{"id":85703,"date":"2025-02-13T16:58:30","date_gmt":"2025-02-13T15:58:30","guid":{"rendered":"https:\/\/lavozdeibiza.com\/sin-categorizar\/2025\/02\/13\/the-psoe-warns-of-irregularities-in-the-management-of-the-consell-de-ibiza-5-4-million-without-prior-control\/"},"modified":"2025-02-13T16:58:30","modified_gmt":"2025-02-13T15:58:30","slug":"the-psoe-warns-of-irregularities-in-the-management-of-the-consell-de-ibiza-5-4-million-without-prior-control","status":"publish","type":"post","link":"https:\/\/lavozdeibiza.com\/en\/current-news\/the-psoe-warns-of-irregularities-in-the-management-of-the-consell-de-ibiza-5-4-million-without-prior-control\/","title":{"rendered":"The PSOE warns of irregularities in the management of the Consell de Ibiza: 5.4 million without prior control"},"content":{"rendered":"<p>The <a href=\"https:\/\/lavozdeibiza.com\/actualidad\/2025\/01\/23\/el-psoe-acusa-al-consell-de-ibiza-de-mentir-sobre-la-gratuidad-del-autobus-en-2025\/?swcfpc=1\"><strong>PSOE<\/strong><\/a> has denounced this Thursday that the <strong>Audit Office of the Balearic Islands<\/strong> has detected 5.4 million euros in the<strong> Consell de Ibiza<\/strong> that were processed without the audit controls required by current regulations.<\/p>\n<p>According to the Socialists, the report corresponding to fiscal year 2022 confirms an economic management &#8220;plagued with irregularities&#8221;, with files processed without prior control and contracting that exceeded the legal limits.<\/p>\n<ul>\n<li>\n<h5><a href=\"https:\/\/lavozdeibiza.com\/actualidad\/2025\/01\/31\/el-consell-de-ibiza-aprueba-revertir-el-registro-de-hospedaje-y-alquiler-de-vehiculos\/?swcfpc=1\">The Consell de Ibiza approves the reversal of the registration of lodging and car rentals<\/a><\/h5>\n<\/li>\n<\/ul>\n<h2><strong>Files processed without prior audit<\/strong><\/h2>\n<p>As detailed by the Socialist spokeswoman in the Consell de Ibiza, Elena L\u00f3pez Bonet, the report reveals that 139 files, for a total of 4.47 million euros, were managed without going through the process of prior audit of the Intervention of the Consell.<\/p>\n<p>In addition, another eight files amounting to 883,000 euros have been detected, in which the island administration adopted resolutions against the objections raised by the control bodies.<\/p>\n<p>L\u00f3pez Bonet pointed out that these procedures total 5.4 million euros of expenditure &#8220;outside the mandatory control and audit procedure&#8221;.<\/p>\n<h2><strong>Non-compliance in public procurement<\/strong><\/h2>\n<p>The socialist councilor V\u00edctor Torres added that the report also reflects that in public procurement there have been legal breaches, by exceeding the limits allowed for minor contracts.  <strong>According to Torres, cases have been detected in which invoices issued by the same supplier exceeded the legal thresholds, which could indicate a fragmentation of contracts to avoid public bidding.<\/strong><\/p>\n<p>The PSOE has denounced that this practice is an &#8220;abusive use&#8221; of minor contracts and reflects a &#8220;lack of rigor&#8221; in the management of public resources by the Consell&#8217;s government team.<\/p>\n<h2><strong>Grants and direct awards<\/strong><\/h2>\n<p><strong>Another criticism made by the PSOE refers to the subsidies granted by the Consell de Ibiza in 2022<\/strong>. Torres recalled that another report of the Audit Office, published in November 2023, already warned that 37.6% of the aid granted by the institution were awarded directly, without a process of public competition. <\/p>\n<p>The socialist councilor also pointed out that the report warned about the existence of 2.7 million euros in &#8220;irregular&#8221; contracts.<\/p>\n<h1><strong>PSOE claims<\/strong><\/h1>\n<p>The socialist group has demanded the government team of the Consell de Ibiza to &#8220;assume responsibilities&#8221; and to strengthen the control mechanisms in the economic management of the institution.
