Ibiza and Formentera have established themselves as central destinations on this route, especially the smaller of the pitiusas. <\/p>\n<ul>\n<li data-start=\"1014\" data-end=\"1456\">\n<h4><a href=\"https:\/\/lavozdeibiza.com\/en\/current-news\/the-government-does-not-confirm-the-caminando-fronteras-figures-and-recognizes-63-deaths-on-the-migratory-route-to-the-balearic-islands\/?swcfpc=1\">The Government does not confirm the Caminando Fronteras figures and recognizes 63 deaths on the migratory route to the Balearic Islands.<\/a><\/h4>\n<\/li>\n<\/ul>\n<p data-start=\"1458\" data-end=\"1915\">In this context<strong data-start=\"1458\" data-end=\"1641\">, Helena Maleno<\/strong>, researcher and founder of Caminando Fronteras, provides a deeper reading: <strong data-start=\"1764\" data-end=\"1912\">the Balearic route is not only dangerous, it is a space where policies that prioritize migratory control over the protection of life are being tested.<\/strong> <strong data-start=\"1917\" data-end=\"2058\">For Maleno, what is happening in the sea around the Balearic Islands reveals how Europe today is understanding the right to life at its borders.<\/strong>  In this interview, the human rights defender details the failures in the rescues, the discriminatory bias of the protocols and the direct impact these decisions have on the families searching for their missing persons.<\/p>\n<ul>\n<li data-start=\"1458\" data-end=\"1915\">\n<h4><a href=\"https:\/\/lavozdeibiza.com\/baleares\/inmigrantes-que-fallecen-en-la-travesia-el-trabajo-con-las-familias-para-reconocerlos-y-la-importancia-de-la-repatriacion\/\">Migrants who die in transit: working with families to recognize them and the importance of repatriation<\/a><\/h4>\n<\/li>\n<li data-start=\"1458\" data-end=\"1915\">\n<h4><a href=\"https:\/\/lavozdeibiza.com\/actualidad\/fotos-de-autopsias-y-promesas-previo-pago-como-opera-la-red-que-extorsiona-a-familiares-de-inmigrantes-desaparecidos\/\">Autopsy photos and promises of payment: how network operates to extort money from relatives of missing immigrants<\/a><\/h4>\n<\/li>\n<\/ul>\n<h2 data-start=\"2294\" data-end=\"2364\"><strong data-start=\"2298\" data-end=\"2364\">An invisible route where not all lives count equally<\/strong><\/h2>\n<p data-start=\"2366\" data-end=\"2601\"><strong data-start=\"2366\" data-end=\"2601\">-You speak of the Balearic route as one of the most opaque and invisible by the institutions. On a day-to-day basis, what is failing the most: early detection, rescue activation or coordination between authorities?<br \/>\n<\/strong>-Indeed, it is one of the most invisible routes. <strong data-start=\"2660\" data-end=\"2777\">We have been seeing it for years and in 2025 we are seeing terrible things, human rights violations<\/strong>, both in the reception processes and due to the lack of a real analysis of the challenges presented by this migratory route. <strong data-start=\"2901\" data-end=\"3066\">We have been denouncing for some time that it is one of the routes where there is the greatest arbitrariness when it comes to activating protocols for the protection of life at sea<\/strong>. Since the emergency was declared in September, there have been adjustments in the reception processes to try to guarantee fundamental rights, although they are still insufficient. <strong data-start=\"3250\" data-end=\"3364\">But that has not happened, nor is it still happening, when we talk about the protection of the right to life at sea<\/strong>. Activation is failing: the transmission of alerts is failing, the analysis of these alerts by the rescue services is failing, the activation of means and also the coordination with third countries responsible for these rescues is failing.  <\/p>\n<p data-start=\"3614\" data-end=\"3759\"><strong data-start=\"3614\" data-end=\"3759\">What does the Balearic route (as it is operating today) tell us about how the right to life is being understood at European borders?<br \/>\n<\/strong>-For us, <strong data-start=\"3777\" data-end=\"3864\">the Balearic route is a true laboratory of necrofrontier, of death policies.<\/strong> We say this because there are several circumstances: first, <strong data-start=\"3923\" data-end=\"3970\">the invisibilization of the route for years<\/strong>, and second, <strong data-start=\"3983\" data-end=\"4077\">a non-veiled criminalization of families and social organizations such as ours<\/strong> by public administrations. We do not see this in other places with the same intensity. <strong data-start=\"4185\" data-end=\"4333\">The Balearic Islands has become a border where hatred and racism have such a high political profit that it is allowed to be a necro-border<\/strong>. In addition, the confrontation between governments that should collaborate, especially visible in issues such as childhood, <strong data-start=\"4455\" data-end=\"4527\">gives us clear clues of how these policies of death work today<\/strong>. The Balearic Islands is right now, unfortunately, <strong data-start=\"4572\" data-end=\"4613\">a European example of bad practices<\/strong>.    <\/p>\n<p data-start=\"4705\" data-end=\"4861\"><strong data-start=\"4705\" data-end=\"4861\">When you denounce delays in the activation of search and rescue systems and the use of passive searches, what are we talking about in practice?