The liberalization of land and the possibility of studying 50% in Spanish and 50% in Catalan. These are the demands that Vox has to support autonomic budgets for 2025. This was made known in his recent speech in the Balearic Parliament Manuela Cañadas, spokeswoman for the party.

In any case, Cañadas has clarified that Vox has not had any contact with the Govern nor with the PP to discuss the budgets. On the other hand, they have had contacts with the Government to negotiate other laws and decrees that will be presented soon.

Soil and education

In relation to the liberalization of land, Cañadas has stressed that it is an «essential» measure to be able to support the budget. In his opinion, the liberalization of land and the change of uses would allow progress to be made in the housing problem.

«We believe that there is a very serious housing problem and that only by liberalizing the land and changing the uses can progress be made on this issue. If we do not change the use of the plots that the left made them rustic so that now they can be buildable again, we will not move forward,» the spokeswoman said.

Likewise, on the language in education, he remarked that his party defends the free choice of language but that, not having a parliamentary majority, they have to adapt and come closer to what the PP defends: «If we were in the Government there would be schools where you could study exclusively in Catalan and others in Spanish, but not being in the Government we ask that you can study in Spanish and Catalan at 50%».

Almost a month ago, Vox had said it would support Budget 2025 in exchange for «linguistic freedom».

Details

The Conseller of Finance and Economic Management of the Consell, Salvador Losa, explained that, after analyzing the allegations presented by the socialist group, these have been dismissed in a report drafted by three national technical skills of the institution, as they referred to technical issues already amended. Losa has highlighted that the Consell will have 168,188,540.89 euros destined «to policies

to meet the most immediate needs and challenges faced by the Ibizan society such as the problem of access to housing, the fight against intrusion, or saturation». The conseller has highlighted the following contributions of the budget:

  • 4.2 million euros earmarked for a shock plan to fight intrusiveness.
  • 3 million euros to activate housing policies in all the municipalities of the island.
  • The increase in the Basic Benefits Plan, which amounted to 3.2 million euros.
  • The item to start developing the new public transportation contract.
  • The start of «important projects to improve the safety of the island’s road network, such as the Cazadores crossroads, the traffic circle at the entrance to San José or the improvement of Can Guillamó».
  • Projects in waste management («an item of 15 million euros has been foreseen to be financed by the CAIB and remainders to execute the works planned to minimize bad odors in the Environmental Area of Ca na Putxa»).
  • The construction of the Sa Blanca Dona multidisciplinary pavilion and the Sa Coma Motor Park.

«And all this is, in short, a draft budget aimed at, with work and firmness, to combat the main problems affecting the citizens of the island, to be a useful and active administration,» concluded Losa.

]]>
The University of the Balearic Islands (UIB) has given its approval to the budget for 2025, which amounts to just over 202 million euros, 17.5 percent higher than the 2024 accounts.

The university center has explained that this growth will allow«strengthening the strategic lines of action in educational quality, research and knowledge transfer«, in addition to «progress inenergy efficiency and implementation of sustainable technologies«, with the goal of becoming a CO2 neutral campus in 2026. Most of the UIB budget is of a finalist nature, with the objectives of fully covering staff costs, increasing the number of UIB investments and financing multi-year commitments for undergraduate studies, among other issues. The rest of the UIB’s income comes from public prices and finalist investments, such as research projects obtained by competitive means. As for expenses, these are presented in three large blocks, divided into chapter 1-personnel-, which represents 53.4% of the total budget, which «allows to improve and consolidate the teaching and research staff and technical staff, management and administration and services. Chapter 6-investments-, which has experienced an increase of more than 16.6 million euros, and Chapter 2 -current expenses and maintenance of the campus-, represent the other two major items.

Investments to move towards climate neutrality

The UIB has indicated that the investments reflect the university’s desire to «promote wide-ranging strategic projects», especially in the areas of sustainability, research and infrastructure improvement. The resources allocated to this chapter come largely from European funds, such as Next Generation, which finance investments aimed at energy self-sufficiency. These actions include the installation of photovoltaic systems, improvements in the thermal insulation of buildings, optimization of air conditioning and lighting systems, among others. These measures, in addition to helping to reduce environmental impact, enable the university to move towards climate neutrality. In terms of infrastructure, key actions will continue in 2025, such as the third phase of work on the Mateu Orfila i Rotger buildings and the scientific-technical services and university research institutes, the maintenance of the Balearic Complex for Research, Technological Development and Innovation, and the fourth year of funding for the refurbishment of the Mateu Orfila i Rotger and Ramon Llull (Pirep) buildings. «These investments contribute to reducing the environmental impact of the UIB and will also represent significant savings in the operating costs of the university to consolidate it as a benchmark in sustainability and energy efficiency,» they have argued.

