As advanced by La Voz de Ibizathe Port Authority of the Balearic Islands (APB) is looking for land near the port of Ibiza to concentrate the movement of goods and decompress the already stressed commercial docks in the Special Plan in process.

For this reason, it is analyzing the establishment of a «Logistics Activities Zone» (ZAL) to concentrate, organize and optimize all logistic-port operations associated with the movement of goods.

However, this possibility was not included in the parameters for the Delimitation of Port Spaces and Uses (DEUP)which complicates the plans.

The DEUP establishes that in Ibiza, «once the esplanades and docks of Botafoc have been completed, no significant expansion of the land area to be reclaimed from the sea is foreseen in Zone I of the port waters (beyond what is foreseen, where applicable, in the current Infrastructure Master Plan)».

Therefore, the regulation – approved by Ministerial Order of the Ministry of Transport, Mobility and Urban Agenda on May 20, 2021approved by Ministerial Order of the Ministry of Transport, Mobility and Urban Agenda on May 20, 2021- points out that «it is not included in the terrestrial service area a plot that may be outside the port, whose location and extent is not yet defined but that, in the future, after the relevant actions with the administrations involved, could be subject to possible inclusion in the assets of the APB outside the port public domain».

Although it does refer to the possibility of setting up a special area for the management of goods in a plot «located in the vicinity of the port area, and with adequate land communication with it» for the «preparation of the distribution of goods received at the port».

It is estimated an area that could reach about 50,000 square meters with «urban industrial determinations that would allow the provision of ZAL warehouses», although «not necessarily adjacent to the service area of the port».

«This, in any case, will be subject to the needs of the logistics chain for the supply of the island of Ibiza, which integrates maritime transport and loading/unloading operations of goods in the Port,» details the DEUP.

Therefore, it concludes that «in the future and if necessary», there could be an «area for the consolidation and deconsolidation of cargo in containers, platforms and trailers that today constitute the usual system of transport of general cargo, with a minimum requirement of areas in the port, where only the strict port operation of loading, loading, unloading, unloading, stowage and unstowage would continue to be carried out, with the possibility of preparation, reception and delivery outside the port area».

Reclassification

Another visible impediment is that, according to the General Plan of Urban Planning (PGOU) of the Ibiza Town Hall, which was definitively approved on July 13, 2023, there is no industrially qualified July 13, 2023, there is no plot with industrial qualification near the port area.

And nowhere near 50,000 square meters.

Therefore, in the case of finding the location that meets the needs, the land will have to be rezoned after a tortuous procedure.

The Port Authority of the Balearic Islands (APB) is looking for land to establish in the port the future «Logistics Activities Zone» (ZAL) in the port of Ibiza, an area specifically designed to concentrate, organize and optimize all logistic-port operations associated with the movement of goods.

This has been confirmed by the APB to La Voz de Ibiza. In this regard, they explained that «we have put out to tender a technical assistance to analyze economic feasibility and availability of land» and that this possibility will be included in the revision of the Special Plan after the process of allegations.

Shock and disbelief

This was one of the topics addressed at the last Navigation Council of the Port of Ibiza. The explanations of the director of the APB, Antoni Ginard, generated both astonishment and disbelief among the attendees. For two reasons.

The first because everyone in Ibiza knows that it is difficult to very difficult to find land that meets the requirements of a Logistics Activities Zone.

The second is because the need to find a plot of this type is the result of the main change introduced in the Special Plan for the Port of Ibiza, which the Ibiza Town Hall has promised to approve this month, thus entering the last phase of the process: the concentration of numerous and varied uses in the commercial dock.

And especially because it is an intervention that should have been planned and included before the approval of the Delimitation of Uses and Port Spaces and the Special Plan itself.

«For now it is only a possibility that is being analyzed. It would be to move goods,» they added when asked by this media.

Therefore, a service contracting file has been initiated for the «location, analysis and evaluation of possible areas for the development of a Logistics Activities Zone in the vicinity of the port of Eivissa, including, if necessary, the drafting of the basic project».

