The organization Caminando Fronteras stated that there are three active alerts in November for the disappearance of a 25-person skiff that sailed from Algeria 20 days ago, and two other boats bound for the Peninsula or the Balearic Islands.

On Thursday, five migrants were rescued about 60 miles south of Ibiza, police sources confirmed. Survivors warned that some 15 more people were reportedly adrift, a number that some sources put at 18 missing.

The five migrants, transferred last night to the port of Ibiza, are in police custody. Some of them remain in the Can Misses Hospital, while the rest have been transferred to the Ibiza Police Station, where they will receive humanitarian assistance from the Red Cross when their condition permits.

Eight days adrift on a failed crossing

According to his testimony, the boat had departed eight days ago from North Africa in an attempt to reach the Spanish coast. The crossing became complicated and drifted in the open sea until, after a first unsuccessful attempt on Thursday, Salvamento Marítimo was able to locate the marked area. Finally, it was a Frontex plane based in Alicante that sighted the skiff, which allowed the rescue of the five survivors.

The disappearance of 18 occupants of a skiff that was nine days adrift in Mediterranean waters focuses the investigation opened by the authorities after the rescue, on Wednesday, of five survivors transferred to the port of Ibiza by the Guardamar Concepción Arenal of Salvamento Marítimo. The boat was located about 40 miles south of Cabrera after being detected by a Frontex plane.

The rescued people, of Maghrebi origin, reported that during the days they remained aimlessly and in extreme conditions -without water, food or possibility to ask for help-, several of the occupants began to throw themselves into the sea, among them possible families with minors. The Government Delegation has confirmed that the statements of the survivors point to an episode of great gravity, still pending verification.

After their arrival in Ibiza, the five immigrants received humanitarian and health care from Red Cross volunteers before being handed over to the police for identification and the opening of the corresponding file, according to Periódico de Ibiza. The authorities keep the investigation open and do not rule out extending the search for the missing, despite the time elapsed and the difficult sea conditions.

This rescue takes place in a context of increased migratory pressure on the Pitiusas. The National Police recently reported the arrest in Ibiza of four alleged Algerian skippers linked to two small boats located on October 27, one 53 miles south and the other off the coast of Formentera. Among those arrested is a minor.

Investigations indicate that two of the detainees skippered a boat with 17 occupants, while the other two were in charge of another one with 23 migrants. Both boats, about six meters long and equipped with Yamaha engines, would have been used as ‘patera-taxi’, a modality in which the skippers, with previous experience in these crossings, transport migrants from Algeria to the Balearic Islands in exchange for economic compensation. All the detainees were remanded in custody by court order.

The Council of Ministers has approved a new National Maritime Rescue Plan with a total investment of 163 million euros for the next three years. Despite Formentera ‘s repeated claims for a Maritime Rescue base, the Government has not allocated any direct investment to the island. Meanwhile, the Balearic Islands will receive about 30 million euros, with the installation of a new coordination center in Palma and the acquisition of new boats for Ibiza.

An unanswered millionaire investment to Formentera

The The National Maritime Rescue Plan 2025-2027 aims to modernize and strengthen the capacity to respond to maritime accidents and emergencies, with special attention to the incorporation of new technologies and the reinforcement of rescue and patrol equipment.

Among the main items of the plan, the following stand out:

  • 84.6 million for vessel renewal, including two new tugboats, two patrol boats and six light fast-action vessels.
  • 27 million euros for the acquisition of a rescue helicopter and the incorporation of drones for maritime surveillance.
  • 30 million euros for the creation of a new coordination center in Palma de Mallorca, which will be added to the centers already in operation on the Spanish mainland.
  • 21.4 million euros to improve environmental response to possible spills and to reinforce the fight against climate change in the maritime field.

Despite this large investment, Formentera remains without a Maritime Rescue base, a resource that has been claimed for years to improve safety in its waters. The island has reiterated on multiple occasions that the lack of an operational base slows down response times in case of emergencies, affecting both sailors and the residents and tourists themselves.

A new vessel

The exclusion of Formentera in the new plan contrasts with the millionaire investment in Mallorca and the recent incorporation of the Salvamar Naos in Ibiza, a state-of-the-art vessel that reinforces the operational capacity in Ibiza and Formentera.