The plenary session of the Sant Joan Town Council has approved its municipal budget for the year 2025, which amounts to 15,135,000 euros, marking an increase of 17.55% over the previous year. This increase puts per capita spending at 2,178 euros and reflects the Consistory’s commitment to the comprehensive development of the municipality, strengthening key areas such as infrastructure, public services and social assistance. One of the most important measures is the reduction of the Real Estate Tax (IBI), accompanied by a 50% rebate for those residents who install solar panels. These measures seek to encourage sustainability and reduce the tax burden of citizens, reinforcing the City Council’s commitment to care for the environment.

Increase in investments: over 25% of the budget

The investment chapter reaches 3,839,467 euros, representing 25.37% of the total budget and an increase of 27.20% over the previous year. These items will be allocated to key projects such as the modernization of supply networks with remote reading meters, the installation of a desalinated water pipeline in Port de Sant Miquel and the rehabilitation of rural roads within the Road Network Improvement Plan, which receives an increase of 15%.

The budget also includes works such as the renovation of beach walkways and parks in Sa Cala and Escoleta, the beautification of streets in Portinatx and Sant Miquel, and the adequacy of the parking in the town of Sant Joan.

Strengthening of subsidies: support for social and cultural projects

In terms of aid, the City Council has approved the largest subsidy item in its history, with an increase of 50%, from 494,000 euros to 770,825 euros. The initiatives include support for entities such as Caritas, AEMIF and the cooperative Eivissenca Porc Negre, as well as new lines such as the «Safe Rent» aid and funds for the rehabilitation of heritage elements.

Public works and social commitments

The remaining budget will allow to address projects such as the expansion of sports facilities, the rehabilitation of the port of Portinatx and improvements in educational infrastructure, such as the parks of CEIP Balansat and the soccer field of Sant Miquel. Also, funds will be allocated for the expropriation of a road in Sant Vicent and the resurfacing of Puig de Missa de Sant Miquel.

Statements by the Mayor

The mayor of Sant Joan, Tania Marí Marí, said that this budget reflects a firm commitment to the welfare of citizens and the sustainable development of the municipality. «We have designed a plan that not only addresses current needs, but also promotes a prosperous and sustainable future. The reduction of the IBI and the increase in investments are fundamental steps to improve the quality of life of our neighbors,» Marí pointed out. The City Council also thanked the support of the political formation Sa Veu des Poble, which voted in favor of the budgets, highlighting the constructive attitude of this group during the approval process.

]]>
The PSOE has issued harsh criticism against the budgets of the City Council of Ibiza for 2025, initially approved with an amount of 91.3 million euros, arguing that they represent «an inefficient management and far from the real needs of the citizenship». According to the socialists, the government team led by Rafael Triguero has presented «improvised accounts, with no vision of the city and full of false promises».

Reports of cutbacks in key areas

Among the main points pointed out by the PSOE are cuts in essential areas such as housing, mobility and social welfare. According to the socialist group, rental subsidies, which reached 500,000 euros in 2024, have completely disappeared in the 2025 budget. In addition, they criticize significant reductions in urban mobility (-52%), maintenance of parks and gardens (-49%) and aid to small businesses (-36%).

Socialist councilwoman Clara Rosselló stressed that these cuts reflect «a lack of commitment to the real needs of citizens», arguing that the budget «prioritizes spending on propaganda over necessary investments to improve the quality of life».

Increased spending on advertising and events

The PSOE has also pointed out as «inadmissible» the increase in the item earmarked for institutional propaganda, which in 2025 will reach 537,200 euros, which is more than double what was budgeted at the beginning of the legislature. Rosselló accused the municipal government of using these funds for «political self-promotion», while areas such as education, sports and children’s mental health receive less attention. They also regret that, while fundamental social services are eliminated, millions of dollars are allocated to parties and events. «In 2024 they planned 700,000 euros in parties and ended up spending 1.2 million. It is an example of their lack of budgetary control,» Rosselló pointed out.

Unimplemented projects and unfulfilled promises

The socialist group has also questioned the management capacity of Triguero’s team, mentioning projects promised in 2024 that have not yet been executed, such as the reform of Pere Matutes Noguera Avenue, the extension of Can Ventosa or the remodeling of Sa Peixateria. «They promise a lot, but the results are minimal. There is no planning or effective management,» concluded Rosselló.

The City Council of Sant Antoni has presented its budget for 2025, reaching a total of 50,732,750 euros, which represents a significant increase of 36.16% over the previous year. As explained by Mayor Marcos Serra, this increase is mainly due to the incorporation of a loan of more than 6.6 million euros, intended to finance key public works projects that seek to boost economic recovery and transformation of the municipality. The mayor stressed that these accounts reflect a firm commitment to improving municipal services, sustainability, sports and culture, positioning Sant Antoni as a benchmark in quality of life and local development.

Key infrastructure and services projects

Planned investments for the coming year exceed 11.6 million euros, with initiatives aimed at renovating urban, sports and social infrastructures. Among the most outstanding works are the creation of a boulevard on Vara de Rey street, the pedestrian connection between the Santa Agnès school and the urban center, and the remodeling of various sports facilities.

