The conflict between the Balearic Government and the central government for the regulation of private boat rentals known as ‘Airbnb nauticalhas moved from the political to the judicial level. According to Mallorca Diario, the general director of Ports and Maritime Transport, Antoni Mercant, has explained that the appeal has not surprised the Balearic Executive. «We were expecting this appeal. The Government has approved this Tuesday a royal decree law that extends public transport discounts from January 1, 2026 and creates a new single state season ticket, with an estimated total cost of 1,371 million euros, as announced by the Minister of Transport and Sustainable Mobility, Óscar Puente, after the Council of Ministers. The measure affects Cercanías and Media Distancia trains and long-distance buses, and includes specific conditions for territories such as the Balearic Islands, where land public transport remains free of charge.

The main novelty of the decree is that the autonomous communities will no longer be obliged to contribute 20% of the financing for the State to subsidize another 20% in the regional and local discounts, thus guaranteeing a minimum of 20% financed directly by the State.

A single state subscription of 60 euros

The new single season ticket will be priced at 60 euros, reduced to 30 euros for young people under 26 years of age, and will allow integrated travel on Cercanías, Media Distancia and state buses. According to Ministry data, public transport trips have already reached 420 million, which is 23% more than in 2022, before the implementation of the bonuses.

The minister defended that the subsidies have meant an average saving of 75% for users, citing the example of up to 5,000 euros per year on Avant services for recurring passengers.

The Balearic Islands maintains free public transportation

The Ministry of Transport has also announced the new ‘Pass Via’ for Avant trains, with progressive discounts ranging from 45% to 72% depending on the number of trips made, without the need for prior disbursement. In addition, a 10-trip voucher with a 50% discount, valid for 30 days, has been incorporated.

In Cercanías, a 40% discount will be applied as of the fifth trip through the Cronos system, which allows direct payment by bank card. Approval without General Budget

The Ministry of Civil Service and the trade unions UGT and CSIF (CCOO is still to be assessed) have reached a multi-year agreement to raise civil servants‘ salaries by 11% in the period 2025-2028.

This increase will benefit the 72,000 public workers in the Balearic Islands and will be distributed in a rise of 2.5% for this year; 1.5% for 2026, with an additional variable of 0.5% linked to the evolution of the CPI; 4.5% for 2027 and 2% for 2028, according to union sources.

This year’s increase of 2.5% will be paid in December with retroactive effect from January 1. For 2026, what has been agreed is a fixed wage increase of 1.5%, to which a further half a point would be added if inflation at the end of the year equals or exceeds the fixed 1.5% increase.

If so, this additional 0.5% would be paid in the first quarter of 2027 with retroactive effect. The 2026 increase is the only increase that will have a fixed and variable part, all the others will be exclusively fixed.

Although for the 2025-2028 period as a whole the agreed increase is 11%, the unions estimate that, due to the dragging effect of the different salary increases in each year, the cumulative salary increase that public employees will experience in those four years could reach 11.5%.

While UGT and CSIF have given their approval to the agreement, the CCOO has assured that, at this time, they do not support it. It is expected that the agreement -whether or not CCOO is in it- will be signed this Thursday.

«The Ministry for Digital Transformation and the Civil Service has reached an agreement in principle with two of the main trade union centers, UGT and CSIF, and is waiting for CCOO to also be part of it. This agreement represents a breakthrough for public servants and also guarantees the purchasing power of public employees until 2028,» stressed the Department headed by Óscar López in a note.

This pre-agreement has been reached after a new meeting, the second this week, of the Secretary of State for Public Function, Consuelo Sánchez Naranjo, with representatives of CCOO, UGT and CSIF, to address a new multi-year pact for salary improvements and working conditions for public employees.

Other improvements

The agreement also incorporates several improvements in the working conditions of civil servants, such as the elimination of the replacement rate, the streamlining of selection processes and the reinforcement of public service staff, among other aspects.

CSIF defends that the wage agreement reached is«the best possible in the current political circumstances» and means, on the one hand, ending the wage freeze that civil servants were suffering this year and the recovery of 2.9% of the purchasing power that the group had lost.

«CSIF subscribes to this agreement as a matter of responsibility and commitment to public employees. We have achieved the best possible agreement taking into account the difficulties the country is going through, the political instability, the budget blockade and the economic limitations of the European Union and NATO for defense spending,» says the union presided by Miguel Borra.

