The Balearic Government, through the Ministry of the Sea and Water Cycle, has published in the Official Gazette of the Balearic Islands (BOIB) the proposal of provisional resolution of the call for aid to compensate the extraordinary costs of transporting drinking water in tanker trucks to municipalities that during 2025 were forced to resort to this system to ensure water supply.

As reported by the Conselleria in a press release, the proposal includes a total amount of 528,285 euros, corresponding to expenses duly justified by the applicant municipalities, within a call endowed with a maximum of 700,000 euros, charged to the regional budget.

The purpose of these subsidies is to alleviate the additional economic cost borne by the municipalities to ensure a basic service to the population in exceptional drought situations, especially in those cases in which they do not have sufficient resources of their own or do not have an operational connection to the high voltage network.

The published resolution is of a provisional nature and now opens a hearing period of seven working days, during which the municipalities included may accept the aid proposal or present allegations, before the final resolution is approved.

In accordance with the regulatory bases, the call for proposals is processed on a non-competitive basis, which implies that the grants are awarded to all applications that meet the established requirements. However, the proposal also includes the non-granting of some applications for technical reasons, linked to compliance with the regulations in force.

The Consell Insular de Ibiza has favorably resolved the first applications of the call for urgent aid to alleviate the damage caused by extreme weather events resulting from the exhuracán Gabrielle and the DANA of great impact recorded last October by the storm Alice. The insular organism foresees to begin the payment of these aids between this Tuesday and throughout this same week, and in any case during the next one.

Through the Department of Economic Promotion, Municipal Cooperation and Human Resources, the Council has approved a first grant for a total amount of 182,355.03 euros, corresponding to those applications that have been processed more quickly after a complete review of the required documentation.

This aid is part of an extraordinary line endowed with 5 million euros, financed by the Government of the Balearic Islands, with the objective of immediately attending to the most urgent needs derived from the material damage caused by the floods, while the state declaration of an area seriously affected by a civil protection emergency is being resolved.

Amounts according to type of aid

In this first resolution, the aid granted is distributed according to the typology and the maximum amounts established in the regulatory bases. For the affected houses, the aid can reach up to 2,500 euros per property. In the case of vehicles, aid of up to 1,500 euros is contemplated, with lower amounts depending on the degree of accredited damage. For their part, SMEs and economic activities may receive aid of up to 10,000 euros, also depending on the extent of the damage suffered.

The Consell Insular de Ibiza has stressed that the processing of the call is still open and that the Department is still working on the review of the rest of the applications submitted, with the aim of resolving them progressively and speeding up payments as much as possible.

The councilor of the Department, María Fajarnés, has pointed out that this line of aid, which can be applied for until next January 8, demonstrates the commitment of the insular institution with the affected people. «We reaffirm our commitment to provide a rapid and effective response to individuals, families and businesses affected by these severe weather episodes, contributing to the social and economic recovery of the island,» she said.

Fajarnés also recalled that the Consell promised to resolve and pay the first aid before Christmas. «We are complying, because we understand the situation that neighbors and businesses in the affected areas are going through and we want to be an agile and close administration,» he concluded.

The Consell de Ibiza has received to date a total of 108 applications for aid for damage caused by heavy rains recorded in the months of September and October. The figure was announced during the meeting of the Consell d’Alcaldes held this Friday at the Town Hall of Sant Joan de Labritja.

As explained by the island councilor Maria Fajarnés in the course of the meeting, the bulk of the requests correspond to individuals and companies directly affected by the DANA. Specifically, 40% of the requests refer to vehicles that have had to be decommissioned, while 30% correspond to damaged homes. The remaining 30% came from companies that suffered losses due to the floods.

The applications are currently being processed and the Consell expects to resolve the files and make payments in the coming days. From the insular institution it has been emphasized that these aids are compatible with other compensations, such as those of private insurances or those of the Consorcio de Compensación de Seguros.

During the meeting, the president of the Consell de Ibiza, Vicent Marí, demanded to the State the publication in the BOE of the declaration of civil protection emergency zone, approved by the Council of Ministers on November 25. The lack of this procedure, he warned, is hindering the streamlining of some administrative procedures that would speed up the payment of aid to those affected.