In addition, the City Council will allocate resources to the development of the Can Coix sports area, which will include new soccer fields, tennis courts and an indoor athletics track, consolidating itself as one of the most relevant projects of the municipality. In the area of urban planning, an initial budget will be allocated for the drafting of the new General Urban Development Plan, which aims to adapt the needs of the municipality to current and future challenges, marking a decisive step in territorial planning.

Strengthening security and social welfare

Public safety will also be a priority in 2025, with the creation of ten new positions for the Local Police, which will increase the number of officers from 59 to 69. In addition, the City Council will strengthen its Social Welfare and Youth areas, increasing rental subsidies and expanding after-school activities and summer programs for young people. The budget includes new lines of support, such as rental subsidies for people over 30 years of age, with an initial 50,000 euros, complementing the existing subsidies for young people. Support for NGOs such as the Red Cross and Caritas will also be increased, and additional resources will be allocated to social awareness campaigns and cultural activities.

Environment and sustainability as pillars of development

The Environment area will be one of the most benefited areas, with a budget of 13.2 million euros. Among the actions planned are the improvement of waste management, the acquisition of new containers and projects to promote sustainability, positioning the municipality as a benchmark in responsible environmental policies. Mayor Serra stressed that, despite the increase in garbage collection fees, which responds to national legal requirements, the City Council will continue with its tax reduction policy, lowering again the Real Estate Tax (IBI) to 0.68%, accumulating a reduction of 12.82% in three years.

A comprehensive plan for the future of Sant Antoni

The Councilor for Economy and Finance, Antoni Marí, said that this budget is the most ambitious in the history of the municipality and reflects the commitment of the government team with the welfare of citizens. For his part, the mayor stressed that next year’s accounts lay the foundations to consolidate Sant Antoni as a modern, inclusive and dynamic municipality, committed to sustainability and comprehensive development.

La entrada Cordoba’s last move: presents a historic budget before leaving the Consell de Formentera se publicó primero en La Voz De Ibiza.

]]>
In a scenario marked by political instability, the president of the Consell del Consell de FormenteraLlorenç Córdoba, has presented the budget for 2025, which amounts to 44,553,000 euros, an increase of 2.28% over the previous year. This announcement comes just a few days before his departure from the institution, after months of political tensions that have led to a motion of censure to be voted on December 27.

2025 numbers: a historic budget

The budget presented for 2025 is the highest in the historical series of the Consell Insular de Formentera and responds to the increase in tax collection, capital transfers and the allocation of European Next Generation funds. These resources will make it possible to make important investments in infrastructure, sustainability and public services. Spending on personnel stands at 19.9 million euros, representing 44.75 % of the total budget. In addition, it includes the 100 % implementation of the professional career, a plenary agreement approved in 2019 and which was initially planned for 2026.

4.07 million euros are earmarked for investment, complemented by European funds that will enable strategic projects to be carried out. Among the priorities are road improvements, renovation of drinking water infrastructures, urbanization of residential areas and the creation of a shelter home for unprotected minors.

Revenues and demands: financial balance amidst challenges

The Consell’s income comes from two main sources: municipal taxes, which will generate 21.4 million euros, and transfers from the State and the Autonomous Community, with 17.7 million expected by 2025. Córdoba pointed out that, despite the financial stability achieved, it is still necessary to negotiate new agreements with the Balearic Government to address pending challenges, such as the improvement of the road network and the refurbishment of critical infrastructures such as the Es Pujols sewage treatment plant. The increase in taxes is due, in part, to the implementation of the new garbage contract, which has increased waste management expenses. This increase has been reflected in the budget to guarantee the sustainability of the service.

Priority works and commitments to the island

Among the most important investments for the coming year are projects such as:

  • Renovation of drinking water tanks in Sant Ferran and Ca Marí.
  • Second phase of urbanization in Es Pujols and Ca Marí.
  • Improvement of the accesses to the municipal soccer field.
  • Creation of a foster home for minors.
  • Rehabilitation of the house des Telégraf and Can Ramon.
  • Investments in recycling plants and water supply in sports infrastructure.

The Consell will also continue to advance in the connection of the Ca Marí nucleus with the general sewage networks, financed through the Sustainable Tourism Tax.

A farewell in the midst of the political crisis

During the presentation, Cordoba acknowledged the difficult political situation that the Consell de Formentera is going through and justified the preparation of these budgets as an attempt to ensure administrative continuity and respond to the needs of citizens. «The interests of Formentera must be above any political interest,» he said. With the motion of censure scheduled for late December, the future of the Consell will be in the hands of a new administration. However, Cordoba expressed confidence that the projects presented can be approved and executed, regardless of the change in leadership.

