The City Council of Sant Josep approved this Thursday in ordinary plenary session the contracting file of the new comprehensive service that will ensure the supply, maintenance, repair, cleaning and storage of municipal equipment of the 22 beaches and bathing areas of the municipality, a contract valued at 1,353,771.90 euros for the next five years.

The agreement responds to the need to maintain in optimal conditions facilities exposed to intensive use and inclement weather, especially after the closing of the bathing season.

The service includes the overhaul and overhaul of elements such as access walkways, information signs, public toilets, rescue modules and towers, rentapeus and stairs, among other essential devices for users. The contract is divided into three lots, one of them reserved for special work and insertion centers, with the aim of promoting labor inclusion in the municipality.

Other resolutions of the plenary session

The municipal plenary also approved the price review for the 2025 fiscal year of the outdoor public lighting concession contract, an update that will allow the service to be adapted to current costs and guarantee the continuity of supply.

In addition, the modification of article 5 of the tax ordinance regulating the fee for the issuance of administrative documents was validated, in order to adjust its content to current regulations and clarify its application in municipal procedures.

Sant Josep also reaffirmed its commitment to the fight against gender violence in all its forms, stressing the importance of intensifying awareness, education and prevention among children, adolescents and youth.

The plenary recognized the essential work of caregivers, both professionals and family members, stressing the need to move towards a more accessible model of care, with greater resources and better coverage for dependency in the municipality.

Finally, the green light was given to the effective implementation of a bonus linked to the use of the dejaderías in the receipt of the waste tax, a measure that will be applied as soon as it is technically and legally feasible, in order to encourage a more responsible and sustainable management of municipal waste.

The lifeguards of Sant Josep have carried out this season 5,400 health assistance, according to the balance presented by the City Council. Of the total, 81 interventions required external support, either by ambulances or advanced medical resources, as explained by the Consistory at a press conference held in Ibiza.

The service -which began in April- operated until October 31 at 11 beaches in the municipality, where, during the busiest months, a team of 57 professionals was deployed.

Prevention and first aid

Throughout the season more than 88,500 prevention actions were carried out, a figure which, according to the City Council, consolidates the safety in the bathing areas. Among the most common incidents were minor injuries (2,377), jellyfish stings (2,344), lipotimias (118) and heat stroke (63).

The rescue team performed 244 water rescues, one of them with special relevance for allowing the successful recovery of a person who had suffered a drowning episode, as confirmed by those responsible for the service.

Attention to people with reduced mobility

The bathing support program for people with reduced mobility accounted for 227 assistances, a service that the City Council considers «key» to ensure universal access to the beaches of the municipality.

In the environmental field, the device of boats completed 1,368 anchoring controls on posidonia meadows and detected 279 cases of incorrect anchoring. The Consistory stressed that these actions are part of the awareness campaigns that are developed each year to protect the marine environment.

Sant Antoni de Portmany has once again placed itself at the forefront of sustainability in the Pitiusas. For the fifth consecutive year, the municipality has revalidated the Ecovidrio Green Flag, an award that recognizes the towns most committed to the circular economy, waste management and the promotion of recycling.

In this sixth edition of the summer campaign #MovimientoBanderasVerdes, Sant Antoni has obtained the best results in the Balearic Islands, consolidating itself as an environmental benchmark.

A clean-up day with an educational spirit

As a reward for its performance, the municipality was awarded with a beach cleaning day in Cala Gració, in which the City Council of Sant Antoni, Ecovidrio, Paisaje Limpio and a hundred students from CEIP Sant Antoni and CEIP Sant Rafel participated.

The activity, which managed to remove 2.2 tons of waste from the coast and seabed, was attended by Mayor Marcos Serra, the Councilor for the Environment Pepita Torres, the coordinator of Ecovidrio in the Balearic Islands Ivan Tolsà and the director of Paisaje Limpio Inés de la Paz.

Serra stressed that «for the fifth consecutive year we have revalidated the Green Flag, the result of the joint work of the Department of Environment, the UTE Portmany, establishments and residents of the municipality». He added that this day «serves to reinforce environmental awareness, especially among the youngest».

Leadership in recycling and hospitality commitment

Sant Antoni has positioned itself as the most involved municipality of the Balearic Islands in the campaign, according to the coordinator of Ecovidrio, Ivan Tolsà, who stressed that 734 tons of glass containers were collected during the summer, the highest figure among the 31 participating municipalities.

He also highlighted the involvement of the HORECA ( hotel, restaurant and catering) sector, with 99.5% active participation, which has contributed to the success of the initiative. «Glass is an infinitely recyclable material and its proper management contributes to the fight against climate change and the promotion of the circular economy,» explained Tolsà.

Results that reinforce local sustainability

During the months of June, July and August, Sant Antoni de Portmany collected 734,420 kilos of glass, avoiding the emission of 426 tons of CO₂ into the atmosphere.