This line of work is in addition to the to the stevedores to allocate more space for cargo in the port, taking into account the saturation of the commercial docks in the port, taking into account the expected saturation of the commercial docks as a result of the planned redevelopment of the Botafoc area.

During the meeting with the union, the director of the APB, Antoni Ginardexplained to the workers in charge of loading and unloading three measures to improve operations.

Area 4 of the Special Plan of the Port of Ibiza ‘for the commercial docks

According to La Voz de Ibizathe first of them consists of to gain some land from the sea for maneuvers and port operations in one of the docking points in the Botafoc area.

In this regard,an additional heel will be built at berth number 2, the one that currently presents the most difficulties for the operation of the tractor-trailers.

In addition, In addition, the current parking lot used by car rental companies will be used for loading operations. car rental companies.

These will be relocated in a parking lot in height. What used to be a long-term forecast has now been transformed into a programmed action by the APB in response to the dockworkers’ demands.

This high-rise parking lot is the third project planned: the ground floor will be used for port operations related to goods traffic.

Logistics Activities Zone, under study

This Logistics Activities Zone, which has been implemented in the ports of Barcelona, Valencia and Algeciras, among others, consists of a space located within or next to the port for logistics companies, transport operators, warehousing, distribution and services associated with the logistics chain.

Its main function is to improve the efficiency of the portThe main function is to improve the efficiency of the port, allowing goods to move from ship to land transport in a faster, more orderly and value-added manner.

Therefore, the APB has launched a service contract for «Technical Assistance for the study, analysis, design and basic project of a Logistics Activities Zone (ZAL) for the Port of Eivissa», with a budget of almost 100,000 euros (99,999.98 euros excluding VAT).

The file details that «the location of the port of Ibiza, completely surrounded by the city, has historically limited its possibilities for expansion. Currently, the port has a shortage of spaces even – in certain peak periods – for the parking of heavy and light vehicles waiting to embark, as well as for the temporary storage of platforms, trailers, semi-trailers and other elements for the transport of goods and for the development of other logistics activities».

Already the Infrastructure Master Plan, prepared in 2006, recognized the «lack of programmed industrial land in areas close to the port for the storage of goods and logistics activities. The current DEUP Report also states that, subject to the needs of the logistics chain for supplying the island, a Logistics Activities Zone could be required in the vicinity of the port and well connected to it».

For this reason, the APB intends to «study and analyze in detail the opportunity, convenience and alternatives (locations, procedures, management models,…) to promote, develop and, if necessary, operate a Logistics Activities Zone (ZAL) outside the current service area«.

The purpose of this will be to «facilitate such activities and offer space for parking mainly heavy vehicles and temporary storage of transport elements such as trailers, semi-trailers or platforms, with or without goods, with adequate services for them and their carriers».

To this end, work has been carried out over the last few years on locating possible areas near the port with the potential to improve the services offered by the port to the transport logistics chain, «with suitable and properly organized spaces to develop this type of activity».

According to the file, «needs have been estimated at a very preliminary level, requiring a more in-depth and detailed study and analysis of demand and needs, location alternatives and management models that, by means of a multi-criteria analysis (evaluating technical, urban and economic aspects, among others), will facilitate the selection and design of the most convenient solution with a basic project for the same».

Two offers

Two bidders have been submitted to this tender: Mc Valnera SL and Teirlog Ingeniería SL.

After analyzing the proposals, the Contracting Authority has proposed the award of the contract to Teirlog Ingeniería SL. for 87,500 euros. on December 2.

However, the formal award has not yet been made for the execution of the work, which is expected to take 10 months.

Based on the allegations presented to the first version of the Special Plan for the Port of Special Plan for the Port of Ibiza by the Sindicato Coordinadora Estatal de Estibadores Portuarios (CEEP)The Port Authority of the Balearic Islands has proposed three specific actions to allocate more space for cargo in the port of Ibiza, taking into account the saturation of the commercial docks that is expected from the rearrangement established in the documents for one of the neuralgic areas of the port activity and the Botafoc docks.

«A tetris put together with a shoehorn that generates enormous doubts about its viability». Thus alerted La Voz de Ibiza last June about the plans that the APB has for the commercial docks.