The Ibiza Town Hall has presented this Wednesday the budgets for 2025, with a revenue forecast of 91.3 million euros, an increase of 2.44% over 2024. Among the most outstanding measures is the recovery of the Casa de la Música, investments in key infrastructures and an ambitious collection of 2 million euros in penalties for illegal tourist rentals.

Social and cultural commitment: budget axes

Mayor Rafa Triguero and Deputy Mayor Gema Marí have highlighted that the budgets seek to respond to the needs of citizens, especially in areas such as social welfare, culture and youth. The item of Social Welfare increases by 13.86%, reaching 6.5 million euros, while the Sports Board sees an increase of 12.54%, reaffirming the commitment to improve public services.

On the other hand, the Casa de la Música is presented as one of the great cultural bets of 2025, with a budget of 1.1 million euros, while the item for Youth grows by a remarkable 42.96%. These measures seek to revitalize the cultural and social offer of the municipality, encouraging the participation of all sectors of the population.

Illegal tourist rentals: the great challenge

One of the highlights of the budget is the plan to collect 2 million euros through penalties for illegal tourist rentals. As explained by the City Council, this measure seeks to combat real estate speculation and ensure fairer access to housing in a market that has been strained by the rise of this type of practice. In addition, these fines are intended to send a clear message to those who violate the regulations, protecting the social fabric of the island.

Investments that will transform Ibiza

The budget includes more than 8.3 million euros in investments aimed at transforming the municipality. Among the outstanding projects are the expansion of the Escoleta Infantil Can Cantó, the remodeling of emblematic streets such as Abad y Lasierra and Sa Graduada, as well as improvements in the cemeteries and the installation of photovoltaic panels to move towards a more sustainable energy model. In addition, sports infrastructures will also receive an important boost, with expansion works in the Ses Figueretes sports center and improvements in the tennis courts of Can Misses.

Inter-administrative collaboration for key projects

The City Council has stressed the importance of collaboration with other administrations to implement strategic projects. The rehabilitation of the Mercat Vell and Sa Peixeteria, the construction of the Es Gorg Low Demand Center, financed entirely by the Consell de Ibiza, and the improvement of the drinking water system to avoid salinization, a recurring problem on the island, stand out.

The president of the Govern, Marga Prohens, announced Tuesday in Parliament the withdrawal of the draft budget for 2025 in the absence of support to approve it after breaking off negotiations with Vox.

The leader of the PP has assured that«the conditions do not exist at this time to negotiate and approve the budgets» after Vox conditioned its support to Catalan ceasing to be a vehicular language in education, a demand that exceeds the «red lines» that Prohens is willing to accept. The extension of this year’s budget to next year has been confirmed in the same plenary session in which the PP and the left have agreed to postpone for a future session the repeal of the Law of Democratic Memory, an initiative of Vox that until now supported the Popular Party. On the other hand, the PP Government has obtained the support of the left to ratify a decree law that will correct the amendments of Vox to the Administrative Simplification Law that modified essential aspects of the linguistic policy, amendments that were approved two weeks ago due to an error in the vote of the popular group.

Vox announced Tuesday that it is willing to seek a pact with the PP to support the 2025 budget because the party of the Govern has been open to «negotiate ways of agreement on linguistic freedom».

After the approval of the accounts of the executive for next year was left up in the air due to the breakdown of negotiations between the two formations last week, Vox has assured that the PP offered last night to negotiate its demands in linguistic matters, which include the equalization of Castilian with Catalan in education and in the access to the civil service. In a statement, the far-right party says that reaching an agreement in this regard is «essential» to provide the PP with the votes it needs to approve the budget. «We reiterate our full willingness to dialogue inthe framework of absolute respect for the citizens and the commitments made to them,» stresses Vox, which claims to open «a real way to end the impositions in linguistic matters and return the freedom of citizens.» Santiago Abascal’s party is committed to maintaining this position «firmly» and trusts that the PP will act «without deceit» and will not allow itself to be «intimidated by the left».

The Consell de Ibiza has approved this Thursday the budget for 2025 amounting to 144.6 million euros, reflecting, they have said, «the political weight that Ibiza has regained in the Community», as stated from the institution.

The Councilor for Finance and Economic Management, Salvador Losa, has detailed that, among other items, in 2025 will be signed the contribution of six million of the Govern to implement investments in roads. Thus, the insular institution will receive, at least, 107 million from the Govern between legal financing, agreements, historical debt and funds from the Sustainable Tourism Tax. According to Losa, the personnel chapter will increase by 4.7 percent to 45.1 million euros, contemplating the increase in the salaries of the staff of the Consell and the School of Tourism, as well as the development of the Professional Career, «a commitment of this government team». The conseller has also highlighted the Municipal Cooperation Plan with three million euros to support municipal housing policies; the creation of the 24-hour crisis center for victims of sexual assault or 12 homes available to Social Services. Losa has highlighted that, in relation to public transport, the users of the T-General will have some bonuses in the ticket price and, among other examples, the airport bus will have a 70 percent discount for these users. The accounts also include agreements with the city councils to sign agreements for the recovery of the Ses Feixes environment or works to mitigate the odors of the landfill, among others.

