Applications were submitted in recent years, especially after the European ruling that questioned the fixed ratios between cabs and VTC, and were frozen with the so-called <strong data-start=\"2068\" data-end=\"2087\">&#8220;anti-Uber law&#8221;,<\/strong> which suspended new authorizations pending a new regulatory framework. <\/p>\n<p data-start=\"2209\" data-end=\"2696\">This Wednesday&#8217;s meeting has served to evaluate the recent <strong data-start=\"2274\" data-end=\"2350\">ruling of the High Court of Justice of the Balearic Islands (TSJIB)<\/strong>, which forces the Government to <strong data-start=\"2375\" data-end=\"2431\">process again 600 VTC applications in Mallorca<\/strong> that had been denied during the last legislature, considering that the Administration applied the ratio of VTC per cab in an arbitrary manner. It is precisely this judicial logic that makes the sector fear a <strong data-start=\"2646\" data-end=\"2665\">&#8220;domino effect&#8221;<\/strong> on the rest of the files. <\/p>\n<ul>\n<li>\n<h4><a href=\"https:\/\/lavozdeibiza.com\/en\/current-news\/cab-drivers-outburst-against-the-governs-new-draft-they-denounce-legal-uncertainty-and-unfair-competition\/?swcfpc=1\">Cab drivers outburst against the Govern&#8217;s new draft: they denounce &#8220;legal uncertainty&#8221; and unfair competition<\/a><\/h4>\n<\/li>\n<\/ul>\n<h2 data-start=\"2703\" data-end=\"2746\">&#8220;A mafia&#8221; and a &#8220;speculative&#8221; model.<\/h2>\n<p data-start=\"2748\" data-end=\"3035\">Moragues has charged harshly against the business behind these authorizations. According to him, many of the licenses <strong data-start=\"2874\" data-end=\"2934\">would have been transferred shortly after being requested<\/strong> and would have had to overcome a judicial process to be placed now in the prelude to the concession. <\/p>\n<p data-start=\"3039\" data-end=\"3377\">&#8220;It is a mafia and it is not understood that the State Attorney General&#8217;s Office has not intervened,&#8221; he said, considering that it is <strong data-start=\"3180\" data-end=\"3217\">&#8220;speculating with a public asset&#8221;<\/strong> such as transport authorizations, and that the <strong data-start=\"3292\" data-end=\"3316\">same vehicles<\/strong> have even been used to apply for licenses in different autonomous communities.<\/p>\n<p data-start=\"3379\" data-end=\"3644\">The leader of Taxis-Pimem argues that <strong data-start=\"3420\" data-end=\"3454\">three or four large companies<\/strong> concentrate the majority of VTC licenses at the state level and warns that, if the floodgates were opened in the Balearic Islands, they could take over a dominant position in the archipelago as well.<\/p>\n<h2 data-start=\"3651\" data-end=\"3695\">Uber and the platforms are being singled out<\/h2>\n<p data-start=\"3697\" data-end=\"4047\">Although he insisted that cab drivers are <strong data-start=\"3743\" data-end=\"3771\">&#8220;willing to coexist&#8221;<\/strong> with digital platforms, Moragues has accused these companies of engaging in <strong data-start=\"3856\" data-end=\"3871\">&#8220;piracy&#8221;<\/strong> and committing <strong data-start=\"3882\" data-end=\"3901\">irregularities<\/strong>, such as stopping on the promenade, wandering in search of customers or capturing passengers freehand, competing directly with the cab service.<\/p>\n<p data-start=\"4049\" data-end=\"4516\">He has put the focus on <strong data-start=\"4070\" data-end=\"4078\">Uber<\/strong>, to which he reproaches a pricing policy that, as he said, <strong data-start=\"4143\" data-end=\"4177\">lowers rates in winter<\/strong> to place them below those of the cab, but comes to <strong data-start=\"4234\" data-end=\"4276\">charge &#8220;four times more&#8221; in summer<\/strong>, thanks to the flexibility that gives its dynamic pricing system. Against this, he has claimed that the cab works with <strong data-start=\"4401\" data-end=\"4421\">regulated rates<\/strong> and needs to &#8220;fill the pantry in summer&#8221; to be able to maintain the service during the winter. <\/p>\n<p data-start=\"4520\" data-end=\"4800\">&#8220;This is an unpresentable thing for a sector that needs to fill the pantry in summer to make the service sustainable in winter,&#8221; he lamented, adding that in Palma <strong data-start=\"4698\" data-end=\"4765\">40% of the fleet is stopped 12 days a month in low season<\/strong> to be able to &#8220;share the hunger&#8221;.<\/p>\n<p data-start=\"4802\" data-end=\"5058\">Despite the criticism, Moragues assured that the sector <strong data-start=\"4859\" data-end=\"4901\">has not generated problems of social peace<\/strong> and defended that cabs and VTCs can provide services to different audiences, but calls for <strong data-start=\"4994\" data-end=\"5013\">&#8220;clear rules&#8221;<\/strong> and limits to the growth of the platforms.<\/p>\n<h2 data-start=\"5065\" data-end=\"5096\">A key debate for Ibiza<\/h2>\n<p data-start=\"5098\" data-end=\"5573\">The warning of Taxis-Pimem has a direct reading in <strong data-start=\"5157\" data-end=\"5166\">Ibiza<\/strong>, where, according to the calculations of the association, <strong data-start=\"5226\" data-end=\"5271\">about 6,500 of the nearly 10,000 applications<\/strong> on the table are concentrated. It is not the first time that figures of this caliber are handled: different employers&#8217; associations and Moragues himself had already pointed out that in the Balearic Islands <strong data-start=\"5439\" data-end=\"5474\">more than 10,000 VTC requests<\/strong> were registered, and that <strong data-start=\"5482\" data-end=\"5500\">&#8220;more than 7,000&#8221;<\/strong> corresponded to the island of Ibiza and Formentera. <\/p>\n<p data-start=\"5575\" data-end=\"6081\">In addition, the <strong data-start=\"5586\" data-end=\"5606\">Consell de Ibiza<\/strong> faces <strong data-start=\"5615\" data-end=\"5648\">89 open court cases<\/strong> for VTC licenses and received in 2024 applications for <strong data-start=\"5702\" data-end=\"5734\">16,354 new authorizations<\/strong>, of which <strong data-start=\"5747\" data-end=\"5776\">only 365 were approved<\/strong> and the rest were denied or suspended. On top of that mountain of files is now superimposed the doctrine of the TSJIB, which questions the refusals based automatically on a ratio between cabs and VTC, without a detailed justification of general interest. <\/p>\n<p data-start=\"6083\" data-end=\"6387\">At the same time, the Government <strong data-start=\"6115\" data-end=\"6142\">has extended the moratorium<\/strong> that freezes new cab and VTC licenses until the new sector regulations are approved, with the declared intention of <strong data-start=\"6273\" data-end=\"6315\">avoiding an avalanche of authorizations<\/strong> while the model is being redesigned.<\/p>\n<p data-start=\"6389\" data-end=\"6753\">In this board, the pressure of Taxis-Pimem adds a new piece: the sector demands that the Executive <strong data-start=\"6490\" data-end=\"6532\">rush to the maximum legal loopholes<\/strong> to <strong data-start=\"6538\" data-end=\"6597\">deny the bulk of the nearly 10,000 licenses at stake<\/strong>, arguing that, otherwise, the system would collapse and the space would be in the hands of a handful of large operators and platforms such as Uber.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Taxis-Pimem has called on the Govern to reject almost 10,000 VTC licenses &#8211;