These contemplate adding to the transport of goods such diverse uses as the traffic of Formentera, the fishing area and the dry dock, in addition to the rectification of centralizing the work of repairing boats in a single space. Impossible as well as a lost battle.

And it is that the APB has not planned any action to improve the area, evidence that it is impossible.

Dockworkers’ complaints

By means of a letter submitted by Jaime Esteban JuanThe Port of Ibiza, representative of the Port Stevedores of the port of Ibiza and of the State Coordinating Union of Port Stevedores (CEEP) in Ibiza, had warned that the Special Plan for the Port of Ibiza «lacks the foresight and programming of the works for the reorganization, expansion, remodeling, protection of the Port carried out with urban parameters, fundamentally in what affects the modification of the situation of the Port of Ibiza from which it is based to draw it up, being able to affirm that with the generic descriptions that are made with respect to the basic activity, will make the viability of the project impossible«.

Regarding Area 4 for the commercial docks, the discrepancy between the proposals of the Special Plan and the uses established in the Delimitation of Port Areas and Uses (DEUP) was questioned, as well as the lack of clarity regarding the redistribution of activities and the capacity of the space to adequately accommodate them.

Questions were also raised about the location of activities such as fishing, dry dock, loading/unloading of goods and port logistics, as well as the lack of provision for vehicle pre-boarding areas and possible traffic congestion.

Measures in folder

During the meeting with the union, the director of the APB, Antoni Ginard, explained to the group of workers in charge of loading and unloading three actions to improve the operation.

According to La Voz de Ibiza, the first of them consists of gaining some land to the sea for maneuvers and port operations in one of the docking points in the Botafoc area.

An additional heel will be built at berth number 2, which is currently the most difficult berth for the operation of the tractor-trailers.

In addition, the current parking lot used by car rental companies will be used for loading operations .

These will be relocated in a parking lot in height. What used to be a long-term forecast has now been transformed into a programmed action by the APB in response to the dockworkers’ demands.

This high-rise parking lot is the third project planned: the ground floor will be used for port operations related to goods traffic.

APB’s explanation

In the answers to the allegations -which is in the possession of La Voz de Ibiza-, the Port Authority explains that «the Special Plan includes a summary of the main traffics that operate in the port of Ibiza, as well as their evolution and growth forecasts».

In this sense, he remarks that «this issue is a general aspect of the strategy and development of the port of Eivissa defined by the APB and is not a specific object of the Special Plan, although logically it has been taken into account in the proposed planning».

Although at that time he rejects the «possibility of dedicating part of the parking lots of the esplanade of the Botafoc Maritime Station to parking space for goods», he advanced that «the Special Plan has enough flexibility to allow such rearrangements to meet the needs of demand at any given time«.

On the other hand, the APB pointed out that «in principle, the proposal for new landfills is not the object of the Special Plan (which should be limited to ordering the existing land service area), although the design of the Botafoc docks included in the PDI effectively had an area of landfill greater than that currently executed, a proposal that could be studied and recovered if necessary with a specific project and evaluation».

Therefore, it determines «toincrease the growth margin for the expansion of the facilities, in order to meet the needs of passenger and cargo traffic and the energy improvement of port facilities and the electrical connection of ships on land, unifying in a single category these reserves, specifically reserving the square meters necessary for a quarantine infrastructure for goods potentially susceptible to contain invasive species, and maintaining the reserve for pergolas».

Meanwhile, it clarified that, regarding the zoning of the uses in the Commercial Docks, «it is considered convenient that the Special Plan, although it sets the urban parameters for the facilities and buildings, leaves open for its definition in the corresponding projects the location, delimitation and specific dimensions of the surfaces for these activities/uses to be able to adapt to the changing trends of port operations«.

This flexibility, according to the APB, to relocate, redefine boundaries and resize «does not unnecessarily compromise the development of port activities and will allow maximum compatibility of uses and adapt to the requirements of a demand, which is also changing over time, on a very limited surface area. All this, in short, for the benefit of port operations».