The socialist group in the Consell de Ibiza has requested the withdrawal of the draft 2025 budget after denouncing more than 30 incidences that, according to them, do not comply with various regulations. The PSOE spokesman, Josep Marí Ribas Agustinet, has described the budgets as «serious irregularities», pointing out that they include «fictitious income» and an «abuse» of nominative subsidies. The Socialists have stressed that the internal audit reports point out significant problems in the drafting of the document, including the forecast income of 2.4 million euros from the liquidation of advances of 2024, an amount that, they explain, «should not be included in the budgets of 2025».

Criticism of personnel and grant management

Another of the PSOE’s concerns is focused on personnel expenses. Ribas has denounced that there is a «lack of provision of positions» and that there have been «significant» increases in concepts such as productivity and bonuses, without providing adequate justification. According to the spokesman, these problems reflect a «lack of control and planning» in internal management. Likewise, the socialist group has criticized the use of nominative subsidies, which amount to almost 4.8 million euros and, according to Ribas, lack the required justification and present other legal non-compliances. These items, he says, should be subject to greater control to ensure their correct use.

Fecoev, at the center of the controversy

The PSOE has also pointed to the public company Fecoev (Fairs and Congresses of Ibiza) as another critical point in the budget. According to Ribas, this entity has seen an exponential increase in funds under management, from 4.3 million in 2019 to 12.7 million expected by 2025. Of this figure, 6.6 million would go to tourism promotion. «Fecoev has become an appendix of the Consell to circumvent the civil service control,» he denounced. The audit reports, says the PSOE, warn of a «lack of detailed economic information» on the actions planned with this budget, which raises doubts about its transparency.

Requirement for reflection

The deputy spokesperson of the PSOE, Elena López, has warned that the «irregularities detected» mean that these budgets cannot be approved in their current state. Lopez has called on the councilors of the Popular Party to reflect before voting in favor of the accounts, highlighting the «responsibility and repercussions» that their support entails. The PSOE has formally requested that the government team of the Consell de Ibiza withdraw the draft budget and reformulate it in accordance with the regulations and corrections indicated by the technicians. According to the socialists, «these shortcomings not only affect the credibility of the institution, but also the confidence of citizens».

Vox has voted against the articles and sections of the regional budget bill for 2025. autonomic budgets for 2025 in the first vote during the meeting of the rapporteur.

With the vote against Santiago Abascal’s party , both the articles and the sections that will be voted on next week fall after the PP has issued two private votes. Consequently, in the meetings of the Commission scheduled from next Tuesday, the private votes of the ‘popular’ will have to be voted first in order to save the budget bill and thus continue with the parliamentary processing. Precisely, in the plenary session this Tuesday the spokeswoman of the parliamentary group of Vox, Manuela Cañadas, has accused the Govern of«arrogance» for believing that they can deceive them to approve the autonomic budgets of 2025, to which the president of the Islands, Marga Prohens, has replied that she will not allow «blackmail». This is what they have said after Cañadas asked the leader of the Executive about the foreseeable repeal of the 34 amendments of Vox to the law of administrative simplification that the PP approved by «mistake» last week, and that imply, among other things, the elimination of the Catalan language in the civil service.

The president of the Consell Insular de Ibiza, Vicent Marí, and the councilor of Finance and Economic Management, Salvador Losa, today presented the draft budget of the institution for the year 2025, which reaches 144,612,970.89 euros, a figure that represents an increase of 8.5% over the budget of 2024, which reached 133,278,902.11 euros. The president stressed that these accounts are intended to «address and meet the most immediate needs and challenges facing the Ibizan society», such as the problem of access to housing, the fight against intrusion or saturation.

This will have an increase of 23.5 million euros of extraordinary budget, reaching a budget of 168,188,540.6 euros to be managed by the Consell in 2025.

This extraordinary contribution comes from the insularity factor fund for investments in Road Network that will be subscribed with the CAIB in the amount of 6 million euros, and from two ITS calls: the extraordinary call of 2023 that reaches 4.8 million euros and, on the other hand, the 12.7 million euros corresponding to the ordinary call 2024-2025. Thus, in order to activate the policies aimed at combating «the problems that affect our island and threaten its social prosperity» the president explained that the budgets mark two axes that will define government action over the coming months (Axis I: People and Sustainability and Axis II: Infrastructure and Services), with the aim of achieving a balance between the two axes «because without balance there is no future».

Destination of funds

In the first axis, aimed at policies aimed at people and sustainability, Social Welfare will continue to be the most important and highest item in this budget with a total of 40.8 million euros, 13% more than the previous year. In this department, it is worth mentioning the increase of 500,000 euros in the Basic Benefits Plan, which reaches 3.2 million euros, the provision of 12 housing units for social services and attention to Women, the implementation of the 24-hour Crisis Center, and the increase in the item destined to the attention of minors, which reaches 8.9 million euros, 9.93% more than in 2024.

