The agreement also introduces adjustments in the reduction of the tax for dwellings with agricultural activity or located in rural areas, which will only be applied to properties without a tourist license, in order to align the rebate with its original purpose.
The modification has counted with the votes in favor of the government team, the rejection of the PSOE and the abstention of VOX and Unidas Podemos. After the public information process, the City Council will be able to approve it definitively.
In the same session, the City Council approved an agreement with the Port Authority of the Balearic Islands for the concession of the Far de ses Coves Blanques, with a ten-year renewable term and an annual fee of 9,541.79 euros, for its conservation and public use.
The green light was also given to an amendment to the contract for the Vara de Rey boulevard, with a contribution of 802,820.65 euros for essential improvements in the execution of the works.

]]>The first deputy mayor and councilor for Economic Resources, Gema Marí, stressed that, for the third consecutive year, the Social Area will again experience an increase of 10%, reaching 7.4 million euros. According to her, the aim of the budget is to «lay a solid foundation to meet the future challenges of the city» and consolidate key areas such as social welfare, safety, cleanliness and infrastructure improvement.
One of the differential elements of the 2026 accounts is that the City Council of Ibiza will reach zero debt, after the cancellation of the long-term loan formalized in 2024 to finance investments. This situation will allow the Consistory not to have to allocate items for amortization or financial expenses, which, according to Marí, is the result of the economic management of the current government team.
In addition, for the first time, the allocation of 4 million euros from the Capital Law, thanks to the commitment of the Balearic Government. These funds will be allocated to current expenditure to finance essential services such as street cleaning, maintenance of parks and gardens, public safety and maintenance of public roads.
The 2026 budget also stands out for its increased investment capacity. During his speech, the minister defended the Government’s strategy against the criticism of the PSIB, stressing that the regional executive is committed to encourage and not prohibit. «This Government will adopt new measures in the face of the rent review. We are committed to encourage, not to limit the market supply,» said Mateo.
In this regard, he advanced that the Regional Ministry of Economy, Finance and Innovation is already working on a specific tax deduction for owners who maintain rental prices in contracts ending in 2026. The objective, as he explained, is to contain prices without causing counterproductive effects, such as those that, in his opinion, derive from direct market intervention.
Mateo has also questioned the figures provided by the Ministry of Consumer Affairs, describing as «not serious» that the PSIB uses data that, as he recalled, have been rejected by the Minister of Housing, Isabel Rodriguez. ]]>The general objective of the document is to empower citizens – especially young people and their families – to manage their relationship with substances and technologies, turning risk factors into protective factors.
The PDA is articulated in four axes. The first is aimed at reducing supply, with measures such as the reinforcement of the figure of the Tutor Police and collaboration with the Civil Guard. The second addresses the reduction of demand, highlighting the effective prohibition of the use of cell phones not only in schools, but also in all municipal leisure and training activities.
The third axis promotes social insertion and individual empowerment, while the fourth focuses on management and communication, with actions aimed at improving institutional coordination and continuous evaluation of the plan. After its initial approval, the document will remain 30 days in public information, with an announcement in the BOIB and the electronic headquarters to submit allegations.
The plenary also approved the modification of the Municipal Noise and Vibration Ordinance, which will allow the Local Police and inspection personnel to immediately seal acoustic installations or order the cessation of musical activity when serious non-compliances are detected, such as lack of authorization or manipulation of limiters.
The update incorporates the non-compliance with these provisional measures as a very serious infraction, which will make it possible to impose higher fines on those who do not comply with the sealing or immediate cessation.
With the votes of the Popular Party, the professional career and performance evaluation for municipal employees was finally approved, a pioneering system on the island endowed with more than one million euros, the highest amount in Ibiza. The aim is to improve working conditions, promote continuous training and increase staff motivation.
According to the City Council, this implementation will make it possible to offer more efficient, professional and higher quality public services to citizens.
The plenary finally approved the municipal budget for 2026, which amounts to 62.5 million euros. The Consistory emphasized that, for the first time since 2006, the municipality has reached zero debt, both in the City Council and in the public company, which reinforces its financial stability.
Likewise, the reduction of the rustic IBI from 0.47% to 0.45%, the second reduction applied by the current government team, was confirmed. The measure will benefit more than 5,300 cadastral references and represents a cumulative decrease of about 200,000 euros in the collection since 2022.
The plenary also approved a motion of the Popular Group in support of the self-employed, warning of the increase in the tax and bureaucratic burden derived from the decisions of the central government. The initiative calls for the implementation of the VAT exemption regime, administrative simplification and a reinforcement of social protection.
In addition, all parties except Vox adhered to the institutional declaration of the FEMP for coexistence and respect.

«We will study all your proposals with the competent areas,» said the mayor of Ibiza, Rafael Triguero, who opened the session along with the Councillor for Education, Catiana Fuster, and the Councillor for the Environment, Jordi Grivé.
The Children’s Plenary is part of the educational program ‘Our proposals for the City of Eivissa’, which students have worked in their respective centers before coming to the plenary hall.

