]]>The plan, mandatory after the entry into force of Law 7/2023, incorporates animal welfare, public health and biodiversity protection criteria, especially relevant on an island with fragile ecosystems. Until January 15, any interested person may submit suggestions or recommendations through the Consistory’s Registry Office.
The program is based on the application of the CER+R method – capture, sterilization, return and registration – which is considered the main way to reduce the birth rate and stabilize the cat population. The goal is to exceed 80% sterilization coverage in each managed colony.
The plan also contemplates additional actions in specific situations:
Humane euthanasia, exclusively for cases of severe suffering accredited by a veterinarian.
Temporary or permanent removal or relocation of colonies in areas of high ecological value, following specific SOP protocols (progressive displacement, capture and exceptional relocation).
Adoption of sociable or socializable cats removed from the settlements.
It is also clear from the document that the hygienic management of feeding points – authorized, controlled and with established maintenance – will be mandatory for all accredited caregivers.
The PGIF incorporates a complete risk assessment system, divided into two main axes:
Ecological risk, which classifies territories into A, B and C zones:
Zone A, of special protection, includes areas such as ses Feixes, the mouth of the river or Natura 2000 zones. The presence of cats is incompatible, and mandatory removal is foreseen.
Zone B, buffer areas where management is containment.
Zone C, urban and peri-urban areas where the standard CER+R will be applied.
Sanitary-social risk, with levels 1, 2 and 3, according to incidence on public health, neighborhood conflict, hygiene and presence of vectors.
The combination of both axes activates the different SOPs (Standard Operating Procedures) included in the Allocation Matrix, ranging from intensive sterilization to the removal of colonies in sensitive areas.
Management will be assumed by a municipal coordinating unit, made up of:
a municipal technician,
a municipal veterinarian,
and a social mediator.
To these are added:
contracted veterinary clinics, responsible for sterilizations and emergencies 24h,
accredited volunteers, in charge of feeding and supervising the colonies,
animal protection organizations, which will collaborate in adoptions,
Local Police, for accreditation control and complaints,
environmental zelators, field inspection personnel.

The plan establishes a phased schedule:
Creation of the municipal map of colonias, hiring of personnel, approval of manuals, purchase of material and initiation of the communication campaign.

Annual evaluation, updating of protocols and stabilization of the cat population at sustainable levels.
The PGIF creates a municipal traceability system, PGIF-REG, which registers each colony, each animal and all the actions carried out. An annual report will be prepared with key indicators (KPIs) on population, health, neighborhood conflicts and environmental impact.
The estimated cost amounts to €593,093.00 in the first year, dedicated to the initial reduction of breeders and equipment, and stabilizes at €513,862.00 per year in the following years. The total investment foreseen for the first four years is 2,134,681.89 euros. The main items include:

feeding and maintenance,
municipal staff,
volunteer supervision,
computer system,
external consulting.

The Plan foresees an active collaboration between the local administration, volunteers and qualified personnel, acting under municipal direction. Its methodology is based on a prior diagnosis of each situation, applying a prioritization system to optimize resources and ensure that interventions are efficient, coordinated and respectful of current regulations.
During the presentation, the City Council opened a period of participation and asked the actors involved to provide proposals for improvement. Until January 15, any interested party may submit suggestions or recommendations through the Town Hall’s Registry Office.
The animal welfare table was attended by a wide institutional and social representation: Sant Josep and Sant Antoni town councils, the Consell d’Eivissa, the Direcció General de Medi Natural, the Environmental Agents service, the Conselleria de Salut, the Local Police of Santa Eulària, the Fundació Natura Parc, the SEPRONA of the Guardia Civil, as well as environmental organizations such as GEN-GOB, SEO Birdlife, Amics de la Terra and the animal associations Care4cats and the Asociación de Colonias Felinas de Eivissa.
With this Plan, Santa Eulària des Riu is positioned as one of the pioneer municipalities in Ibiza in the integral and responsible management of community cats, betting on a model that combines animal welfare, environmental protection and citizen coexistence.

]]>Accompanying the presentation with an AI-generated image of animals during a flood, the ACFE, represented by Olivier Hassler, argues that the lack of specific protocols puts the animal population at risk during emergency situations. The association currently coordinates and collaborates in the management of some 50 cat colonies distributed throughout the municipality, where more than 800 community cats live. In addition, it warns that the plan also ignores other domestic, working and traditional production animals, such as horses, donkeys, goats, ducks or chickens, present in rural and peri-urban areas of Ibiza.
In its analysis of the draft, the organization denounces that the PEMU 2026-2029 mentions the word «animal» only twice and in a generic way, without technical, operational or competence development. Nor does it differentiate between domestic, community, companion or production animals, nor does it establish how to act in case of rescue, evacuation, veterinary care or temporary custody. According to the ACFE, this contradicts the regulations that require the inclusion of animal protection measures in emergency plans and makes the document incomplete and lacking in real effectiveness.
Among the main deficiencies detected, the association points out the absence of an inventory and mapping of sensitive points, such as cat colonies, shelters, equestrian centers, livestock farms or veterinary clinics, which should be listed as areas of vulnerability. It also criticizes the lack of operability of the plan, since it does not provide for specific intervention mechanisms. To this is added, according to the group, the violation of the principle of effective implementation, as the City Council itself acknowledges in a communication dated November 11 that «the animal protection protocols will be drawn up after the approval of the plan». For the ACFE, this statement shows that the PEMU does not meet the requirements of Article 21.4 of Law 3/2006 on emergency management of the Balearic Islands.
The challenge is supported by several legal precepts.
In its writings, the association requests the suspension of the final approval of the PEMU until the deficiencies are corrected and it is adapted to current legislation. It demands from the Eivissa Town Hall the

In both filings – submitted in the early hours of November 12 – the ACFE has requested that all notifications be issued expressly in Spanish, under Article 3 of the Spanish Constitution and Article 15.3 of Law 39/2015.
For the organization, the elaboration of an Emergency Plan that does not contemplate animal protection protocols is equivalent to building an ark without space for all the living beings that the law requires to be saved. The document, they say, is structurally incomplete and legally vulnerable.

Once rescued, the kitten was placed in a carrier and transferred to the AnimalsVet Ibiza veterinary clinic, a center contracted by the City Council of Sant Antoni to care for the animals collected. There he is receiving the necessary care for his recovery.

To benefit from this aid, owners must present a census certificate proving their residence in Ibiza and ensure that the cat is microchipped as a mandatory requirement. This process, which in local clinics has an average cost of between 200 and 250 euros, will be more accessible thanks to this grant. Four veterinary clinics in the municipality have joined forces to carry out these interventions. These include Ibican, on Avenida de la Paz; Vidal y Pereyra, on Vía Romana; Eivivet, on Navarra street; and Vila Veterinaris, on Canonge Joan Planells street. Each one will offer the service within its capabilities, allowing owners to go to the center of their confidence to perform the procedures.
The campaign is complemented with the actions that the Consistory already carries out for the castration of cats from feline colonies. In collaboration with the San Jorge clinic, the concessionaire of the Animal Protection Center of Sa Coma, about 800 cats belonging to these colonies have been spayed or neutered to date. Soon, these animals will also be microchipped, reinforcing their identification and care.

In addition to this measure, awareness campaigns and training sessions are being carried out, such as the one held last October 26, focused on canine emotional management to prevent problems of coexistence between people and animals. With this new ordinance, the City Council of Ibiza reaffirms its commitment to animal welfare, facilitating adoption and strengthening measures against abandonment.