The 2025 budget of the Consell de Ibiza.

The attention to people will also be developed through the Plan 5 of Municipal Cooperation that throughout 2025 will be refocused to allocate 3 million euros to activate housing policies in all municipalities of the island. Marí has advanced that, also related to this will to address the social problems arising from the lack of housing, for 2025 is planned to launch an ambitious plan of shock against intrusiveness, allocating 4 million euros of ITS to control and end these illegal practices. Within this axis, it is also contemplated the item to start developing the new public transport contract and, as Marí explained, «since the central government has already announced that it does not plan to allocate salaries to the free bus , by this Consell insular has provided an item to ensure free T-Daurada and T-Jove cards and reduced rates of the T-Plata and T-General«. In addition, a first item of 150,000 euros is contemplated for the constitution of the Mobility Consortium that must develop the law of control of vehicles on the island of Ibiza. In the second axis, aimed at improving public services and infrastructures, important projects have been planned to improve the safety of the island’s road network, such as the Es Caçadors crossroads, the traffic circle at the entrance to San José or the improvement of Can Guillemó. In waste management, an allocation of 15 million euros (to be financed by the CAIB and remainders) has been foreseen to execute the works planned to minimize bad odors in the Ca na Putxa Environmental Area; in sports, the construction of the multidisciplinary pavilion Sa Blanca Dona or the Motor Park of sa Coma stand out; in the cultural field, the beginning of the works of Ses Nou Rodades and the opening of the Museum of the Sea stand out. In tourism, the consolidation of the Tourism Intelligence System of Ibiza stands out . It has also been highlighted that the budget includes an item for the demolition of the structure of Cala d’en Serra to recover the environmental and landscape values of this environment.

Extraordinary income

The Councilor of Finance and Economic Management, Salvador Losa, explained that to meet all these challenges, the Consell de Eivissa will have in 2025 with a whole series of extraordinary income, the result of several political agreements reached between this institution and the Autonomous Community, «that will allow us to ensure that 2025 will be a historic year in terms of funding by the Government of the Balearic Islands, thus recovering the specific weight that deserves and corresponds to the island of Ibiza». Thus, in application of the Consell Law, for the year 2025, in a forecast of income by the CAIB of 77,390,244.9 euros. To this figure, 2.5 million euros must be added as settlement of advances resulting from the historical debt agreement signed with the Ministry of Economy, Finance and Innovation of the Government of the Balearic Islands and also, as a result of this same agreement, 1,575,393.80 euros must be added, in compensation for the investments made in waste treatment in the Environmental Area of Can Pucha. The Government of the Balearic Islands will also compensate Ibiza with a contribution of 6 million euros for the insularity factor fund for investments in Road Network that will be signed in the coming months. Thus, in 2025, between these contributions and other ordinary agreements, the Consell Insular de Ibiza will receive from the Govern de las Illes Balears a minimum of 94,941,983.6 euros.

which is «the most other figure ever reflected in a budget by this administration,» they said. A figure that will be higher, considering that they do not contemplate the investments awarded in the Plenary of the Commission for the Promotion of Sustainable Tourism Tax, which for 2025 amount to 12.7 million euros. On the other hand, the increase in income from Fees, Public Prices and Other Income, which amounts to 10.46 million Euros, as a result of the implementation of the Shock Plan to Fight against Intrusiveness, as well as the increase in the tax rate of fines against pirate cabs, has also been highlighted. This draft budget will be submitted to the approval of the Plenary of the Consell Insular de Eivissa in an extraordinary session scheduled for this Thursday, December 5.

The Vice President and Minister of Economy, Finance and Innovation, Antoni Costa, accompanied by the Director General of Budget and Financing, Tomeu Alcover, will present this afternoon in Ibiza the 2025 budgets of the Autonomous Community of the Balearic Islands. Both Costa and Alcover will meet with the president of the Consell de Ibiza, Vicent Marí, representatives of his government team, the mayors of the municipalities and social entities of the island. This is one more day in the framework of a round that makes the vice president of the Govern with different administrations of the islands, in order to collect different opinions and evaluate possible adjustments to the draft general budget law, which will be discussed in the coming weeks in Parliament. For example, on Monday Costa was in the Consell de Mallorca, and last week he did it with different businessmen of the island.

Ibiza cuts

Despite the fact that the 7,469 million euros budgeted by the Govern implies a 2 % increase compared to 2024, and the strong focus on social spending areas such as health, education, housing and the water cycle, the 2025 Budget involves a cut for the pittusas islands.