The Consell de Ibiza has announced this Thursday that the aid for those affected by the floods recorded in late September and October may be requested until next January 8. This was confirmed by the Councilor for Economic Promotion, Municipal Cooperation and Human Resources, Maria Fajarnés, during the presentation of the procedure that will be activated from this Friday, December 4.

The aid has an initial endowment of 5 million euros, from the agreement signed with the Balearic Government, with the aim of providing immediate coverage for the damage caused by the torrential rains that left more than 200 incidents on the island.

Aid to repair damage and support recovery

Fajarnés explained that these contributions are non-refundable and will be awarded on a first-come, first-served basis until the available credit is exhausted. The objective, he pointed out, is «torepair the losses and support those affected, compensating the material and economic damages suffered to facilitate the recovery of homes, vehicles or professional activities».

Among the priority criteria established, preference will be given to families who have had to leave their homes, joint applications between owners and tenants under a rental system, and cases involving adapted vehicles.

Three lines of support: housing, vehicles and economic activity

The Consell has enabled three types of aid to address the different types of damage:

Housing

2,500 euros will be granted per affected property, provided that they are first floors or single-family dwellings that have suffered direct damage due to flooding.

Vehicles

Those affected by the total loss of their vehicles will be able to access compensation depending on the type of vehicle:

  • 250 euros for mopeds.

  • 750 euros for motorcycles.

  • 1,500 euros for cars and vans.

  • 2,000 euros for adapted vehicles.

3. Self-employed and SMEs

Companies and self-employed workers may receive up to 50% of the accredited damages, with a maximum of 10,000 euros per business. This aid includes expenses related to machinery and equipment, repair works and water extraction works.

More funds if needed

The Consellera pointed out that, if the initial 5 million euros were not enough to cover all the requests, the Consell will work to activate new funds and guarantee support to those affected.

The Consell Insular de Formentera has approved the granting of 60,247.20 euros in rental housing aid, corresponding to the 2023 call for applications. The initiative, promoted by the councilor of Tourism, Commerce, Innovation and Housing, Artal Mayans, will allow 22 applicants to receive economic support aimed at alleviating the burden of the cost of rent on the island.

These subsidies, aimed at individuals residing in Formentera, seek to reinforce the protection of family units with greater residential vulnerability, in a context marked by the difficulty of access to housing.

New scoring system to allocate grants

This year’s call for applications has incorporated a new award criterion, replacing the previous model with a scoring system based on the socioeconomic characteristics of each cohabitation unit.

This change, according to the Consell, makes it possible to adjust aid to the real needs of each household, ensuring that those with greater economic difficulties receive support proportional to their situation. The measure also improves the effectiveness of social policies by directing public resources towards the most vulnerable profiles.

Conseller Mayans pointed out that the new scale «is better adjusted to the current reality«, as it not only takes into account income, but also the real costs of renting and the different personal circumstances of the applicants. «This approach allows us to adapt the amounts to the current state of the housing market and to the specific needs of the beneficiaries,» he added.

Up to 40 % of the rent and a maximum of 3,000 euros

The grants can cover up to 40% of the monthly rental price, with a limit of 3,000 euros per year per beneficiary. This line of support is part of the Strategic Subsidy Plan 2024-2025, approved by the Plenary of the Consell.

In the 2023 call for applications, 32 applications were received, of which 22 were approved and 10 were denied for not meeting the established requirements. The amounts granted range from 1,641 to 3,000 euros, determined by the score obtained according to the income, length of time on the census, the cost of rent and the family situation of each applicant.

The figures of the seventh and last payment of the 2024 rental subsidies once again reveal a reality that is repeated every year: Ibiza and Formentera are practically left out of these subsidies, despite being the islands with the greatest problem of access to housing in the Balearic Islands. The Govern has distributed a total of 9.26 million euros among 3,942 beneficiaries, but the distribution by islands again shows a profound inequality.

While Mallorca concentrates 6.6 million and Menorca 1.6 million -with 2,862 and 732 beneficiaries respectively-, Ibiza only receives 780,000 euros for 291 people. In Formentera the figure is even lower: only 141,300 euros and 57 beneficiaries.

