The PSOE of Formentera has stated that it will condition its abstention to the Consell’s 2026 budgets to specific items and the modification of the garbage collection fee.

In a statement, the socialists have stated that«the PSOE will not give away its vote» and have reiterated that they will only abstain if the island government team incorporates written commitments, with a budget, schedule and compliance control.

The PSOE has recalled that in 2025 an abstention agreement was reached linked to several conditions, an agreement that has not been fulfilled, with pending commitments such as the one related to the modification of the rate.

For this reason, the formation now sets an «insurmountable» condition, as it has insisted. Among other things, it has demanded that the modification of the rate be drafted in the first six months of 2026, aimed at a more equitable and proportional system.

They have also demanded an item for the drafting of the project of the Cultural Center of Sant Ferran, with a timetable for drafting and bidding in 2026. In addition, they have asked for an item for the kennel, with defined actions to ensure a decent and efficient service, as well as an item to intervene in Es Campament.

The socialists have demanded an investment for the remodeling of playgrounds; the improvement and expansion of the cemetery or improvement actions on the road to Es Cap, among other things.

On housing, the PSOE has demanded the expansion of the portfolio of services in the Housing Office, with an endowment and monitoring of rental prices and the deployment of a proactive policy from the Office to help solve the housing problem in Formentera.

«The PSOE will not give away its vote. In 2025 we accepted an agreement with conditions that have not been fulfilled and, therefore, we are demanding written commitments, deadlines and follow-ups. There is an insurmountable condition: the modification of the garbage collection fee that must be drafted in the first half of the year so that those who generate more, pay more. In housing, it is not enough to open an office, we must expand the portfolio of services, incorporate regular metrics of rental prices and deploy a proactive policy that contributes in a real way to solve the housing problem in Formentera,» said the PSOE.

This Saturday, December 27th, marks one year since the censure motion that certified the change in the Consell Insular de Formentera: Sa Unió, Gent per Formentera (GxF) and PSOE pushed for the departure of Llorenç Córdoba and appointed Óscar Portas as the new president.

After a political crisis of more than a year, the main argument put forward by these sectors was institutional «paralysis» and the breakdown of trust with Cordoba.

Cordoba’s departure was the outcome of an entrenched political crisis, with internal rupture in the government bloc and a majority that was reconfigured to leave the president isolated. In the final stretch, GxF and PSOE conditioned their support to previous movements within Sa Unió, while the Consell entered a dynamic of institutional blockage that ended up accelerating the change of command and Portas’ candidacy.

First decisions (and first pulse with Cordoba)

The new Executive started with a symbolic (and very political) gesture: Portas revoked the office that Córdoba had been assigned minutes before the motion, and relocated it outside the main building of the Consell, in a satellite building. The decision was formalized by decree on January 15.

In the first big batch of internal measures, the government of Sa Unió rescinded contracts signed by the previous president before his removal before his dismissal, for a total amount of 130,000 euros, according to La Voz De Ibiza.

At the same time, Portas and councilor Verónica Castelló presented proposals for Formentera.eco 2025, with changes in the vehicle access system and entry quotas, in the midst of the political debate on inter-island mobility.

Chiringuitos, the conflict that will not be extinguished

If there is an issue that crosses the year of Sa Unió as a constant crack is that of the chiringuitos and the mega-contest under suspicion, which was reported in detail by La Voz de Ibiza. And not only for the contest, but for the daily management of the concession and non-compliance.

In the middle of winter, the Consell took as a basis a report provided by the concessionaires themselves to try to avoid the obligation to dismantle the beach kiosks, reproducing to try to avoid the obligation to dismantle the beach kiosks, reproducing their arguments in the proceedings before Costas, according to published information.

Furthermore, the Consell limited itself to imposing a minimal fine in the face of the beach bar concessionaires’ refusal to dismantle the beach kiosks during the winter.

Just a few days ago, the Consell recognized that the concessionary title requires that the beach bars are dismantled from January 15 to February 15, an obligation that the executive itself tried to avoid the previous winter.an obligation that the executive itself tried to avoid the previous winter.

In this context, a technical report of the Conselleria del Mar of the Balearic Government, which is in possession of this media, documented non-compliances and dilatory maneuvers that could lead to serious administrative consequences for the concession. So far, the Consell led by Portas has not taken drastic measures against the serious irregularities that are accumulated by the case but on the contrary: it exposes an obvious collusion with the current concessionaires.