Specifically, in the case of Ibiza, the allocated budget is 77.4 million euros, almost 5 million less than last year’s 82.3 million. For Formentera, it goes from 12.1 million in 2024 to 11.3 million in 2025. Costa has admitted that this is the first time that the budget of these island councils has been reduced. However, the Vice President and Council of Economy has clarified that there will be additional items and that the Govern will compensate these adjustments with other investments of regional impact. For example, he has pointed out that 40 million euros will be given in road agreements aimed at improving road safety on the islands. So far, local politicians have been cautious about these budget cuts. In this context, the repercussions of Costa’s visit will have to be closely monitored.

The parliamentary spokeswoman for Vox, Manuela Cañadas, has clarified that her party has not resigned its quest for the creation of a Linguistic Officeto the detriment of the Anti-coup Office. «They are issues that are negotiated separately,» said Cañadas. Although he has clarified that, for the moment, the linguistic initiative is at a standstill. «To dedicate 750,000 euros to a body that has no power to be able to demand that people study in freedom in both Castilian and Catalan is a chiringuito that we are not going to maintain,» he has stressed. Thus, he has made it clear that «if this body does not have a sanctioning character it will not recover, if it can pursue schools that violate the free choice of language, then yes». «It will have to be negotiated in the legislature and it will not be now because we have paralyzed it,» he added. «We have replaced the Linguistic Office by an Antiokupación, in the face of housing problems and legal insecurity,» Cañadas had reported last Thursday. The inclusion of the Anti-occupation Office in the Budget 2025 was confirmed by the Minister of Economy, Finance and Innovation, Antoni Costa. While the Anti-occupation Office will involve an investment of 250,000 euros, Vox was promoting a Linguistic Office whose creation was budgeted at 750,000 euros.

Review

Cañadas stressed Monday at a press conference that «the first time that Vox renounced the language office was because some», among whom she pointed out the former deputy of Vox and now non-attached deputy Agustín Buades, «wanted the director to be a person related to them». She also added that when she became the spokesperson of the group, she wanted to start it but due to the difficulties in reaching agreements and, «at the request of the PP, it was postponed to November». «Later, she said, the pact was broken, and when she wanted to recover it, it was considered that a Linguistic Office that does not have the capacity of economic sanction, is a chiringuito», she added.

Possible overlapping

Regarding the Anti-gang Office, the parliamentary spokeswoman of the Vox Group has considered that «perhaps, we will have to study whether it is included in the budget, because it is still in negotiations with the PP». Thus, she alluded to the possibility that «as the accounts for 2025 of the City Council of Palma and the Parliament have been negotiated separately, there could be a duplication of the Anti-Occupations Office that Vox wanted to develop in the Parliament with the one that has already been announced by the Vox Group in the City Council». In any case, he clarified that «an item for this Office could be included in the budget of the Parliament because, as it would not have to hire external staff for its operation, if not working in it officials, it would not be a chiringuito and, therefore, if not developed, could be used for other things».

Vox has opted to take forward the fight against squatters. squatters to the detriment of itslinguistic idealsfor the Balearic Islands. The right-wing party has managed to include an item of 250,000 euros in the 2025 autonomic budgets to promote an Anti-squatting Office, similar to the one set up in the City Council of Palma and also promoted in Ibiza. «We have replaced the linguistic office with an anti-occupation one, in the face of housing problems and legal insecurity,» argued Vox ‘s spokeswoman in the Parliament, Manuela Cañadas. The draft regional budget for next year, presented Thursday by the Minister of Economy, Finance and Innovation, Antoni Costa, already includes the item that Vox has demanded to create an Anti-occupation Office. Costa has confirmed the existence of this item to create a center for the prevention of illegal squatting and although he has not specified the item to create this body, he has advanced that if the figure is less than the 250,000 euros claimed by those of Santiago Abascal, this figure will be reached during the parliamentary process. The conseller has denied that these proposals derive from the fact that Vox «has tightened the screws» but are the result of dialogue to reach agreements «for the benefit of all». At this point, he has again expressed confidence that the negotiations with Vox to approve the accounts come to fruition.

Free choice of language

The claim on which Vox has relented is that of a 750,000 euro item to create a Office of Linguistic Freedom.

«We haven’t demanded any extra funds, the linguistic plan will continue. with the resources that they consider necessary from Education. The agreement has been reached to go with the tranquility required to change the linguistic imposition of Catalan,» said Cañadas. For his part, Costa announced that, although there is no specific allocation for the pilot plan of free choice of language, there will be a campaign to promote the choice of language in primary education aimed at parents.

Budget

During his appearance in the regional chamber, Costa highlighted the «powerful investment» that will be made next year in the water cycle and in salary increases for health personnel. «We must take care of those who take care of us,» he insisted. The economic head of the Autonomous Executive referred to the salary freeze for senior officials, who will only receive the increases authorized by the State. The total draft general budget for 2025 amounts to 7,469 million euros and involves cuts in Ibiza and Formentera.