Rent cannot exceed 900 euros

Why do Ibiza and Formentera, where rental prices are the highest in the archipelago, receive so little? From the Conselleria de Vivienda they explain that the key is in the own state regulation that regulates these aids.

The calls of the State Housing Plan, managed and financed in part by the Ministry of Housing and Urban Agenda, only allow to subsidize rents up to 900 euros per month. This ceiling, which does not depend on the Govern, automatically leaves out the vast majority of tenants in Ibiza and Formentera, where finding housing below that amount is practically impossible.

Official sources of the Conselleria clarify that «the limit of 900 euros is established by the Ministry and affects especially Ibiza and Formentera, where there are fewer and fewer homes below that price. It is something that we have demanded on numerous occasions to the central government».

The Conselleria insists that this problem is not new and that the Conseller José Luis Mateo has denounced it publicly on repeated occasions.

Menorca, the island with the highest number of beneficiaries for the second consecutive year

The contrast with Menorca is remarkable: 732 beneficiaries compared to 291 in Ibiza, despite having less population and more moderate prices. According to the Conselleria, this is explained precisely because in Menorca there are still houses with prices eligible for aid, contrary to what happens in the Pitiusas.

State regulations thus penalize the islands with the most stressed real estate markets: the higher the rental price, the lower the access to public aid.

The Govern calls for raising the limit in the next State Housing Plan

The Conselleria claims to have repeatedly asked the Ministry that the new State Housing Plan 2026-2030 -currently under negotiation- raise the limit of 900 euros to adapt it to the Balearic reality.

The objective is to allow thousands of families in Ibiza and Formentera to finally have access to these aids. For now, the decision depends exclusively on the central government.

The Govern has completed the seventh and last payment of the 2024 rental aid line with a direct impact on Ibiza and Formentera, where 348 people have received economic support to meet the cost of housing. In this new resolution, published in the BOIB, a total of 318,156 euros has been paid, which closes a call that throughout the year has benefited nearly 4,000 households in the Balearic Islands.

In the case of Ibiza, the program has reached 291 beneficiaries, who have received 780,000 euros in aid. In Formentera, the most stressed island in relation to salaries and housing prices, 57 grants have been awarded, for an amount close to 141,300 euros. Both figures reflect the pressure of the Pitiusan residential market, where rents frequently exceed the limit of 900 euros per month imposed by the Ministry of Housing to access these subsidies.

The Regional Ministry of Housing, Territory and Mobility has emphasized that this year payments have been resolved more quickly, ending the call for applications at the beginning of December. In previous years, payments took more than a year; for example, the 2021 grants were not completed until December 2023.

The Govern has reiterated that the 900-euro ceiling leaves out many families on Ibiza and Formentera who, even though they meet the income requirements, cannot find homes below that price. The mayor of Ibiza, Rafael Triguero, has sent a letter to the Minister of Territorial Policy and Democratic Memory, Ángel Víctor Torres, to request precise instructions on the procedure to be followed by the Consistory after the Council of Ministers declared last November 25 the municipality as a Zone Seriously Affected by a Civil ProtectionEmergency (ZAEPC). The designation responds to the floods and other meteorological episodes that took place between August 26 and November 9, 2025.

In his letter, Triguero explains that the technical and legal services of the City Council have reviewed the regulatory precedents, especially the Royal Decree-Law 7/2024, which regulated the aid after the DANA in the fall of 2024. On that occasion, the Ministry of the Interior published three orders with standardized forms and models to request the compensations, a mechanism that the City Council considers essential to activate now the administrative operation.

Therefore, the mayor asked the Ministry for detailed information on the next steps to be taken by both the General State Administration and the Consistory itself, with the aim that the affected neighbors can access «as quickly as possible» to the financial aid provided for in the ZAEPC declaration, many of them urgent due to the magnitude of the damage.

In addition, Triguero claims clarification on the procedure to be followed by the City Council to benefit from the lines of support to cover the costs assumed by the local administration to cope with the effects of the DANA in the municipality.

