data-end=\"2905\">negotiate the implementation of the 35-hour working week<\/strong> in the General State Administration (AGE). According to UGT, the aim is for this measure to come into force between <strong data-start=\"3016\" data-end=\"3035\">February and March<\/strong>, after starting talks in January. <\/p>\n<p data-start=\"3080\" data-end=\"3371\">The Government will also address the <strong data-start=\"3112\" data-end=\"3142\">regulation of teleworking<\/strong> in the AGE, an issue to be dealt with at the General Negotiating Table. Both measures are part of the <strong data-start=\"3248\" data-end=\"3303\">Framework Agreement for a 21st Century Administration<\/strong>, signed in October 2022 and still pending full development. <\/p>\n<h2 data-start=\"3373\" data-end=\"3414\">Further labor and organizational improvements<\/h2>\n<p data-start=\"3416\" data-end=\"3881\">The Civil Service has also set up a <strong data-start=\"3458\" data-end=\"3485\">monitoring committee<\/strong> to ensure compliance with the new framework agreement, which includes a broad package of labor measures. These include the <strong data-start=\"3619\" data-end=\"3659\">elimination of the replacement rate<\/strong>, the <strong data-start=\"3664\" data-end=\"3706\">streamlining of selection processes<\/strong>, the <strong data-start=\"3711\" data-end=\"3764\">reinforcement of public service staff<\/strong> and the adaptation of <strong data-start=\"3787\" data-end=\"3826\">job classifications<\/strong> to actual functions and professional experience. <\/p>\n<p data-start=\"3883\" data-end=\"4209\">The agreement also promotes <strong data-start=\"3913\" data-end=\"3934\">internal promotion<\/strong>, with differentiated processes and a greater weight of <strong data-start=\"3986\" data-end=\"4010\">merit-based competitions<\/strong>, as well as the review of <strong data-start=\"4040\" data-end=\"4084\">residence and insularity allowances<\/strong> and <strong data-start=\"4094\" data-end=\"4135\">compensation for reasons of service<\/strong> throughout 2026, in order to correct inequalities among public employees.<\/p>\n<p data-start=\"4211\" data-end=\"4580\">In addition to this, there are improvements in <strong data-start=\"4238\" data-end=\"4265\">leave and reconciliation<\/strong>, reinforcement of <strong data-start=\"4285\" data-end=\"4319\">occupational health protection<\/strong>, with psychological support and measures to deal with aggressions, updated remuneration for <strong data-start=\"4407\" data-end=\"4442\">employees working abroad<\/strong>, advances in the area of <strong data-start=\"4466\" data-end=\"4480\">retirement<\/strong> and reinforcement of the quality of care provided by the <strong data-start=\"4525\" data-end=\"4554\">administrative mutual insurance companies<\/strong> (Muface, Mugeju and Isfas).<\/p>\n","protected":false},"excerpt":{"rendered":"<p>The more than 3.5 million public employees will see their salaries revalued by a fixed 1.5% in 2026, with effect from January 1 and the possibility of adding another 0.5% if inflation allows it.