The parties have agreed to set up a monitoring committee to ensure compliance with the agreed measures within a maximum period of 15 days from the signing of the agreement. Thus, CSIF has stressed that the agreement «is not a blank check» and that it will ensure compliance «in time and form», reserving «all measures to ensure its effective implementation».

«It’s a great deal.»

Likewise, it has been agreed to adapt the job classification, adapting it to the actual functions, taking into account the experience and the qualifying training requirements, and to promote exclusive and differentiated processes of internal promotion of selective courses, strengthening merit-based competitions through the establishment of the open and permanent competition.

The text of the agreement also includes the revision and increase, throughout 2026, of the residence and insularity complements and of the compensations for reasons of service, eliminating inequalities among public employees; the reinforcement of the public attention staff; the updating of leaves and improvements in conciliation matters; the reinforcement of occupational health protection, with psychological support measures and measures against aggressions; salary updates for external labor personnel; improvements in the area of retirement, and the reinforcement of the health quality of the Mutualismo Administrativo (Muface, Mugeju and Isfas).

The Government of Spain has declared this Tuesday as areas seriously affected by a civil protection emergency several territories of Ibiza and Formentera, by including the islands in the agreement that recognizes 63 catastrophic episodes in eleven autonomous communities registered between August 26 and November 9, 2025. The decision comes after the torrential rains of September 30, the adverse meteorological phenomena of October and the fire of Mal Pas (Formentera), which have motivated weeks of public claims from institutions and affected people, as La Voz de Ibiza has been reporting.

The official note of the Ministry of the Interior details, among other incidents, the floods of September 30 in Ibiza and Formentera, when the AEMET activated the red warning for extreme risk and up to 236 liters per square meter were registered, with flooded streets and houses and road closures in different parts of the Pitiusas.

Sept. 30 storm and DANA Alice, key events

Interior recalls that, in addition to this episode, between October 9 and 13 the DANA Alice kept under red and orange warnings several areas of the Mediterranean coast and the Balearic Islands, with very heavy rains, storms, floods and traffic cuts, which forced an intense intervention of the emergency services in the community.

In the case of Ibiza, these storms are added to other episodes of «heavy rains» and «adverse weather events» that the note itself places in September and October in the whole archipelago, including Ibiza and Formentera again in the risk warnings. This concatenation of incidents motivated the Consell d’Eivissa and different town councils to insist on the need for state reinforcements, in parallel to the autonomic measures already announced, such as the 5 million euros of aid from the Govern to alleviate the damages caused by the storms Ex Gabrielle and Alice or the emergency works for 1.78 million euros to repair the riverbeds in Ibiza.

Floods in Ibiza and Formentera and fire in Mal Pas

The agreement of the Council of Ministers includes a detailed list of events that are considered «areas seriously affected by a civil protection emergency». This list includes, among others, the following events linked to the Pitiusas:

  • Forest fire in Mal Pas (Formentera), reported on September 23, expressly included as one of the fires justifying the activation of aid.

  • Floods in Ibiza, reported on September 30, after the episode of torrential rains that collapsed several points of the island.

  • Floods in Formentera, also on September 30, affecting roads, houses and services.

  • Adverse weather phenomenon in Mallorca, Ibiza and Formentera, on October 10, in the middle of DANA Alice, with new incidents and emergency actions.

With this explicit reference, the Government formally recognizes that Ibiza and Formentera have suffered personal damages, in infrastructures and in public and private goods of sufficient entity to activate the intervention of the General State Administration, «based on the principle of inter-territorial solidarity and in a subsidiary manner», according to Interior.

What grants are now open

The declaration allows the victims of these episodes in Ibiza and Formentera to benefit from the aid catalog of the Ministry of the Interior for personal damages, homes and belongings, as well as for industrial, commercial and service establishments and for those who provided material or personal means during the emergencies.

In addition, the agreement enables other ministries to implement complementary measures, including:

  • Tax benefits through the Ministry of Finance.

  • Labor and Social Security measures through the Ministries of Labor and Social Economy and Inclusion, Social Security and Migration.

  • Aid to local corporations from the Ministry of Territorial Policy and Democratic Memory.