Together with the letter, the City Council has sent to the Ministry the technical dossier with the detailed valuation of the damages caused by the storm. The document, previously sent to the Government Delegation in the Balearic Islands, estimates the economic impact of the damages caused between August and November at 29 million euros.

The Executive Council of the Consell Insular de Ibiza has approved this Friday, in urgent and extraordinary session, the bases that will regulate the aids destined to people and companies affected by the damages caused by the DANA and the ex-hurricane Gabrielle. The agreement, agreed with the municipalities of the island, PIMEEF and the Chamber of Commerce, allows to move forward in the activation of the economic support committed to the victims.

The bases establish the criteria and maximum amounts of the subsidies, which will cover three priority areas: up to 2,500 euros per affected home, up to 2 , 000 euros per vehicle and up to 10,000 euros per business. These grants will be financed with the 5 million euros from the agreement signed this week between the Consell de Ibiza and the Govern Balear.

Once the extract has been published, the persons and companies affected will be able to start the procedure to apply for the aids.

The Consell Insular de Ibiza will open on Thursday, November 19, the deadline to apply for economic benefits aimed at people over 65 and people with disabilities residing on the island. The bases of both calls, promoted by the Department of Social Welfare, Family and Equality, have already been published in the Official Gazette of the Balearic Islands (BOIB). The period for submitting applications will remain open until December 17, inclusive, which means a total of 20 working days.

Two lines of aid to improve quality of life

The purpose of these benefits is to provide financial support to people with limited resources to cover needs related to rehabilitation, mobility, home adaptation or the acquisition of technical aids and support devices. Eligible items include services such as physiotherapy, speech therapy, psychotherapy, psycho-pedagogy or psychomotricity; products to facilitate movement; works to eliminate architectural barriers; and equipment such as hearing aids, orthoses, electric scooters or specialized chairs. In the case of persons with disabilities, aid may also be requested for the purchase or adaptation of vehicles, provided that the established technical requirements are met.

Grants for people over 65 years of age

These benefits have a budget of 150,000 euros and are aimed at people who meet the following requirements:

  • Be 65 years of age or older on the date of application.

  • Residence in Ibiza and proof of at least 12 months of continuous residence.

  • Have limited income based on per capita family income.

  • Need support to improve autonomy or living conditions.

The amounts will be distributed according to the accredited need and the maximum amounts established for each type of expense, such as basic home adaptations, stair lifts, hearing aids or scooters.

Grants for people with disabilities

The call aimed at people with disabilities has 225,000 euros available. The following are eligible:

  • Are under 65 years of age.

  • Have a degree of disability equal to or greater than 33%, or are pensioners for permanent disability or disability in passive classes.

  • Reside in Ibiza and can prove a minimum of 12 months of previous residence.

  • Have limited income according to income criteria.

The grants may be up to 5,000 euros per person and up to 7,500 euros in special cases, such as home adaptations, acquisition or adaptation of vehicles or higher-cost technical aids.

Submission of applications

Applications may be submitted from tomorrow until December 17 through:

  • The General Registry of the Consell Insular de Ibiza (Avenida de España, 49).

  • The Electronic Headquarters of the Consell Insular de Ibiza.

  • The places enabled in article 16.4 of Law 39/2015.

The Ibiza Town Council held an extraordinary plenary session this Thursday in which several initiatives of great impact for the municipality were approved, including an agreement with the Consell Insular valued at 1,003,156 euros to strengthen housing policies. In addition, the green light has been given to a budget amendment of 500,000 euros to meet the urgent expenses arising from the damages caused by the storms Ex Gabrielle and Alice. The total valuation of the damages amounts to 25 million euros, as reported by the Councillor for Trade and Markets, Àlex Minchiotti.

An agreement to expand the supply of housing and facilitate access for young people

The Councilor for Social Welfare and Housing, Lola Penín, explained that the agreement with the Consell aims to «facilitate access to decent and affordable housing» within the framework of competence of both institutions, in line with the Plan Insular de Cooperación Municipal.