However, from the Consell de Formentera warn that this reinforcement in Ibiza is not enough to ensure effective coverage in the waters of Formentera, where maritime conditions and high boat traffic in summer require their own base, a need that the flood of immigrants arriving in patera from Algeria makes even more evident.

Palma, the big winner in the Balearic Islands

While Formentera is still waiting for a solution, Palma de Mallorca will be the great beneficiary in the Balearic Islands. The city will have a new maritime emergency coordination center, which will improve the management and monitoring of incidents in the area. This base will be one of the most modern in the country and will centralize rescue and salvage operations throughout the archipelago.

The government has defended this investment by assuring that Palma is a key strategic point due to its location in the Mediterranean. However, for Formentera’s authorities, the decision not to include a base on the island shows a lack of commitment to local needs.

Ibiza reinforces its response capacity at sea with the incorporation of the Salvamar Naos, a new vessel that replaces the veteran Salvamar Acrux in the Maritime Rescue of the island. This modern resource is added to the fleet with the aim of improving emergency care and ensure a more agile and effective action in the waters of the island.

State-of-the-art technology for a more efficient response

The Salvamar Naos, built in the shipyard Auxiliar Naval del Principado, stands out for its advanced features. With a top speed of over 38 knots and a design that facilitates maneuverability in critical situations, it is positioned as one of the most versatile vessels in the fleet. Its equipment includes a 3D side scan sonar with a range of up to 1,200 meters, dynamic positioning systems and satellite communication, essential tools for search and rescue operations. In addition, design improvements have been introduced, such as 360º visibility from the bridge and optimized access to the engine room, which facilitates maintenance and improves operability during complex missions.

A key investment for safety at sea

The Salvamar Naos, together with its twin Salvamar Fénix, represents a total investment of 5.2 million euros made by the Ministry of Transport and Sustainable Mobility. This economic effort seeks to modernize the fleet and ensure that the vessels are prepared to respond to the demands of a coastline as active as that of Ibiza and the Balearic Islands.

Strategic reinforcement in the Balearic Islands

With this new incorporation, the Maritime Rescue device in the Balearic Islands, which already has six vessels type salvamar, a tugboat and a helicopter, expands its capabilities. From its base in Ibiza, the Salvamar Naos will be ready to intervene in emergency situations, reinforcing safety in one of the areas with the highest maritime traffic in Spain. The choice of the name «Naos» is not accidental. It comes from the brightest star in the Puppis constellation, symbolizing the connection between advanced technology and the mission to protect lives at sea.

The Partido Popular (PP) has presented a motion in the Joint Commission on Insularity requesting the central Government to assign a permanent vessel of the Maritime Service of the Civil Guard for Formentera. According to Senator Cristóbal Marqués, the measure seeks to address the lack of coastal surveillance in the Balearic Islands, especially in the summer months, when maritime traffic and irregular boat arrivals increase significantly.

Lack of resources is a concern in the Balearic Islands

Marqués stressed that the current six vessels of the Maritime Service are insufficient to cover the surveillance needs in the islands, where more than 30,000 recreational boats operate in high season.

In addition, he pointed out that Formentera and Menorca are the most affected by this shortage, as they lack permanently assigned boats and depend on travel from Palma. The senator has also warned of the increase in arrivals of migrants in irregular boats, which this year have tripled the figures recorded in 2023, attributing it to the increased activity of mafias operating in the region.

Approval of the motion and criticisms of management

The motion presented by the PP includes, in addition to the request for the vessel, an increase in the human and material resources of the Maritime Service throughout the Balearic Islands. Although it received majority support in the Joint Commission, the PP has pointed out contradictions in the PSOE, accusing the party of not maintaining a uniform position between what it defends in Madrid and in the Balearic Islands. «It is difficult to understand that, while in the Balearic Parliament all the groups voted in favor of this measure, in Madrid another attitude is adopted,» commented Marqués. The PP believes that increasing surveillance resources is not only necessary to ensure coastal security, but also to respond to the demands of tourism and maritime trade in the Balearics. According to the party, this investment would allow Formentera and other smaller islands to have a greater capacity to respond to emergencies and illegal activities, as well as to ensure a more efficient management of its coastline.