Illegal immigration and mines, the pressure that overflows

On the other hand, illegal immigration and its logistical and social effects became a structural front for the presidency of Portas. The island president made repeated requests to the central government to provide more resources to the flood of boats that had the smallest of the pitiusas as one of the main destinations in Spain.

In parallel, the Consell negotiated without progress throughout the year the transfer to the Govern of the competences over migrant minors.

As defined by Portas in October, during the visit to the island of the Councilor for Families, Social Welfare and Dependency Care, Sandra Fernandez, Formentera lives a «borderline situation» by the guardianship of unaccompanied migrant minors.

The Consell de Formentera takes care of 127 migrant minors, an unprecedented number and much higher than the resources it has available.

Mobility

Mobility and vehicle congestion in the summer was a very lively topic in the Pitiusas in 2025. In that framework, Formentera developed for the seventh year Formentera.eco. During the regulated period -between June 1 and September 30-, the quota was completed 100% of the days during 74 days, divided between June (12), July (25), August (31) and September (6).

The Consell stressed that the model is consolidated, with a reduction in the number of vehicles over the years. However, the Councilor for Mobility of Formentera, Verónica Castelló, says that the Consell insular is studying major changes in the system. The changes would imply more controls and the end of quotas for the end of quotas for Ibiza residents..

In midsummer, both islands had announced a joint plan to harmonize their vehicle limitation systems.

Insecurity

In October, another debate took to the streets: insecurity and violence linked to consumption in areas such as Sant Ferran..

In response to complaints from neighbors and shopkeepers in the area, who pointed to a group of youths responsible for riots, the Consell promised to reinforce the presence of local police in the area.

Social management

The Residencia des Brolls gave several headaches to the Consell insular throughout 2025 as a result of conflicts with the workers of the center due to the imposition of a schedule scheme by the Consell. A conflict in the middle of which Carla Tur, director of the center at the beginning of the year, took a vacation.

A new director, Imad El Bouchaibi Daali , took over in April. However, he lasted barely a month and a half in office. Although housing problems were cited, the real reasons were linked to the chaos and lack of control that had reigned at the residence since the beginning of the year.

The bad climate continued after the summer. In fact, in November the Consell itself acknowledged «human errors» in the management of the nursing home. The Councilor for Social Welfare, Cristina Costa, pointed out that the Consell is working with the Govern to achieve a more efficient management of the center.

Port of La Savina

Another of Sa Unió’s significant political gestures over the last few months was its decision to bury the Special Plan for the Port of La Savina that had been approved by GxF and PSOE and its decision to process a new one.

In April, Portas pointed out that the Consell is negotiating with the APB on aspects of the new Special Plan that are in line with the island’s interests. Recently, the president of the Port Authority of the Balearic Islands, Javier Sanz, thanked the Consell for its collaboration in the elaboration of the new Special Plan.

Withdrawals that were not long in coming

Another folder that dragged on for months was that of stranded vessels following the DANA of August 14, 2024.

In April, the Consell assumed that the Helisara VI should be considered waste and that it would take charge of the transfer, while the problem of the Scipio 1924 continued due to the lack of location of the owner, as it was published. And on July 4, 2025 the Consell finally removed the Scipio 1924 after eleven months stranded in ses Illetes.

The Helisara VI, however, remained stranded until November. Only then, and after GxF denounced the abandonment and that the vessel had been destroyed after an autumn storm, the Consell proceeded to the removal. «It was a costly and complex process,» justified the insular Executive.

Illegal dump in Es Cap de Barbaria

While the «mountain of boats» linked to the migratory crisis grew, Cap de Barbaria added another explosive front: the Government ordered the urgent closure of the illegal landfill due to serious breaches in waste management, with an accumulation of debris that, according to the information published, reached more than 240,000 cubic meters and a height of approximately 40 meters, visible even in satellite images.

The Consell confirmed that it would assume a fine of 500,000 euros linked to the irregular management of the closed area and announced a temporary solution while it sought a structural solution. In political terms, the episode portrayed one of Sa Unió’s dilemmas of the year: inheriting a chronic problem and having to turn it into a roadmap, with the Govern overseeing the process and the island demanding viable alternatives so as not to collapse its waste system.

Administrative stumbling blocks and 2026 budget up in the air

The end of 2025 left another picture: that of a government that, in addition to managing crises, is exposed for errors of form.