]]>During the defense of the point, the second vice-president and councilor of Economy, Territory and Infrastructures, Javier Serra, stressed that «safety on our roads is a priority for Sa Unió». The island official recalled that work has already been done on the section of the ascent to La Mola and stressed that the improvement of the rest of the road «involves a comprehensive review of the road surface, the trouble spots, signage and protective elements».
The initiative, presented by the PSIB-PSOE group, received the support of all the councilors. The text contemplates replacing the guardrails in poor condition, incorporating double rail systems at points where necessary and installing shock absorbing protectors on all the legs of the containment elements. These actions will be a priority in the island’s infrastructure plan.
In the same session, the plenary approved another PSIB-PSOE proposal to accelerate the expansion and reform of the municipal cemetery. Serra said that the project is a «priority» of the government team and that it is ready to go out to tender, which will modernize the facilities.
A proposal by GxF to remove beached or sunken boats from the coast of Formentera, a measure that seeks to improve both maritime safety and environmental protection, was also approved with unanimous support.
The plenary approved two institutional declarations: one on the occasion of November 25, International Day for the Elimination of Violence against Women and Girls, and the other for Universal Children’s Day. Both texts highlight the Consell’s commitment to human rights and the protection of minors.
Finally, the president of the Consell, Óscar Portas, presented his appearance as head of Interior and Linguistic Service, in which he explained the lines of work planned for the coming months, according to the insular documentation.

The budget also significantly strengthens cleaning: the street cleaning service increases its allocation by 571,996 euros (+24.7%), and the item for cleaning municipal buildings grows by 48%.
With the initial approval, the budget will be published in the BOIB and will remain in public exhibition for 15 working days for the presentation of claims.
The plenary also approved a motion of the Popular Party in defense of the self-employed, in which the City Council expresses its rejection of the tax policy of the central government and calls for the immediate application of the VAT exemption regime for self-employed and small companies with annual turnover of less than 85,000 euros.

]]>The first of the changes establishes a new parking regime for motorcycles and mopeds. The update of article 31 determines that these vehicles may only be parked in specifically designated and marked areas, and parking in any other place is prohibited. With this measure, the Consistory seeks to organize the urban space and prevent motorcycles from occupying sidewalks, crosswalks or areas not intended for parking.
The second important point of the reform is the removal of vehicles parked for more than 72 hours in the same spot, a modification that affects article 57.g). From now on, vehicles exceeding this limit may be transferred to the municipal depot, which is intended to promote rotation in the available spaces and avoid the presence of abandoned or long-stay cars that hinder mobility.
In addition, the proposal incorporates a new penalty regime for motorcycles and mopeds that park irregularly. Article 58 will include a specific section that typifies as an infraction the parking of these vehicles outside the authorized areas, applying the penalties provided for in the municipal regulations.
The City Council maintains that these modifications respond to a growing need to organize public space, especially in a city where the use of motorcycles is very high and where the prolonged occupation of parking spaces generates mobility problems. ]]>The Councilor for Social Welfare and Housing, Lola Penín, explained that the agreement with the Consell aims to «facilitate access to decent and affordable housing» within the framework of competence of both institutions, in line with the Plan Insular de Cooperación Municipal.
The agreement contemplates three lines of action:
Aid for renting A 250,000 euro item intended for families in the municipality that do not receive other housing aid from the Balearic Government.
Rehabilitation of a municipal building for coliving An investment of 567,320 euros to adapt a building located at Avinguda de la Pau, 3 with criteria of habitability and energy efficiency. The building, recovered after an eviction procedure initiated in June, will be used for affordable housing for young people.
Acquisition and rehabilitation of a dilapidated building 185,834 euros will be allocated to purchase and rehabilitate a run-down building at 28 Verge Street, where four public housing units will be built, also for young people, in order to encourage them to settle in the municipality.
«This agreement reaffirms the commitment of both institutions to housing policies and to the creation of real opportunities for citizens,» said Penín.
The plenary also approved another relevant agreement with the Consell Insular for the transformation of the cross road of the EI-10, between the junctions of ses Figueretes and Can Misses, with an investment of more than 13 million euros. The City Council will be in charge of bidding and executing the works.
The Councilor of Works, Blanca Hernández, stressed the strategic importance of the project: «The EI-10 has been for decades a physical and visual border that separated the city. With this intervention, we will link ses Figueretes and Can Misses with a modern, green and fully urban road».
The Consistory also approved a budget amendment to allocate 500,000 euros from the Contingency Fund for work already carried out after the storms Ex Gabrielle and Alice.
During the debate, Councilman Àlex Minchiotti again called on the central government to declare Ibiza as an area seriously affected by a Civil Protection emergency. He also recalled that the Balearic Government will allocate five million euros in direct aid for those affected, managed through an agreement with the Consell Insular to expedite its processing.
The plenary also approved the budget amendment necessary to repay in advance the loan of 11.95 million euros with Caja Rural de Aragón, thanks to the surplus of the 2024 fiscal year. The Councilor for Economic Resources, Gema Marí, pointed out that this operation will allow the City Council to be debt-free.

The plenary also approved the award of the concession contract for the municipality’s drinking water supply and sanitation service. The company FCC Aqualia SA obtained the highest score in the process, with 97.29 points, and must submit the final documentation to formalize the contract.
Councilman Rubén Sousa detailed that the new service contemplates 17 million euros in investments over eight years, with 49 priority actions, focused on improving water, sewerage and rainwater infrastructures.
Finally, the plenary gave the green light to the addendum to the Tourism Sustainability Plan in La Marina, Port and city of Ibiza, a key piece in the strategy of urban and environmental transformation of the municipality.
