The Health Service of the Balearic Islands (IB-Salut) has tendered a contract worth 72,479 euros (VAT included) for non-emergency medical transport technicians to obtain the type C driving license, after the controversy over the new ambulances put into operation and that exceed 3,500 kilos.

Technical requirements of the successful bidder

The awarded company must comply with several technical and logistical conditions, such as:

  • Have a minimum of two type C vehicles, one of them with automatic transmission.

  • To have an approved maneuvering track, accessible for exams.

  • Provide physical classrooms with capacity for at least 30 students.

  • To accredit teaching staff with official qualifications for training.

  • To have a functional virtual classroom for student follow-up.

The successful bidder shall also facilitate the coordination and planning of the training with GSAIB, as well as provide follow-up documentation and justification for each phase.

The general director of the Health Service, Javier Ureña, said Wednesday that IbSalut will start in «a few months» a training plan for more GSAIB technicians to obtain the type C license, required to drive the new ambulances purchased by the Govern, all of them over 3,500 kilos in weight.

The announcement was made in the Health Commission of the Parliament, where Ureña defended that the purchase was made «consciously and premeditated» because they were «the best vehicles on the market», despite the fact that only 33% of the GSAIB staff is currently qualified to drive them.

Ureña detailed that in 2026 some 80 professionals will be trained to take the C license exam, which is still not enough to cover all the workers who would need it.

Regarding the modifications introduced in the vehicles -such as removing a seat or a stretcher- he guaranteed that «they are small and will not be perceived by the users».

Ibiza: seven drivers for three ramped ambulances

To solve the problem, the Conselleria was forced to dismantle part of the equipment of several units to reduce their weight, thus allowing them to be driven without the need for a higher license. The Conselleria Manuela García assured that this intervention «will not involve any extra cost», a statement that has been questioned by workers and political groups of the opposition, who describe the error as «serious» and «avoidable».

A fleet with new assistance services and technological improvements

In total, Ibiza already has 38 vehicles -19 for urgent transport and 19 for scheduled transport-, while Formentera operates with four ambulances, three for emergencies and one for non-urgent transport. These units are part of the contract of nearly 56 million euros awarded by the Govern on a leasing basis for the next five years.

The launch was supervised by the Regional Minister of Health, Manuela García, together with the general director of the Health Service, Javier Ureña, and the manager of SAMU 061, Eloy Villalba, at the beginning of a deployment that will continue progressively in the rest of the archipelago until the 246 contracted vehicles are completed.

The IbSalut begin to deploy, starting this Wednesday, the fleet of ambulances and urgent transport programmed in all the islands, gradually, as planned, after the controversy sparked by the weight of the units and the lack of drivers.

According to a statement issued by the Regional Ministry of Health, this is a strategic investment of 55.9 million euros invested in the acquisition of 246 vehicles under a five-year leasing contract, which includes maintenance and the corresponding insurance.

However, its start-up was delayed due to an unforgivable error in the bidding documents. Of the 246 vehicles tendered, 122 were practically unusable because the personnel did not have the corresponding driving license.

Most new vehicles can not be used normally because they exceed 4,000 kilos of weight, forcing drivers to have a driving license type C1, which only has a small percentage of staff. This affects the white ambulances, intended for scheduled medical transport. In contrast, emergency ambulances have not been affected.

As a matter of urgency, the Regional Ministry of Health has had to partially dismantle some units to reduce their weight in order to be able to put them into operation. The Regional Minister Manuela García defended that the vehicles «will not entail any extra cost», despite growing criticism from workers and the opposition.

Beyond this controversy, the new fleet of urgent and scheduled transport vehicles has been designed by professionals, following technical criteria, in order to respond to the current needs of patients, because in recent years the user profile has changed, according to the department headed by Manuela García.

The new ambulances incorporate improvements for both users and professionals. New types of vehicles have also been incorporated to meet the new operational and assistance needs of the service.

In the case of emergency medical transport, the new ambulances incorporate the«most innovative technological equipment».

They are equipped with automatic changeover and stretcher beds with hydro-pneumatic suspension for improved comfort while driving and safety for critical patients. They also incorporate improvements in air conditioning and in the air filtration and disinfection system in the cabins.

Scheduled transportation

Meanwhile, scheduled transport ambulances will be the first complete fleet in Spain to carry electric stretchers in all vehicles (until now they were all manual), which will allow professionals to reduce the effort when handling loads and improve patient safety.

