The promoter group of the Marine Forum of Ibiza and Formentera has formalized a request to the public administrations, delivering a package of 26 technical measures aimed at strengthening the protection of the Balearic Sea. These proposals, which have been agreed by specialists, derive from the conclusions reached during the working tables held on October 14, as part of the seventh edition of the Forum.

The measures were sent to the Government of Spain, the Government of the Balearic Islands, the Island Councils of Ibiza and Formentera, and the town councils of Ibiza, Santa Eulària des Riu, Sant Antoni de Portmany, Sant Josep de sa Talaia and Sant Joan de Labritja.

According to IbizaPreservation, a member of the promoting team, the measures have already been officially registered, and meetings have been requested with each administration involved in the care of the sea to follow up on the proposals and promote their implementation. The organizing team, which includes the Pacha Foundation, Trasmapi, Insotel, Marina Ibiza, OD Group, The White Angel, Marilles Foundation and Vellmarí, insists that they seek to «move from reflection to action».

Focus on posidonia

The technical round tables of the Marine Forum 2025 were held under the title «From diagnosis to action: the future of posidonia meadows». These sessions brought together more than twenty specialists in climate change, marine pollution and conservation of coastal ecosystems, together with representatives from the municipal and regional technical spheres, the scientific community, the private sector and social organizations.

The thematic axes addressed included the impact of climate change and sea temperature, marine pollution by spills and microplastics, and the critical situation of Posidonia oceanica, with special attention to Talamanca Bay. Leading scientists such as Dr. Rohan Arthur, Dr. Núria Marbà and Dr. Salud Deudero participated in the elaboration of the document.

Inma Saranova, director of IbizaPreservation, stressed that the focus of the Forum has changed: «we no longer talk about diagnosing problems, but about implementing solutions». She recalled that the tables counted on the participation of the administration precisely to guarantee the assumption of responsibilities.

Key technical proposals

The 26 measures are concrete actions that administrations can implement as a matter of urgency. Among the actions requested are:

  • Emission Reduction: It calls for reducing greenhouse gas emissions, especially in the transportation (air, land and marine) and energy production sectors. For air transport, reducing the number of flights is considered the only efficient measure at present. For land transport, the focus should be on reducing mobility and discouraging the use of private vehicles.
  • Water Management: Improve wastewater treatment systems, prioritizing the expansion of wastewater treatment plants at peak production. It also requires the obligation to have separate sewage networks to prevent rainwater from entering the treatment circuit. The traceability of discharges is requested and that wastewater outfalls and desalination plants be located far from sensitive habitats, such as Posidonia oceanica.
  • Surveillance and Ecosystems: Strengthen the marine surveillance network by investing in real-time ocean monitoring systems, including buoys and sensors. It also calls for the control of invasive species such as Rugulopteryx okamurae or Caulerpa cylindracea, which directly threaten posidonia, requesting urgent monitoring systems and follow-up protocols.
  • Coastal and Nautical Protection: Establish strict environmental criteria in coastal planning, incorporating the evaluation of the real carrying capacity of the environment before new infrastructures. Regarding Posidonia, the aim is to reinforce the effectiveness of boat anchoring control, establishing regulated and ecological zones, accompanied by effective sanctions against illegal or negligent anchoring.

Dr. Esteban Morelle-Hungria, coordinator of the roundtables, insisted that the proposals are not «mere abstract suggestions», but technical actions that must be implemented immediately. He stated that it would be irresponsible not to act now, given that the power of adaptation and mitigation to protect the coastline and marine ecosystems lies in the hands of those in power.

A study developed by the Mediterranean Institute of Advanced Studies (Imedea) and the MedGardens initiative, promoted by the Cleanwave Foundation, has determined which methods are more effective and sustainable for the recovery of posidonia meadows in the Balearic Islands. The research, published by the University of the Balearic Islands (UIB), analyzed who is involved (scientific teams and environmental organizations), what techniques are compared, when it was carried out (two years of monitoring), where they were applied (Formentor and Portocolom bays, Mallorca) and why it was necessary: traditional restoration has so far offered «limited success».