Ecovidrio’s #MovimientoBanderasVerdes campaign rewards each year the involvement of municipalities and the hospitality industry in the correct management of waste. The awards are based on selective collection, the participation of the hotel sector and municipal communication and awareness-raising activities.

With this new recognition, Sant Antoni reaffirms its position as an environmental reference in the Pitiusas, consolidating a model of sustainable management that unites institutions, companies and citizens in caring for the environment.

Formentera has concluded the lifeguard season 2025 without recording any drowning fatalities and with an overall decrease in incidents, according to the official balance of the Rescue and Lifeguard Service. During this period, 723 medical assistances were attended, 58 aquatic interventions were performed and 561 preventive actions were carried out, figures that represent a decrease compared to the previous year.

Compared to 2024, health care assistance decreased by 52.5% (from 1,523 to 723), preventive actions decreased by 64.3% (from 1,572 to 561) and aquatic interventions decreased by 20.5% (from 73 to 58).

The state of the beaches

The beach of es Arenals concentrated most of the interventions, while in Levante there were no rescues. The service also maintained its commitment to accessibility, with 44 assistances to people with reduced mobility, thus ensuring equal access to bathing areas.

As for the sea conditions, the campaign was marked by a large majority of days with green flag (754 days), followed by 148 with yellow flag and 56 with red flag, mainly on the beaches of Levante and es Arenals. In addition, 24 days were counted with the presence of jellyfish, being Cala Saona the most affected area.

Training and professionalization of the team

The system consisted of a general coordinator, five supervisors and twelve lifeguards, all of whom were trained in rescue, first aid and the use of defibrillators. Throughout the season, training activities and practical drills were carried out to reinforce the technical preparation of the personnel.

The Balearic Islands closed 2024 with 27 deaths due to unintentional drowning, a reduction compared to the 32 cases in 2023. Although this decrease is positive, the archipelago remains in seventh place among the autonomous communities with more deaths from this cause, according to the National Drowning Report (INA) prepared by the Royal Spanish Federation of Rescue and Lifesaving.

The national panorama

Statewide, drowning deaths totaled 471 cases in 2024, up from 422 in 2023. Andalusia leads the statistics with 72 deaths, followed by Galicia(64) and the Valencian Community and the Canary Islands, both with 63 deaths each. The Balearic Islands, with 27 cases, shares similar figures with Castilla y León, which recorded 28 deaths.

Beaches, the most dangerous places

In Spain as a whole, 51.8% of drowning deaths occurred on beaches, with 244 deaths. They were followed by rivers with 85 cases (18.05%) and swimming pools, with 57 deaths (12.1%). Lack of surveillance continues to be a critical factor, as 213 deaths (45.22%) occurred in unsupervised locations, while only 66 incidents (14.01%) were recorded in areas with lifeguard services.

The profile of drowning in Spain

The report points out that drowning victims are mostly men over 55 years of age(81.5% of cases), of Spanish nationality(85.6%). Summer continues to be the most dangerous season, accumulating 269 deaths, representing 57.11% of the total.

A call to action in the Balearic Islands

Although the Balearic Islands recorded five fewer deaths than the previous year, the data reflect the need to reinforce safety measures on beaches and other aquatic areas. Vigilance and awareness are key to reducing risks, especially during the months of greatest tourist influx and activity at sea.

The Ibiza Local Police reported through its social networks about the discovery of submerged batteries in front of the Ses Figueretes breakwater, a fact that highlights the environmental impact caused by irresponsible behavior. The rapid intervention of the Special Group of Underwater Activities (GEAS) of the Civil Guard allowed the removal of this dangerous waste from the sea, avoiding possible damage to the marine ecosystem. The discovery was made thanks to the action of a citizen who, after detecting the batteries at the bottom of the sea, went to the Local Police to report the situation. The quick coordination between the municipal agents and the GEAS of the Civil Guard was the key to resolve the incident efficiently. The Local Police highlighted the importance of citizen collaboration in these cases and publicly thanked the neighbor who gave the alert, describing his action as exemplary.

Hazardous waste at sea: a serious problem

Batteries, considered highly polluting waste, represent a serious threat to marine fauna and flora. In addition, their degradation releases harmful chemical substances that affect water quality and the balance of the ecosystem. For this reason, local authorities are calling to reinforce environmental responsibility and avoid acts such as that of the person who threw this waste into the sea.

The State Meteorological Agency (Aemet) has indicated that this autumn will be warmer than usual in Ibiza and Formentera, although rainfall will be at normal levels. In this quarter, it is expected to fall around 180 liters per square meter (l/m²) in Ibiza and 130 l/m² in Formentera, typical values for this time of the year. The summer, meanwhile, has left a significant mark on the climate of the Pitiusas. With average temperatures of 25.4 degrees in Ibiza and 25.8 degrees in Formentera, and heat waves that reached peaks of up to 39.2 degrees in Sant Antoni, the summer season was warmer than usual.
