The secretary kept silent at the Governing Board when the comptroller described as incomplete the internal report that concluded that the bids of the beach bars did not comply with the Balearic Islands collective bargaining agreement by not taking into account that the entrepreneurs could subcontract services, a practice prohibited in the bidding conditions.
