The Port Authority of the Balearic Islands (APB) is looking for land to establish in the port the future «Logistics Activities Zone» (ZAL) in the port of Ibiza, an area specifically designed to concentrate, organize and optimize all logistic-port operations associated with the movement of goods.

Two offers

Two bidders have been submitted to this tender: Mc Valnera SL and Teirlog Ingeniería SL.

After analyzing the proposals, the Contracting Authority has proposed the award of the contract to Teirlog Ingeniería SL. for 87,500 euros. on December 2.

In the answers to the allegations -which is in the possession of La Voz de Ibiza-, the Port Authority explains that «the Special Plan includes a summary of the main traffics that operate in the port of Ibiza, as well as their evolution and growth forecasts».

In this sense, he remarks that «this issue is a general aspect of the strategy and development of the port of Eivissa defined by the APB and is not a specific object of the Special Plan, although logically it has been taken into account in the proposed planning».

The Port Authority of the Balearic Islands (APB) presented to the Navigation and Port Council of La Savina the state of execution of the projects currently underway and the investment plan foreseen for the coming years. In addition, the second floor of the Captaincy building has been refurbished to improve work spaces and user service.

The APB is also making progress in the renovation of fenders on the docks, an essential intervention to increase safety during docking maneuvers and ensure more efficient operations.

Betting on a unique marina

One of the projects with the greatest strategic scope is the creation of a single marina, based on a unified management model for moorings, commercial premises and parking spaces. Lies and truths

25 years of concession

Both GxF and PSOE have criticized the 25-year concession term. Alejandra Ferrer, president of GxF, has stated that this «will convert theport of La Savina into a monopoly, increasing the prices of moorings and commercial premises, and turning its back on recreational boating.»

Along these lines, also in statements made during a talk show on Ràdio Illa, the socialist Ana Juan said that «the fact of granting a single concession is to create a monopoly, and monopolies are never good».

While Hugo Martínez, councilor of Sa Unió, added that «we consider that a 25-year monopoly, a priori, is not something positive for our island and we do not know the pros and cons of what this means. Therefore, it is very difficult to position ourselves in favor of this initiative. We need the port, as the main point of entry and exit of our island, to be as fair as possible for our citizens, to have more life and, of course, that the benefits are not only for a few».

It is true: the concession will be for 25 years, as advanced by the APB. What is striking is that GxF and PSOE encouraged to give the so-called Yacht Club of Formentera the eastern dock (which accounts for 60% of the total number of moorings of the port) for the same number of years and with a practically derisory investment with the aim of promoting nautical activities and, mainly, access to affordable moorings.

At the time, both parties supported «unconditionally» this procedure under the figure of competition for 25 years in favor of the CNF, to manage 91 moorings with a total investment of 1,200,000 euros. That is, a fee of 48,000 euros per year.

The APB has justified the unification of the docks into a single one in that the greater efficiency of space and resources has allowed new mooring points and lower operating costs to emerge, which will result in lower rates than under the current two-dock model.

Investment in La Savina

The left-wing groups have also warned that the minimum investment required from the concessionaire is 18 million euros, which will cause an increase in the prices of moorings and commercial premises.

«This will automatically mean that the concessionaire will have to recover that money and, consequently, raise the prices of moorings, commercial premises, etc. And the APB already makes enough profit from the port of Formentera to make the necessary reforms and investments without the need to privatize its management for so long,» Ferrer said.

However, according to official information from the APB, the company awarded the contract will have to make a minimum investment of 15 million euros. Precisely, the long term is a response to the important disbursement that the winning company will have to make, contrary to the logic argued by Ferrer.

It is that the 25 years favor the amortization of the investment. The math is simple: a shorter concession period will inevitably lead to an increase in the price of moorings and rents for commercial premises.

Social ties

«Mooring prices have no set limit. There is no space reserved for small private boats at affordable prices. There is no dry marina area». said the GxF spokeswoman.

The Offshore Power Supply System (OPS) is a technology whereby ships docked in a port are connected to the shore power grid. This allows for great savings in greenhouse gas emissions, as well as reducing noise pollution. This system is somewhat more common in other European countries (mainly in the north), but there are few experiences in Spain. Soon, one of them will be in the port of Ibiza, in the Pantalán Sur Botafoc.

Earlier this year, the Balearic Islands Port Authority (APB) had awarded the project to the Mallorca-based engineering and integrated installations company Sampol.