The agreement contemplates three lines of action:

  1. Aid for renting A 250,000 euro item intended for families in the municipality that do not receive other housing aid from the Balearic Government.

  2. Rehabilitation of a municipal building for coliving An investment of 567,320 euros to adapt a building located at Avinguda de la Pau, 3 with criteria of habitability and energy efficiency. The building, recovered after an eviction procedure initiated in June, will be used for affordable housing for young people.

  3. Acquisition and rehabilitation of a dilapidated building 185,834 euros will be allocated to purchase and rehabilitate a run-down building at 28 Verge Street, where four public housing units will be built, also for young people, in order to encourage them to settle in the municipality.

«This agreement reaffirms the commitment of both institutions to housing policies and to the creation of real opportunities for citizens,» said Penín.

Transformation of EI-10 into an urban avenue

The plenary also approved another relevant agreement with the Consell Insular for the transformation of the cross road of the EI-10, between the junctions of ses Figueretes and Can Misses, with an investment of more than 13 million euros. The City Council will be in charge of bidding and executing the works.

The Councilor of Works, Blanca Hernández, stressed the strategic importance of the project: «The EI-10 has been for decades a physical and visual border that separated the city. With this intervention, we will link ses Figueretes and Can Misses with a modern, green and fully urban road».

500,000 euros to repair urgent damage after the storms

The Consistory also approved a budget amendment to allocate 500,000 euros from the Contingency Fund for work already carried out after the storms Ex Gabrielle and Alice.

During the debate, Councilman Àlex Minchiotti again called on the central government to declare Ibiza as an area seriously affected by a Civil Protection emergency. He also recalled that the Balearic Government will allocate five million euros in direct aid for those affected, managed through an agreement with the Consell Insular to expedite its processing.

The plenary also approved the budget amendment necessary to repay in advance the loan of 11.95 million euros with Caja Rural de Aragón, thanks to the surplus of the 2024 fiscal year. The Councilor for Economic Resources, Gema Marí, pointed out that this operation will allow the City Council to be debt-free.

The funds from this loan have made it possible to implement key projects, such as:

  • Expansion of the Can Cantó nursery school

  • Acquisition of vehicles for the Local Police

  • Investments in urban mobility

  • Improvement of municipal cemeteries

  • Renovation of playgrounds

  • Actions on beaches and bathing areas

  • Funds for the Municipal Library

  • Investments in public transportation

  • Improvements in sports facilities, among others

New stage in drinking water and sanitation management

The plenary also approved the award of the concession contract for the municipality’s drinking water supply and sanitation service. The company FCC Aqualia SA obtained the highest score in the process, with 97.29 points, and must submit the final documentation to formalize the contract.

Councilman Rubén Sousa detailed that the new service contemplates 17 million euros in investments over eight years, with 49 priority actions, focused on improving water, sewerage and rainwater infrastructures.

Addendum to the Tourism Sustainability Plan approved

Finally, the plenary gave the green light to the addendum to the Tourism Sustainability Plan in La Marina, Port and city of Ibiza, a key piece in the strategy of urban and environmental transformation of the municipality.

This initiative, framed within the program ‘Betamos por la Base‘, represents a significant increase in funds for soccer clubs on the islands. Specifically, the FFIB will allocate 671,000 euros to clubs for the 2023/24 and 2024/25 seasons, according to Última Hora. This increase reflects the Federation’s commitment to the development of Balearic grassroots soccer, with improvements in both the amount and management of aid. Among the main new features is the increase in the number of balls provided to the teams, which will go from 25 to 50 per club, significantly improving the sports equipment. Likewise, the number of beneficiary entities is expected to grow by 70% with respect to the previous season, from 189 to 253 clubs that will be able to access these funds. Another innovative aspect of the program, as reported this morning by Última Hora, is the redistribution of the income generated by the Portal del Federado, the FFIB’s digital management tool. In a unique model at the state level, 70% of this income will go directly to the clubs, prioritizing their economic welfare over the Federation’s own expenses, as happens in other communities. In addition, each community of clubs will receive a guaranteed minimum amount of 1,500 euros, thanks to a combination of revenue from the Federated Portal and 1% of audiovisual rights.