The Balearic Government will dedicate next year a total of 8 million euros to the cleaning of torrents in the archipelago. This figure, informed during the presentation of the project of autonomic budgets, represents double that of 2024. As pointed out by Antoni Costa, Minister of Economy, Finance and Innovation, the catastrophe of the DANA in the Valencian Community should lead to «think» about the effects of climate change and the need to adopt measures and protocols to minimize the impact of a natural phenomenon of these characteristics. In the same line, the Executive also plans to carry out next year hydraulic investments in the autonomous community for 160.2 million euros. «You never think that something like this can happen to you,» Costa added.

Other budget increases

Although more details of the budget will be known tomorrow, when the bill enters the Parliament, Costa has given some details. The total budget is 7,469.1 million euros, 148.4 million euros more (2%) than last year. In a press conference after the meeting of the Consell de Govern, the spokesman highlighted the increases in Health (up 86.7 million to 2,455), Education (up 63.8 million to 1,416) and Social Services (up 37.1 to 389.6 million euros) to the highest social spending in history. Specifically, spending for Education, Health, Social Services and Housing, will be the highest in history (4,447.8 million euros), exceeding by 225.4 million that of 2024 (+5.3%). Costa also highlighted the increase in personnel spending to 2,351 million euros (240 million more), which he attributed to the recovery of labor rights of public employees such as the recovery of the health professional career or the reversal of salary freezes for civil servants in 2020 and 2021.

The mayoress of Santa Eulària, Carmen Ferrerand the Councilor of Finance, Miguel Tur, have presented this morning at the Town Hall the draft budget for next year. In 2025 will exceed 61 million euros for the municipality, with an investment per inhabitant that is close to 1,500 euros, while the income in taxes and fees barely exceeds 1,100, so that «we continue on the path of being rigorous in terms of public money and manage it efficiently to avoid raising taxes,» they have pointed out from the City Council. The investments suffer an outstanding increase of 12.5%, which means a growth of just over one million euros to reach 9.24, being the construction of two ‘escoletes’ in Sant Carles and Santa Eulària, with 185 places in total, the most prominent projects. «This commitment to reconciliation is accompanied by a remarkable effort in environment, not only for the new waste management and cleaning contract that will account for almost 70% of the environmental budget and will reach 13.7 million, but also to properly preserve our environment of parks and gardens as well as animal welfare. Other efforts are also noteworthy as with public safety, with a better allocation for the structure of our police, for firefighters and also for the lifeguard service, exceeding 7 million euros,» they detail. In addition, almost 5 million are contemplated in the different items included in the Social Action. It should be noted that the average social spending per capita in Spain (according to the State Association of Directors and Managers of Social Services) is 94.57 euros and in Santa Eulària exceeds 120.

Revenues

As for revenues, these will grow mainly in the area of fees and public prices (+21.93% to 18.6 million) due, in large part, to the obligation imposed by the Government through Law 7/2022 on Waste and Contaminated Soil for a Circular Economy, which prevents City Councils from assuming part of the cost of waste management and treatment and applying it entirely to citizens and companies. Likewise, an income of around one million euros is expected from the concession of 12 new definitive cab licenses. In the investment chapter, after years with discrete increases in this section, in 2025 there will be a significant increase in order to give greater impetus to one of the main axes of the commitment of the Government Team with the citizens, facilitating family reconciliation. In less than a year it is expected to have completed the 185 places in the first municipal nursery schools for the parishes of Santa Eulària and Sant Carles, which will also enjoy the free education from 0 to 3 years recently introduced by the Balearic Government and which will cover an investment of around 5 million euros.

Projects

In the budget for the year 2025 can be found 4 large multi-year projects. In addition to the aforementioned ‘escoletes, it is planned the start of a new sports hall in es Puig d’en Valls, the pedestrianization of the urban center of Sant Carles and the new soccer field in Santa Eulària, without forgetting, with the help of ITS funding and Next funds, the second phase of the Congress Palace of Ibiza. Due to their magnitude, importance and the impact they will have on the day-to-day life of the municipality, the City Council will consider seeking external financing to accelerate some of the municipal investments so that the works can begin as soon as possible. All these works will complement those that will start in the first quarter of 2025 as the bypass of Mestral de s’Argamassa street ( 1,365,682 euros), which is ahead of the transformation of the street S’Argamassa after having agreed in meetings with residents to improve mobility and have an environment with greater security and quality of services. Also to be executed are the adaptation, new bleachers, common areas, access and parking of the Santa Gertrudis soccer field ( 1,325,277€); the connection and supply between the Roca Llisa artery and the Can Pere Mosson well (954.851); undergrounding of overhead lines and telecommunications in Puig d’en Fita-Siesta and Santa Eulària(429,698€ and 225,720€, respectively) and the renovation of the pavement of the Plaza de España in Santa Eulària (240,350€). In addition, the budget includes the improvement of the supply of Sant Josep street in es Puig d’en Valls (160,000€); the asphalt replacements of public roads (350,000€), the improvement of tourist infrastructures with the change of the walkways of Cala Llenya and Cala Nova (250,000€).