In addition, the number of ambulances with hydraulic platforms has been increased to better adapt to the profile of outpatients in wheelchairs.

Other improvements include the installation of a video camera surveillance system to monitor patients and the redesign of the passenger compartment to make it more accessible and comfortable en route. As in the case of emergency transport, all ambulances have an air filtration and disinfection system in the cabins.

Deployment of the new fleet

The deployment of the new fleet will begin progressively and simultaneously on the four islands. In total, there are 116 emergency medical transport vehicles and 130 scheduled medical transport vehicles.

Specifically, 169 vehicles will be deployed in Mallorca (76 for urgent transport and 93 for non-urgent transport); in Menorca, 35 vehicles (18 for urgent transport and 17 for non-urgent transport); in Ibiza, 38 vehicles (19 for urgent transport and 19 for non-urgent transport) and in Formentera, 4 vehicles (3 for urgent transport and 1 for non-urgent transport).

The new ambulance contract provides for the incorporation of 12 more scheduled medical transport vehicles and 15 more emergency medical transport vehicles.

Among others, three vehicles to be used as mobile pharmacies, a pediatric ambulance with more space, three special vehicles to carry extracorporeal membrane oxygenation (ECMO) equipment, two pickups to access difficult areas and logistical support vehicles for ordinary emergencies and incidents with multiple victims.

It should be noted that the SAMU 061 service not only attends to daily emergencies; it is also in charge of high complexity transports throughout the archipelago, pediatric transport, air transport, transfers between hospitals and the management of all complex medical devices in the archipelago.

In total, it has 35 assistance bases spread throughout the country and 5 heli-spots. The optimal maintenance of all this network requires the use of suitable vehicles, which allow the work to be carried out with guarantees of safety and success. For this reason, there is an increase in the logistic support, pharmacy and mobility fleet.

The General Union of Workers (UGT) of Ibiza and Formentera has denounced the «inaction and mismanagement» by the management of the GSAIB (Gestión Sanitaria y Asistencial de las Islas Baleares), the Servei de Salut and the Conselleria de Salud, headed by the Consellera Manuela García. According to the union, the unfulfilled promises and the lack of effective measures continue to seriously affect health transport and health personnel in the Pitiusas.

UGT recalls that last October 15, the councilor and the general director of the Servei de Salut, Javier Ureña, announced the arrival of 246 new health vehicles for the entire community, ensuring that the fleet would be renewed in November, after having already delayed the process since September. However, this week they reported a further postponement: the ambulances will not circulate until December, arguing that many of the vehicles «are still being manufactured in Galicia».

The union considers that this new delay is evidence of «improvisation, mismanagement and serious non-compliance with commitments«, warning that the situation «puts both professionals and patients at risk«.

The LIMA operating resource, «a pending promise».

The GSAIB has announced that the LIMA operational resource, a unit already active in Mallorca and Menorca, will soon be launched. UGT has also denounced the labor situation in the GSAIB in the Pitiusas, where ten health emergency technicians have filed complaints of harassment, humiliating treatment and homophobic comments attributed to the head of the service in the islands.

Although the Conselleria de Salud reported the opening of an internal investigation, the union ensures that no precautionary measures have been taken to protect the affected workers. «From the information we have, there will be more complaints in the coming days, due to the hostile and tense atmosphere in the service,» warns UGT.

80% of the workforce is unable to drive the new ambulances

Another problem pointed out by the union is that 80% of the scheduled medical transport personnel cannot drive the new vehicles, as they require a C license due to their weight of 4,000 kilos.

Councilor Garcia has attributed this situation to the previous government, but UGT describes the argument as «ridiculous«, recalling that the current administration «has been responsible for the design and acquisition of the vehicles«.

In addition, the union denounces that the improvised modifications in ambulances -such as the elimination of hydraulic ramps, the reduction of seats or the removal of ergonomic and safety devices-could have serious consequences for the safety of workers and patients, in addition to generating an economic overrun for the public coffers.

UGT calls for immediate action and greater dialogue with the social partners, demanding that Councilor Garcia «stop acting unilaterally» and convene a negotiating table with representatives of the sector.

If this continues, the design error will be small compared to the consequences of not having the expertise of the staff,» the union warned.

UGT insists that the lack of planning is generating cost overruns, labor tension and risks in healthcare. «Improvisation and lack of seriousness are being paid for with public money and with the health of workers and patients,» the organization concluded.