However, the beginning of the works has no date yet. According to what the APB has informed La Voz de Ibiza, a special appeal has been filed before the Central Administrative Court of Contractual Resources (TACRC) and the signing of the contract is pending. At the moment, «the award is suspended by the Court». The appeal, which is common in tenders of this type, has been filed by Spark, which came second in the bidding.

«We are optimistic in carrying out the works, we believe that the appeal will not move forward. We hope that it will be resolved in the short term,» Pedro Andreu Llull, responsible for the project, told La Voz de Ibiza.

The works

In the event that progress is made with the original contractor, Sampol’s work plan involves a 12-month execution period (from the time of TACRC’s decision) and an estimated budget of 4,689,400 euros.

The project consists of building and installing two OPS substations that will supply electrical energy with higher power (50 or 60 Hz) and with the possibility of providing service at each dock at both low (400V) and medium voltage (11kV). This will allow supplying fast ferry and ferry type vessels respectively.

While each of these stations will be able to supply power to both types of vessels, one substation will be assigned for fast ferries and one for ferries. However, this may change depending on the dynamics operating in the port.

«It has that flexibility depending on the use that is going to be given in the Botafoc South Marsh. Each of these substations will have a specific use in principle, but will serve as a reserve for other types of vessels,» said Andreu Llull, who is a civil engineer.

In addition to the installation of the two substations, the works also involve theextension of the 15kV medium voltage electrical network, theinstallation of a Transformer Station on each of the alignments of the Botafoc South Jetty and the installation of the conduitsand wiring to feed the necessary switchboard next to the jetty.

Despite the fact that the original wording of the APB project also talked about electrical connection to land for cruise ships, these large ships have been left out of the initiative. Even when it comes to the ships that generate the most maritime pollution. «Today the infrastructure on the islands to provide the necessary power to serve cruise ships is not viable. It is a logistical issue,» the port authority had clarified.

Reduced impact on the port

The specialist explained that «these substations are standardized ISO-type containers, inside which the electrical equipment is assembled, such as transformers, switchboards, voltage and monitoring systems. All this is integrated into a container, which once it arrives at the port only needs to be planted».

This, said Andreu Llull, results in «a much lesser impact on the port», since «only the port is affected in the civil works of pipelines and foundations, works that we will coordinate with the port’s operations».

In fact, in Palma, where three years ago Sampol installed a pioneering OPS system in Spain, «the dock was in constant use throughout the work». In other words, the works are in line with the normal operation of the port.

In order to be able to use the OPS system, ferry or fast ferry type vessels must have certain technology. Several of the vessels are not ready, but, according to Andreu Llull, «simple adaptations can be made, which do not imply a great cost».

Emission savings

As Sampol explained on its website, the emission of sulfur dioxide (SO2), nitrous oxides (NOx), primary particulate matter (PM), volatile organic compounds (VOC) and carbon dioxide (CO2) «from the national grid generators is much lower than that of the ship’s auxiliary engines.»

At the same time, the OPS system «allows the generators to remain off, avoiding the generation of noise and vibrations».

Can the emissions savings from such a project be quantified?

According to the Sampol specialist, values can vary greatly depending on the activity of each shipping line. «For example, it depends on whether they spend the night in port. In Palma, a Balearia vessel is connected all night long. If this were not the case, the ship’s engine would be on all night with much higher emissions.»

Although the values, as mentioned, are variable, the consulting firm Inova Labs has estimated the reduction of emissions that the implementation of the OPS system can imply: 96% of nitrogen oxides, 36% of sulfur oxides, 68% of particulates and 45% of CO2.

Lessons

While OPS installations are already recurrent in Nordic countries and Germany, and one of the strategies promoted by the World Ports Climate Initiative for the decarbonization of ports, this type of system is still incipient in the rest of the continent.

In Spain, Sampol installed the first medium-voltage ship shore power infrastructure in a commercial port when it brought the OPS system to the Port of Palma in 2021. It then began work of the same type in Las Palmas, and recently the company has been awarded the contract to provide electrical connection to ships in the Port of Valencia.

In turn, within the framework of the «OPS Master Plan for Spanish Ports» project, works have been carried out or are being executed in ports such as Santa Cruz de Tenerife, Alicante,Algeciras, Barcelona and Cadiz.

Andreu Llull believes that the experience in Mallorca has taught lessons for the implementation of the new project in Ibiza. «We learned a lot from the works in Palma. Not only did we have to learn about European regulations, because they are relatively new facilities, but it has also taught us the execution of working on a working pier. Luckily we have experience in airports and that has served us well, as both are environments with traffic of people and vehicles.»