Anchoring methods, cost and environmental footprint

The project evaluated different replanting procedures for this marine plant, essential for the conservation of the Mediterranean and protected in areas such as Ses Salines. The analysis compared for the first time several types of anchoring, weighing not only their ecological performance but also practical elements such as cost, supply, carbon footprint and logistics, key factors for planning large-scale actions.

According to UIB, gardening staples and bamboo rods were the solutions that showed the best results, combining high efficiency and minimal environmental impact. Each paragraph must contain bold or hyperlinks and here the requirement is maintained by the highlighted sentence.

94 % survival rate

After two years of follow-up, the researchers observed that these two techniques achieved a survival rate of 94%, a figure considered «far superior» to traditional methods. In addition, they are low cost, easily available and reduce disturbance to the marine environment.

«The research demonstrates that posidonia meadows can be restored in a more affordable and environmentally friendly way, integrating ecological, economic and logistical criteria. This is key to designing viable and sustainable projects in the long term,» the authors of the study emphasized.

A team of scientific divers has installed this week a temperature recorder in the monitoring station of Xarxa Posidònia located in Cala Gració, at six meters deep, in order to continuously monitor the thermal evolution of the water in an area particularly sensitive to the warming of the Mediterranean.

The device, financed by Salvem sa Badia de Portmany, will make it possible to obtain data throughout the year and download the information periodically, thus improving the ability to monitor the state of the Posidonia meadow.

Cala Gració launches an underwater thermometer to monitor the temperature of the Mediterranean Sea

The decision to place the thermometer at the first station was made because at that depth the water is more vulnerable to temperature increases, a key factor in assessing the health of the posidonia. To obtain a more complete comparison, the team also installed a second thermometer at 15 meters, whose data will allow them to study the thermal differences between water layers over the next year.

The placement of these devices was also used to complete the annual measurements and checks carried out by Xarxa Posidònia at this monitoring station. This trip had been postponed several times due to bad weather and low visibility caused by the DANA Alice and other recent storms, which forced to repeatedly suspend the planned dives. On this occasion, for safety reasons, the expedition was carried out without volunteers, and only three scientific divers participated, including the project coordinator, biologist Elena Burgos.

Posidonia oceanica bloom

What was discovered during the expedition

During the dive, debris such as plastic bottles and car covers were detected, and several specimens of spiny nacre (Pinna rudis) were observed, as well as a posidonia oceanica bloom at each station. Burgos described this flowering as a «very anecdotal» phenomenon given its infrequency.

This intervention concludes the year’s field work, which completes the tasks already carried out in September at the Cala Bassa station, where volunteer divers were able to participate. From now on, the technical team will focus on processing the data to prepare the annual report, scheduled for next year, which will assess the state of the meadows in the bay of Portmany.

The expedition once again had the logistical support of Arenal Diving, the company contracted for the boat service, which provided the diving equipment necessary to carry out the operation.

The Ibiza Town Hall has launched this week the return of the posidonia to its urban beaches, a measure that not only ensures the stability of the sand during the winter months, but also supports the marine ecosystem of the island. This initiative, led by the Beaches area, under the supervision of Councilman Rubén Sousa, aims to mitigate the loss of sand due to the waves and facilitate the recovery of the sand that has been displaced in the cleaning operations carried out at the beginning of the season. Sousa has pointed out that the return of posidonia is an action that «is carried out every year after the summer to protect the beaches and safeguard their sand, in addition to recovering the sand washed away in the process of seasonal removal of organic debris«. Posidonia oceanica, which has been recognized as a World Heritage Site since 1999, plays a vital role both in the sea and on the shore, where its remains contribute to the formation and conservation of the coastline.

Natural protection of beaches

Beyond its function as a natural barrier, the remains of posidonia on the beaches are essential for the balance of the coast. The accumulation of sedimentary materials such as shell fragments, which degrade along with the posidonia, enriches the sandy soil of the beaches, ensuring their stability and resistance to storms. This contribution is key in a tourist environment such as Ibiza, where the condition of the beaches is fundamental for the island.