<br \/>\n<\/strong>-What we are explaining is that <strong data-start=\"4897\" data-end=\"5025\">the rescue services mostly use passive search protocols when it comes to migrants<\/strong>. This is not the case, for example, <strong data-start=\"5056\" data-end=\"5081\">if a yacht goes missing<\/strong>. In that case, a search area is mapped out, calculations are made and air assets are launched immediately. With migrant boats, on the other hand, information is sent to other boats in the area &#8220;in case they see something&#8221;, <strong data-start=\"5314\" data-end=\"5350\">a method with much less impact<\/strong>. We know that right now there is a Frontex plane, but <strong data-start=\"5406\" data-end=\"5465\">Frontex does not aim to protect lives<\/strong>, but to control migration, so that people do not leave or do not arrive. The problem is that <strong data-start=\"5559\" data-end=\"5660\">when a person has already left and is at risk, the protocols continue to have a racist bias<\/strong>. <strong data-start=\"5662\" data-end=\"5735\">The same decisions are not made as if the vessel were a yacht<\/strong>.     <\/p>\n<p data-start=\"5743\" data-end=\"5836\"><strong data-start=\"5743\" data-end=\"5836\">What are the key moments and where is time lost when a vessel is lost?<br \/>\n<\/strong>&#8211; It is true that sometimes alerts from families arrive late and that takes away crucial time. <strong data-start=\"5933\" data-end=\"6060\">But as soon as an alert is received, protocols should be activated that would apply to any other type of vessel<\/strong>, and that does not happen. Even in cases of positioned vessels, <strong data-start=\"6131\" data-end=\"6191\">the delay in activation generates risky situations<\/strong>, something that has even been denounced by the Unified Union of the Civil Guard in several communiqu\u00e9s this year. <\/p>\n<p data-start=\"6314\" data-end=\"6421\"><strong data-start=\"6314\" data-end=\"6421\">What should be improved in the cooperation between countries involved in this route to avoid disappearances?<br \/>\n<\/strong>-Cooperation between countries <strong data-start=\"6452\" data-end=\"6502\">is based on the externalization of borders<\/strong>: that they do not leave or that they do not arrive, no matter at what cost. <strong data-start=\"6559\" data-end=\"6674\">The democratic protection of the right to life at sea, as stated by the United Nations, is put on the back burner<\/strong>. Countries do not coordinate to save lives, they <strong data-start=\"6726\" data-end=\"6805\">coordinate from a logic of control without respect for human rights<\/strong>, and that is where the right to life is falling down. <\/p>\n<p data-start=\"6866\" data-end=\"6943\"><strong data-start=\"6866\" data-end=\"6943\">What concrete changes would prevent deaths in the Balearic route in the short term?<br \/>\n<\/strong>-Real coordination between countries, <strong data-start=\"6978\" data-end=\"7073\">guaranteeing protocols with active searches, position analysis and use of aerial means<\/strong>. Let&#8217;s remember that <strong data-start=\"7090\" data-end=\"7145\">Maritime Rescue is one of the best in the world<\/strong>, and its function should be to protect life without wondering who is at sea or why. These protocols exist, <strong data-start=\"7263\" data-end=\"7380\">but in the Balearic route they are not being applied with the same guarantees as in other contexts or with other people<\/strong>.  <\/p>\n<h2 data-start=\"6866\" data-end=\"6943\">The Algeria route, not only for Algerians<\/h2>\n<p>One of the issues that the latest annual report of Caminando Fronteras warns about is that the boats leaving Algeria for the Balearic Islands (many of them to <strong>Ibiza and, especially, to Formentera<\/strong>) no longer carry only Algerian citizens, but also those who arrive in that country escaping from Somalia and different parts of the Horn of Africa.<\/p>\n<p data-start=\"7388\" data-end=\"7478\"><strong data-start=\"7388\" data-end=\"7478\">Why are people from the Horn of Africa now choosing this route to the Balearic Islands?<br \/>\n<\/strong>-Migratory routes are changing very fast because <strong data-start=\"7529\" data-end=\"7583\">we are living in a time of extreme global instability<\/strong>. Somalia is going through a very serious situation and recent events are going to destabilize the region even more. Many people used to flee to Libya or Tunisia. <strong data-start=\"7752\" data-end=\"7843\">Today, the situation of black migrants in Tunisia is even worse than in Libya<\/strong>, with a real hunt for migrants. <strong data-start=\"7891\" data-end=\"7945\">Europe, especially Italy, is paying for this persecution<\/strong>. In this context, <strong data-start=\"7970\" data-end=\"8023\">Algeria appears to be a somewhat more protective place<\/strong>, even if it also applies deportations and forced displacements. <strong data-start=\"8089\" data-end=\"8187\">When these people take to the sea, they already do so in a situation of extreme vulnerability<\/strong>.   <\/p>\n<p data-start=\"8195\" data-end=\"8306\"><strong data-start=\"8195\" data-end=\"8306\">Are you receiving inquiries from families looking for missing persons on the way to the Balearic Islands?<br \/>\n<\/strong>-Yes, <strong data-start=\"8313\" data-end=\"8394\">we receive many inquiries from families from Somalia, Sudan, Mali or Burkina Faso<\/strong>. There are whole boats missing and other cases of people rescued by Algeria after being adrift. <\/p>\n<p data-start=\"8195\" data-end=\"8306\"><strong data-start=\"8516\" data-end=\"8564\">How is the accompaniment of these families?<br \/>\n<\/strong>-There are many deficiencies in the recognition of their rights. <strong data-start=\"8629\" data-end=\"8742\">Deceased persons have the right to be identified and the families need death certificates<\/strong>, for legal reasons and also to be able to close the mourning.