  • Subsidies for damage to agricultural, livestock, forestry and aquaculture production managed by the Ministry of Agriculture, Fisheries and Food.

The other ministerial departments may, within the scope of their competences, declare a special action zone and process emergency works to repair damaged public infrastructures in the territories recognized as affected, which opens the door to specific actions in the road, hydraulic and urban network of the Pitiusas.

Weeks of institutional pressure and neighborhood unrest

The state declaration comes after political leaders in Ibiza have been denouncing for weeks that the central government had not yet activated specific aid, despite the magnitude of the damage caused by the floods in late September, as this newspaper recently reported when echoing the criticism of the PP in the Senate for the lack of state response.

The Ministry of Public Function has maintained its salary increase offer for civil servants at 11% for the period 2025-2028 in the meeting held with CCOO, UGT and CSIF on Monday, but has committed to approve a Royal Decree-Law this month to pay in December a salary increase of 2.5%, corresponding to 2025, with retroactive effect from January 1.

The 11% wage increase offered by the Government would be fixed, that is, it would not have variable components as in the previous agreement, which, according to CCOO, could bring the total wage increase to 11.45% between 2025 and 2028 with the sliding of the wage tables.

According to CCOO, the main stumbling block to the agreement is the percentage wage increase that the Executive offers for this year 2025 (with retroactive effect from January) and for 2026, which would be capped at 4% for both years, something that this union considers«insufficient«.

«CCOO will continue in the negotiation out of responsibility and because it is confident that there is room to achieve a meeting point, although no scenario is ruled out if the immobility on the part of the Government persists, such as resuming mobilizations and calling a strike throughout the public sector,» the union said in a statement.

The parties will meet again next Wednesday at 6 p.m. for further negotiations.

For its part, CSIF has stated that it will consult with the union’s bodies on the content of what has been negotiated with the Civil Service, although it considers that the Ministry’s proposal is«improvable in many aspects».

«Our organization continues to negotiate for a possible agreement to improve the working conditions of all public employees, who have almost a year with their salary frozen. CSIF with its contributions is improving the text and we will negotiate until the last minute to achieve the best possible agreement,» stressed the union of Miguel Borra.

Farewell to the vacancy replacement rate

In this sense, according to CSIF, the Ministry of Óscar López has accepted «fundamental» issues for the union, such as the elimination of the vacancy replacement rate; improvements in internal promotion; raising the amounts for insularity and for reasons of service (food and lodging), «which had not been updated for two decades», and improving health care in Muface.

«From CSIF, we value these aspects and will analyze the agreement as a whole. In 2026, the Balearic Islands will have the highest payments on account registered so far, following the revision communicated by the Ministry of Finance during the Fiscal and Financial Policy Council. The community will receive 3,167 million euros, which represents an increase of 5.7% over the previous year. The update responds to the higher growth of the state collection, which improves the forecasts made in July.

According to the documentation sent to the autonomous regions, the total amount to be received by the Balearic Islands and the rest of the communities when adding the 2024 liquidation amounts to 4,206 million, 4.6% more than in 2025. The Executive maintains that the reinforcement will allow to attend to essential services, although the community still drags pending debates on the financing system and the distribution between territories.

An extra fiscal margin that will depend on the pace of the economy.

The regional deficit path for the period 2026-2028, set at -0.1%, opens the door for the Balearic Islands to have an additional 49.1 million in 2026, an amount that would grow to 53.2 million in 2028. This is a margin conditioned to the fulfillment of the fiscal objectives and the behavior of revenues.

Although the Treasury stresses that the territories will not have to apply extra adjustments once the target is reached, the real impact will depend on how spending, inflation and the Govern’s budgetary commitments evolve.

Context: precedents and funding levels

The Ministry recalls that in recent years the payments on account were maintained even in times of economic downturn and that during the pandemic extraordinary transfers to the autonomous regions were approved. The update for 2026 improves the previous forecast, but keeps open the debate on a reform of the system, a matter demanded by the Balearic Islands on several occasions due to its status as a contributor community.

The new Coastal Surveillance Service, known as «Sea Police», presented by the Balearic Government on August 4, has not yet become operational due to the lack of a pending procedure before the Maritime Captaincy, an agency under the Ministry of Transport and Sustainable Mobility.

