{"id":147909,"date":"2025-12-31T18:06:32","date_gmt":"2025-12-31T17:06:32","guid":{"rendered":"https:\/\/lavozdeibiza.com\/sin-categorizar\/healthcare-closes-a-year-marked-by-clashes-with-pp-communities-and-health-strikes\/"},"modified":"2025-12-31T18:06:32","modified_gmt":"2025-12-31T17:06:32","slug":"healthcare-closes-a-year-marked-by-clashes-with-pp-communities-and-health-strikes","status":"publish","type":"post","link":"https:\/\/lavozdeibiza.com\/en\/current-news\/healthcare-closes-a-year-marked-by-clashes-with-pp-communities-and-health-strikes\/","title":{"rendered":"Healthcare closes a year marked by clashes with PP communities and health strikes"},"content":{"rendered":"<p data-start=\"386\" data-end=\"694\"><strong data-start=\"419\" data-end=\"586\">The clashes between the Ministry of Health and several autonomous communities governed by the PP, together with strikes and protests by healthcare professionals<\/strong>, have defined a particularly turbulent year for healthcare policy in Spain, according to 2025&#8217;s balance sheet.<\/p>\n<ul>\n<li>\n<h4><a href=\"https:\/\/lavozdeibiza.com\/en\/current-news\/ibsalut-to-reschedule-appointments-and-operations-suspended-due-to-the-medical-strike\/?swcfpc=1\">IbSalut to reschedule appointments and operations suspended due to the medical strike<\/a><\/h4>\n<\/li>\n<\/ul>\n<p data-start=\"696\" data-end=\"1000\">Since the beginning of the year, <strong data-start=\"727\" data-end=\"830\">the discrepancies between the department headed by M\u00f3nica Garc\u00eda and the regional governments of the PP<\/strong> have been recurrent, especially on issues such as cancer screening, the application of the abortion law and the reform of the Framework Statute for health personnel.<\/p>\n<ul>\n<li>\n<h4><a href=\"https:\/\/lavozdeibiza.com\/en\/current-news\/the-vagus-nerve-key-to-a-younger-heart\/?swcfpc=1\">The vagus nerve, key to a younger heart<\/a><\/h4>\n<\/li>\n<\/ul>\n<h2 data-start=\"1002\" data-end=\"1047\">Friction in the Interterritorial Council<\/h2>\n<p data-start=\"1049\" data-end=\"1430\">The <strong data-start=\"1052\" data-end=\"1084\">tense institutional relationship<\/strong> has been evident in the meetings of the Interterritorial Council of the National Health System (CISNS), the scene of several political confrontations. The most critical point occurred at the end of October, when <strong data-start=\"1296\" data-end=\"1378\">the PP regional councilors left the meeting held in Zaragoza<\/strong>, denouncing an alleged invasion of competencies. <\/p>\n<p data-start=\"1432\" data-end=\"1827\">The conflict intensified after the Ministry of Health&#8217;s request for <strong data-start=\"1507\" data-end=\"1590\">data on breast, colorectal and cervical cancer screening programs<\/strong>, following delays detected in Andalusia. The PP communities accused the Ministry of using the CISNS for partisan purposes, while Health warned of possible legal action for lack of collaboration. <\/p>\n<p data-start=\"1829\" data-end=\"2083\">With the passing of the months, <strong data-start=\"1855\" data-end=\"1942\">all the communities except Madrid have finally sent the required information<\/strong>, according to the Ministry itself. The Ministry of Health of Madrid has defended that the delivery is being made &#8220;in due time and form&#8221;. <\/p>\n<h2 data-start=\"2085\" data-end=\"2128\">Abortion and judicial warnings<\/h2>\n<p data-start=\"2130\" data-end=\"2551\">Another focus of confrontation has been the <strong data-start=\"2166\" data-end=\"2268\">refusal of the Community of Madrid to implement a registry of conscientious objectors to abortion<\/strong>, a measure included in the Sexual and Reproductive Health Law of 2023. The regional government argues that this registry violates the freedom of objection, while Health defends that it is an anonymous list to guarantee the provision of the service in the public health system. <\/p>\n<p data-start=\"2553\" data-end=\"2864\">In this context, <strong data-start=\"2571\" data-end=\"2646\">the Ministry sent formal requirements to Madrid, Arag\u00f3n and the Balearic Islands<\/strong>, warning of possible legal action for non-compliance with the law. The controversy was fueled by the Ministry&#8217;s statements about a &#8220;rebellion against the law&#8221;, an extreme that the Madrid Executive has rejected. <\/p>\n<h2 data-start=\"2866\" data-end=\"2902\">The case of Torrej\u00f3n Hospital<\/h2>\n<p data-start=\"2904\" data-end=\"3214\">At the end of the year, the healthcare debate widened with the <strong data-start=\"2959\" data-end=\"2992\">case of the Torrej\u00f3n Hospital<\/strong>, following the leak of audios attributed to the then director of Ribera Salud, Pablo Gallart. In them he alluded to rejecting patients or unprofitable practices in this privately managed and publicly owned center. <\/p>\n<p data-start=\"3216\" data-end=\"3517\">The company defended that <strong data-start=\"3240\" data-end=\"3282\">the audios were decontextualized<\/strong> and denied irregularities in the care provided. From the Community of Madrid, the Regional Minister F\u00e1tima Matute assured that she had not received any notification of formal complaints or actions by the High Medical Inspection announced by the Health Ministry. <\/p>\n<h3 data-start=\"3519\" data-end=\"3556\">The Framework Statute and protests<\/h3>\n<p data-start=\"3558\" data-end=\"3926\">The <strong data-start=\"3561\" data-end=\"3614\">reform of the Framework Statute for healthcare personnel<\/strong> has been another of the main focuses of the year. The Ministry has been negotiating for months with the unions in the Negotiation Area, with whom it has reached a pre-agreement that includes the <strong data-start=\"3795\" data-end=\"3925\">elimination of 24-hour shifts, a reduction in the working day to 35 hours a week and improvements in retirement and public employment.<\/strong> <\/p>\n<p data-start=\"3928\" data-end=\"4259\">However, <strong data-start=\"3941\" data-end=\"4005\">the medical organizations CESM and SMA have rejected the text<\/strong>, calling for a specific statute for physicians. Health has opposed this possibility, considering that it would fragment the cohesion of the national health system, which has led to strikes and mobilizations differentiated from the rest of the unions. <\/p>\n<h2 data-start=\"4261\" data-end=\"4295\">Political clash and financing<\/h2>\n<p data-start=\"4297\" data-end=\"4664\">The conflict has also reached Congress, where <strong data-start=\"4348\" data-end=\"4449\">the PP registered a Proposici\u00f3n No de Ley to demand the withdrawal of the reform of the Framework Statute<\/strong>. The differences have extended to funding, following the Government&#8217;s approval of <strong data-start=\"4541\" data-end=\"4663\">172 million euros for Primary Care, 39 million for mental health and 18 million for suicide prevention.<\/strong> <\/p>\n<p data-start=\"4666\" data-end=\"4852\">The Popular Party described these figures as insufficient and accused the Ministry of failing to effectively address <strong data-start=\"4777\" data-end=\"4817\">the lack of health professionals<\/strong>, especially family doctors.<\/p>\n<h2 data-start=\"4854\" data-end=\"4883\">Progress despite the conflict<\/h2>\n<p data-start=\"4885\" data-end=\"5169\">Despite the climate of confrontation, <strong data-start=\"4917\" data-end=\"4984\">Health has managed to push forward several relevant initiatives<\/strong> with broad parliamentary support.