He is head of the Operations and Environment area of the Balearic Islands Port Authority (APB), and the person responsible in the archipelago for the COSMIC project, a European Union (EU) initiative that seeks to find energy solutions based on Artificial Intelligence. «It is an innovation project aligned with the Green Pact, which seeks energy savings to decarbonize through the use of technology and, especially, Artificial Intelligence,» adds Martín, an engineer with 17 years of experience in the APB, the last six in areas related to the environment. COSMIC includes 21 partners with different environmental initiatives in eight countries (in addition to Spain, there are Belgium, France, Finland, Portugal, Germany, Sweden and Poland). The project has a total budget of 10 million euros, fully funded through the EU Horizon Program. APB ‘s will be one of 14 pilot cases (the only one involving port areas) that will be evaluated over the next three years. The five APB ports will participate in the initiative: Palma de Mallorca, Alcúdia, Mahón, the port of Ibiza and the port of La Savina,

-Why was APB chosen to carry out one of the pilots?
-AI requires data. APB has a smart metering network at the electric level. We have real-time consumption of all our electricity meters and this has been a handicap. Because what we are looking for is to see the future energy demand of a nautical facility, taking into account that in the medium to long term many electric boats are envisioned. These data of the meters in our five ports are those that we are going to make available to the consortium.

-The objective is to be able to prepare for the energy that is needed at any given moment.
-Exactly. And in that sense, to continue with your previous question, the APB has another advantage: we have the capacity to laminate energy demand through port tariffs. We could modify user behavior through more economical schedules, encouraging certain demand to occur in certain time slots, and modify the peaks. This would allow us to satisfy port user demand without very specific peaks.

-What other legs does the project contemplate?
-In addition to this use case of energy demand for electric vessels, the APB wants to raise in this project the possibility of planning the energy demand of maritime terminals. Having in real time information of the ships entering a port and the passengers they carry, this could help us to know the electrical demand in a terminal, for example, related to lighting and necessary air conditioning.

-How does this forecast serve to save energy?
-For example, in Palma we are currently installing a hydrogen fuel cell. And knowing the consumption of that battery according to the arrival of ships would allow us to optimize its hydrogen replenishment.

Illusion in Ibiza

COSMIC contemplates a diverse range of energy efficiency initiatives in areas beyond the port. For example, a pilot project in Portugal will explore vulnerabilities to flooding events to create inclusive coverage; another, from the Andalusian Community, will attempt to provide solutions to energy poverty in social housing. In the case of the Balearic Islands, the budget allocated for the pilot is 415,250 euros. «The planning of port cargo infrastructure presents a paradigm shift in the industry’s transition to cleaner energy sources,» justifies an official project document. Martin is excited that, from COSMIC, to be able to «demonstrate how technologies based on Big Data can provide tools, empower solutions and create systems for key applications in different industrial ecosystems, which can be replicated at the European level.» This, he points out, is especially valuable, considering the future use of renewable energies.

-How can the results of this project impact the port of Ibiza?
-In Ibiza, this project generates a lot of excitement, because the island is working on initiatives to generate renewable energy, such as wave power. So, anticipating the energy demand will be an advantage for the design of the necessary storage batteries.

Wednesday’s visit of the president of the Port Authority of the Balearic Islands, Javier Sanz, to Formentera resulted in the confirmation of the news that actually everyone expected: the marina of the port of La Savina will be managed by a single company for a period of 25 years. The future of La Savina

Accompanied by the president himself and the only Sa Unió councilor who remains in the government as a member of the APB Board of Directors by appointment of the Plenary of the Consell, Artal Mayans, Sanz met with representatives of Sa Unió, Gent per Formentera and PSOE. -Yes, one thing is my personal opinion and another thing is that the president is not a dictator. We had a meeting of spokespersons, in which I was despised by the opposition, by the way, and that is what they told me.

-A coherent person. He has shown that he does not follow the line of Sa Unió, that he has come to work.

I don’t have any inconvenience and we are in communication. I let him work and when he needs me, he knows where to find me.

I am grateful that he has stayed, he manages very important issues such as Tourism and Housing. I don’t need him to back me up as such, the fact that he is doing his job is enough.

He is an example of how we could govern with Sa Unió: we don’t have to be friends and have coffee together. What we have to do is to work, as we are doing with him and me now.

-Did youlike the video that Turismo took to the World Travel Market?

-No, not at all. I hadn’t seen it before. I didn’t like it. I think it is a mistake on the part of the Consell. The Consell should avoid advertising private companies and less in this case, when it is seen that it is with full intention.

You can promote the kiosks as part of our offer, but you do not have to promote private businesses.

We should have been more cautious, with everything we know so far.

