The president of the Balearic Government, Marga Prohens, will present this Monday the Public Housing Shock Planpromoted by the Balearic Housing Institute(Ibavi).

According to what the autonomous Executive has advanced to the media, President Prohens will present this Monday, at 12.30 p.m., the Public Housing Shock Plan, promoted by Ibavi.

The event, which will be held in the Ibavi space, will be attended by the Councilor for Housing, Territory and Mobility, José Luis Mateo; the general director of Housing and Architecture, José Francisco Reynés, and the manager of Ibavi, Roberto Maria Cayuela.

Mayors from different municipalities will also be present, as well as representatives of professional associations, businessmen and social entities.

The President of the Government, Pedro Sánchez, announced on Monday a 100% exemption from personal income tax (IRPF) for homeowners who put their homes up for rent according to the benchmark index.

He has also advanced a new PERTE with European funds dedicated to the construction of houses and other measures such as an increase in taxes for non-EU buyers. In an event at the Railway Museum attended by a good part of the socialist ministers, Sanchez has unveiled a package of a dozen measures to make affordable access to housing, especially among young people, the main challenge facing societies in the West, as he has indicated. Thus, he pointed out that he is going to propose to the Congress of Deputies a tax exemption on the entire Personal Income Tax «for those owners who rent their homes according to the reference index, without the need for them to be located in areas declared to be under stress», he said. The President was in favor of limiting the purchase of housing by non-EU foreigners not residing in Spain, «increasing the tax burden that they will have to pay in case of purchase up to 100% of the value of the property». He also announced other measures such as the transfer by the General State Administration to the public housing company of more than 3,300 homes and two million square meters of residential land to create «thousands and thousands» of new homes.

Guarantees for the collection of rent

On the other hand, Sanchez announced the creation of a system of public guarantees that will ensure owners the collection of the rental income, while offering the tenant a greater supply at an affordable price and fairness in access. Santa Eulària is the most expensive municipality to buy a used home in Spain, well above the national average. In addition, three other municipalities of Ibiza are among the ten most expensive and the Balearic Islands has once again become the autonomous community with the highest prices to buy a second-hand house.

According to the Fotocasa Real Estate Index, buying a house in Santa Eulària costs 8,411 euros per square meter. This is 3.5 times higher than the national average (2,389 euros/m2). The second most expensive municipality is also on the island: it is Ibiza, with 6,986 euros/m². In addition, in Sant Josep the square meter costs 5,963 euros, while in Sant Antoni it is 5,837. The top ten is this:

Balearic Islands, in the lead

The Fotocasa report highlights that «the Balearic Islands tops the list of communities with the highest price for the second time in the entire historical series». In fact, it has displaced Madrid to second place after five years in which the capital had been at the top of the list. Thus, the Balearic Islands, which has exceeded 4,000 euros/m² since April 2024, is at the top of the ranking of the most expensive with 4,597 euros/m² (almost double the national average, while Madrid follows with an average price in December of 4,278 euros. This represents an annual increase of 19.5% for the Balearic Islands. It is the second autonomous community that grew the most in one year, behind only the Valencian Community (19.8%).

Record growth

The annual increase of this year 2024 is the highest recorded in this period in the Fotocasa Real Estate Index in its 19 years of analysis. By municipalities, the most outstanding year-on-year rise is in Felanitx with 45.6%, followed by municipalities with increases above 20% such as Santa Eulària des Riu (40.2%), Pollença (38.7%), Sant Antoni de Portmany (28.5%), Ciutadella (21.0%), Calvià (20.2%) and Maó (20.1%). «The evolution of housing prices in 2024 has been marked by rises, pronounced at a hurried pace, which consolidate the upward trend that began in 2022,» the report highlights. The increase at the national level has been 8.4%, and has had a year-on-year peak of 9.6% in November. «Although at the national level prices are still 19% below the peak reached in 2007, regions such as the Balearic Islands, the Canary Islands and Madrid, along with ten provincial capitals, have already reached historic records. This phenomenon reflects a stressed market, where the imbalance between the limited supply and an increasingly solid demand, particularly in areas with high population growth and tourist attraction, is pushing prices upwards», points out the real estate portal’s survey. In addition, the report highlights that «the average price was above 2,000 euros until May 2012 and then spent ten years (123 months) below until reaching its sharpest point in February 2016 (1,610 euros/m²)».

More than a third of the homes sold in the Balearic Islands are bought by foreign citizens, according to a report by the Statistical Information Center of the Notary’s Office on the typology of the buyer in the Spanish real estate market. The report warns of significant differences by autonomous communities in the participation of foreigners and Spaniards in the purchase of housing. In the inland and northern regions of Spain, such as Extremadura (97.0 %), Galicia (96.4 %) and Cantabria (96.2 %), the majority of transactions were by national buyers, with a very low foreign participation of less than 5 %. On the contrary, in coastal and tourist areas, where there is historically a greater presence of residents and international tourists, the participation of foreign buyers is much higher. The Balearic Islands stand out, where 38.3 % of purchases were made by foreign individuals, as well as the Canary Islands (36.4 %) and the Valencian Community (33.1 %). Murcia also shows a considerable participation of foreign buyers, with 26.6 %, while in regions such as Catalonia (16.8 %) and Andalusia (16.7 %), although the majority of purchases continue to be by Spaniards, there is a notable proportion of international buyers. Madrid, despite its status as a capital city and an important economic center, says the report, has a balance closer to the average, with 9.5 % of purchases attributed to foreigners, reflecting a more diversified market in terms of the origin of buyers. On the other hand, there are also important territorial differences in the distribution of home purchases by individuals or legal entities. In this case it is Asturias which registers the highest percentage of purchases by national legal entities, with 99.1%, followed by Cantabria and the Basque Country, both with 98.1%, which therefore means that real estate transactions by foreign entities are minimal, with less than 2% of the total. The autonomous communities with the highest percentage of foreign buyers are mainly in tourist and coastal areas. The Canary Islands stand out, where foreign legal entities account for 35.7 % of purchases; the Balearic Islands with 24.7 %; and the Valencian Community, with 20.7 %. In communities such as Andalusia (17.1%) and Murcia (13.2%), although the majority of purchases continue to be made by national legal entities, the foreign presence is considerably higher than in other inland areas, while Catalonia and Madrid, being key economic centers, also show a significant participation of foreign entities, with 9.1% and 5.9%, respectively. These figures reflect a strong interest of foreign entities in acquiring properties in areas of high tourist and investment attraction, says the report of the General Council of Notaries, released this week.