The initiative included 22 new boats to reinforce the control of nautical activity on beaches and coves of the archipelago. Two of these launches are destined for Ibiza and Formentera, as advanced by La Voz de Ibiza.

However, the control service is not yet operational. From the Conselleria del Mar y Ciclo del Agua del Govern Balear, have confirmed that the implementation of the service is still pending administrative clearance by the Captaincy, although they assure that the registration procedures, insurance, equipment and technical reviews have been completed progressively since the arrival of the boats, as advanced by Última Hora.

In spite of this situation, the same sources of the Autonomous Executive emphasize that the surveillance of the coastline has not stopped, since inspection tasks have continued to be carried out using drones and other vessels owned by the Administration, in addition to maintaining coordination with the other administrations involved.

The «Sea Police

As La Voz de Ibiza advanced last June, the maritime surveillance corps contemplates 22 vessels acquired by Ports IB. Of these, 12 small ones will be used for management within the ports, while 10 larger ones will operate on the coast and along the coastline.

According to the general director of Ports and Maritime Transport, Antoni Mercant, two of these boats will work in Ibiza and Formentera, another two in Menorca and six in Mallorca.

The fleet will mainly monitor the buoy fields and nautical charter, with the ability to initiate proceedings when it detects activities without the required documentation. Although some have described it as a «police of the sea», Mercant clarified that it is a service with a preventive and educational function, rather than a sanctioning one.

The boats will be owned by Ports IB, but will be managed by the public company Tragsa, and may embark officials from different administrations: from Civil Guard and local police to maritime transport or coastal inspectors.

The tension between the central government and the Balearic Government has added a new chapter in housing. The Executive of Pedro Sánchez has linked future state aid for the construction of real estate to the declaration of stressed areas, which would mean limiting rental prices in those areas with the greatest real estate pressure.

In this context, the Balearic Islands opposes this requirement and has presented allegations to the draft of the 2026-2030 Housing Plan, which states that the communities that refuse to apply these ceilings will receive 20% less funding.

The Minister of Housing, Isabel Rodríguez, has passed this proposal on to the regional governments, which will hold a meeting in the next few days to discuss the content of the plan.

The Govern considers that the measure violates its autonomy and competences in housing matters, as well as criticizing that it does not respect the territorial specificity of the islands.

«This model undermines the competences of the community and does not take into account the particularities of the Balearic market,» argue the regional executive in the allegations presented, as published this morning by Última Hora.

Less funds, more demands

The new state plan envisages a total investment of up to 7 billion euros for the period 2026-2030, but introduces a substantial change with respect to the current plans: the state will go from financing 70% to 60% of the total cost, while the communities will have to increase their contribution from 30% to 40%.

This adjustment, added to the penalty for not declaring stressed areas, could leave the Balearic Islands with a much lower level of financing than in previous stages.

The Government has also challenged this change, understanding that it is detrimental to communities such as the Balearic Islands, with a particularly stressed real estate market and limited availability of land.

Skyrocketing rents

Despite having one of the highest rental prices in Spain -17 euros per square meter- and housing exceeding 4,000 euros per square meter, the Balearic Islands has resisted declaring any area as stressed.

The regional government’s argument is that this measure does not guarantee an increase in supply, but could shift part of the market to seasonal rentals.

In cities such as Barcelona, where the price cap has been applied, rents have fallen by around 4%, but the available supply in the residential market has also been reduced. This collateral effect is what the Government wants to avoid, prioritizing other formulas to increase the public housing stock and control real estate pressure.

Balearic Islands and Madrid lead in housing prices

The Balearic Islands shares with Madrid the leadership in housing prices in Spain, both in the purchase and rental market. According to data from the Association of Registrars, the average mortgage in the islands currently stands at 1,408 euros per month, well above the state average, which barely exceeds 786 euros.

The Balearic Government is confident that the central government will reconsider its position and not penalize the communities that choose not to apply the figure of stressed area, especially given the lack of affordable housing and the high cost of living in island territories such as Ibiza, Mallorca and Formentera.

The deputy spokesman of the Popular Party in Congress, José Vicente Marí Bosó, has accused the central government of «deceiving the people of Ibiza» after the serious floods registered in Ibiza last September 30, by considering that the compensations processed by the Insurance Compensation Consortium are State aid.