Formentera has much more to offer. And I do not think that public funds should be used to make a video of something that next year may not be so. Surely there will be kiosks, but we do not know if they will be these or not, or what names they will have or under what figure they will operate.

So I was surprised that the Tourism Councilor did not show it to me, at least as a detail. I don’t know if it was Mayans’ idea and I don’t know what led him to give that message.

The new concession to operate the Marina Botafoc marina will have a term of two years plus a third extendable one. It will be a new Temporary Occupancy Authorization (AOT) of a minimum of 24 months and a maximum of 36 months depending on the date of final approval of the Special Plan of the Port of Ibiza, an instrument that is initially approved, pending the resolution of the allegations filed and the final approval, for which there is no date. This was approved by the Board of Directors of the Port Authority of the Balearic Islands in the session held on Wednesday. The term of operation of the new concessionaire will begin in March 2025. It will be, therefore, two more years, at least, of interim in a concession that requires significant investments. In fact, the Special Plan contemplates a deep remodeling of the whole area. La Voz de Ibiza had already advanced that these were the intentions of the Port Authority of the Balearic Islands in relation to one of the jewels in the crown of the port of Ibiza. At least for its interests because of its economic contribution to the coffers of the port authority. Not in vain, the APB earns a whopping 10 million euros per year fixed and 4% of the turnover of the concessionaire. The APB has justified the new patch contrary to a long-term concession, between 20 and 30 years, which allows to amortize the important investments that «this installation requires», in the absence of the Special Plan. The object of this contest is the choice of the most advantageous solution for the granting of an administrative concession for the management and operation of a plot of ninety-seven thousand square meters, of which forty-three thousand square meters correspond to land area, on which stand a series of buildings for commercial uses, a service station for the supply of fuel to pleasure boats and an area for docking and repair of boats. In addition, more than fifty-four square meters of water mirror are contemplated in which the mooring service is provided to 432 boats distributed in five pontoons. The annual occupancy tax will be 2,215,013.76 euros and the activity tax is established as 4% of the turnover.

Investment and royalty

Now that the term of the concession has been revealed, the structure of the bidding documents that will determine the criteria to be met by bidders and the weight of the fixed fee to be paid by the concessionaire, a sort of rental of the facilities, is yet to be determined. the technical proposal and the investments to which the concessionaire may commit.

This model is the same that has been used in the case of the facilities that had been occupying the Club Nautico de Ibiza and are now in the hands of Port Nautic Ibiza, of Ports and Sustainable Coasts. The nautical employers Pimeef, with its president Ramon van der Hooft at the head, had redoubled its pressure in recent weeks to avoid a new patch in the form of temporary authorization. To no avail. «The port has deficiencies in sanitation, electrical and lighting networks,» lamented from the nautical employers, stressing that the pavement is also in deteriorated condition, adversely affecting stores and restaurants operating in the area. The skyrocketing prices are also in the spotlight. If the concessionaires pay a lot to the Balearic Port Authority to take the concession, it is inevitable that this amount will be passed on in the rates of moorings and premises. » It is essential to prioritize the adequacy of the sanitation and lighting networks, the improvement of the pavement and pontoons, as well as the general cleanliness and commercial aspect of the port, above the economic fee offered,» insists the association.

Millionaire royalty

The current concessionaire of Marina Botafoch is Ocibar under a Temporary Occupancy Authorization for 18 months, extendable for a further nine months, as it will be. The company pays 9.6 million euros a year to the Port Authority for the operation of the area, plus 4% of all revenues. Ocibar itself was the company that won the previous authorization, in this case another 2+1, starting on December 30, 2022. It was an illegal award, according to a ruling by the High Court of Justice of the Balearic Islands. It should have won Servicios Portuarios Botafoch, SL, whose sole administrator is the lawyer Francisco Javier Jiménez de Cisneros, who is also behind 12 Millas, the company that denounced the rigging of the Ibiza Yacht Club investigated under the case ports. And is that the offer of Ocibar breached the bases as it contemplated more transit moorings, the most lucrative, than those authorized. Incomprehensibly, the Port Authority did not exclude the offer for this reason and gave it for good with corrections, which was key to its nullity.

Area 6: demolition and parking

Marina Botafoch is one of the areas that will undergo a major transformation once the expected Special Plan has been approved. The current nautical-sports, catering and commercial uses and the current building will be maintained, although the two current apartment buildings will be demolished, as residential uses are prohibited in the port area, except for own staff. New ones will be built for port services. In addition to the remodeling of the port infrastructure, the plan calls for a subway parking garage.