According to the popular deputy, this compensation does not represent any kind of public aid, but rather a return to policyholders of the funds they have been contributing through their insurance premiums over time.

«The Insurance Compensation Consortium is only indemnifying as if it were just another insurance. With the premiums they have paid over the years, they are compensating and covering the damages,» Marí Bosó told La Voz de Ibiza.

What about the catastrophe zone for Ibiza?

Marí Bosó explained that in order for the Spanish Government to be able to offer extraordinary aid to those affected, it is essential that the Ministry of the Interior and the Ministry of Finance bring the declaration of catastrophe zone to the Council of Ministers.

«The government here has not processed anything. The Government here has not declared the catastrophic zone, which is what would enable it to be able to agree on aid,» he pointed out. «Because what is being paid now by the Insurance Compensation Consortium is not any aid,» he insisted.

«It is simply returning the money to the insured that they have been paying for many years. Therefore, the government is deceiving the Ibizans,» he blasted the administration of Pedro Sanchez.

The deputy denounced that the government’s response has been very different from that applied in other recent catastrophes: «40 days ago of the torrential rains. In the Dana of Valencia the catastrophic zone was agreed after six days. In this summer’s fires, the declaration of a catastrophic zone was also agreed practically ten days later. And here we are and nobody from the government has said anything«.

In this sense, Marí Bosó questioned the attitude of the Government and the Government delegate in the Balearic Islands.

«The government delegate has not been heard to say, ‘Yes, we are going to declare the catastrophe zone.’ No Socialist has been heard to say: ‘Yes, our government, Pedro Sánchez, is going to declare the catastrophe zone’,» he said.

A different position

The popular parliamentarian pointed out that the only administration that has committed aid so far has been the Balearic Government, presided by Marga Prohens, together with the Consell de Ibiza and the town councils.

«Here the only one who has committed money and aid is the Government of the Balearic Islands, Marga Prohens, along with the Consell and municipalities. But the Government of Spain is still lacking,» he lamented.

Direct criticism of Senator Juanjo Ferrer

In a message posted on social networks, Marí Bosó lashed out at the President of the Government, Pedro Sánchez, the PSOE and the senator for Ibiza and Formentera, Juanjo Ferrer,

«It is a shame. The socialists, Sánchez and the collaborationist senator of @EiFAlSenat (Juanjo Ferrer) treat us as second division and lie to our faces. The insurance compensation consortium is paid by you with your premiums and it is no help, they give you your money back,» he wrote on his account.

The news that unleashed Marí Bosó’s anger

These criticisms follow statements by the Minister of Economy, Carlos Cuerpo, who this week informed the Senate that the Consortium has received 3,933 applications, of which 20% have been processed.

«We are reinforcing the technical teams and prioritizing the cases of the most affected homes and businesses,» assured the minister, who added that those affected in Ibiza «will not have to wait months» to be compensated.

Specifically, 1,200 applications have been received for damage to homes, 552 from businesses and some 1,500 for vehicles, in addition to others referring to industries and homeowners’ associations.

«In the 114 most complex cases, partial payments have already been advanced in order to avoid delays in economic coverage,» said Cuerpo, who also indicated that it is expected to have more than 80% of the files processed in the next quarter.

Following this, Marí Bosó stressed that the Insurance Compensation Consortium acts only in those cases in which the affected parties have taken out policies, and that in reality there is no direct state contribution to compensation.

«Because a part of the premiums of these other insurances is destined to finance this consortium, so that when a catastrophe occurs and it has to compensate damages, it has the funds to do so».

The Councilor for Mobility, José Luis Mateo, has specified this Monday that the cost of free public transport in 2024 (intercity buses, subway and train) has amounted to about 70 million euros, of which 54 have been paid by the Govern and 43 by the State. Rodriguez criticized the Popular Party, which currently leads the regional executive, for not taking measures to subsidize transport in the islands, and pointed out that it is the central government who is «relieving the economy of workers». On the other hand, Rodriguez has stressed that since 2018 the Ministry of Transport has multiplied by four times the aid destined for public transport in the Balearic Islands, which, according to him, evidences «the greatest effort in history» in this area. However, the measure has also generated debates about its long-term financial sustainability, and the Balearic Government is expected to participate more actively in the implementation of policies that reinforce sustainable mobility in the islands.