On October 31, a budget amendment was marred by irregularities and forced to redo the paperwork. «It’s all wrong,» he complained in the plenary session. Ángel Custodio Navarro, secretary of the Consell.

And already in December, Sa Unió was again in the spotlight: unsigned documents and absences in the agenda jeopardized the processing of the 2026 budget (49 million), which was put on hold and subject to reinforced majorities until it was reactivated.

The opposition overturns the proposal in committee and now Sa Unió will need an absolute majority to reactivate it this Thursday or face a budgetary prorogation.

The government team of the Consell Insular de Formentera never ceases to surprise, although always negatively. Now, due to an error in the presentation of documents, Sa Unió has jeopardized the approval of the 2026 budget in the last plenary session of the year to be held this Thursday.

49 million, the processing of the budgets, which amount to has been suspended after failing to pass the informative commission held this Monday. The reason has been a formal defectSome documents lacked signatures and the accounts were not included in the agenda.

Although the system is the same as for any proposal, the Government team has made a striking error. When they sent the calls to the informative commission (in this case the Accounts Commission) in point 3.1 it states that the initial approval of the budgets will be dealt with, although in the attachments there are no basic documents such as the Report.

These were emailed to the consellers 24 hours later. In addition, the proposal did not bear any signature.

For this reason, the opposition has rejected the presentation and carried out a vote as if it had been presented as a matter of urgency in the informative commission. However, since they did not have an absolute majority, it was rejected.

Now Sa Unió will be able to present again the budget of urgency in the plenary of next Thursday. But it will need again the absolute majority of the councilors of the opposition.

In case of not achieving it, Sa Unió will have to make an extraordinary plenary session or present it in January and, in the meantime, extend the budgets that end on December 31.

Increased spending and investment

The budgets prepared by Sa Unió contemplate an increase of 8.6 compared to 2025. The investment item is one of the fastest growing is one of the fastest growing items: 7.2 million euros7.2 million, a 46% more than in the previous year.

The personnel expenses also increased, reaching 20.8 million 20.8 million20.8 million, which represents 900,000 euros more than this year. In turn, the current expenditure amounts to 18 million18 million, an increase of half a million euros.

New element in the race of inanities around the future competition for the sports dock of the port of La Savina. The representative of the Consell Insular de Formentera in the Board of Directors of the Balearic Port Authority (APB), Artal Mayans, openly praised the bases of the unified competition for the concessions of the docks of the port of La Savina, despite the criticisms publicly raised by the coalition Sa Unió, to which he belongs. publicly criticized by the Sa Unió coalition to which he belongs.

It was at the session in which the bases that have not yet been approved on December 19 were approved, according to the minutes of the session of the APB that are in the possession of La Voz de Ibiza.

«It is a very worked, consensual and that includes virtually all the requests made from Formentera, which were moorings, guarantees for bases to be recognized (sic), price stability, maintaining two gas stations in the port, reduction of excursions, increase charter as business sector strength (sic) and the new subway parking, «said Mayans, as transcribed verbatim in the minutes.

Frustrated favorable vote

In addition, he expressly requests that it be recorded in the minutes that he states that, «although his vote would be in favor, unfortunately and by a large majority of the Plenary of Formentera he will have to not vote in favor«.

However, he reiterates that «the specifications are very well done, it will need control and supervision by the Port Authority for all this to go ahead».

In addition, Mayans thanked the director and the president of the APB for «listening to all the requests that Formentera has made and most of them have been included in the specifications», for «all the hours spent» and maintains that «it is a brave and very positive specification«.

A contrary position

This position raised by Mayans in the APB Board of Directors contradicts the one raised by the Sa Unió coalition of which he is a member.

The president of the Consell Insular, Óscar Portas has stated in the last plenary session that the insular institution has hired a legal team to appeal the contest called by the contentious-administrative route.

This is a preventive administrative litigation because to date the bases remain a mystery. It is known what the Port Authority announced and what the political groups have been telling about the meeting they had with the president of the entity, Javier Sanz.

«We must exhaust all options both on the legal side and with allegations to stop this process,» said Portas, who insisted that the unification of the two sports marinas of La Savina does not meet the needs of the people of Formentera.

The competition for the management of the port of La Savina

The public tender approved by the APB will define the management of the port of La Savina for the next 25 years. This process includes a minimum investment of 15 million euros by the company awarded the contract, with the aim of modernizing the facilities and improving accessibility.

Among the measures planned are the construction of a dry marina, two subway parking lots and the remodeling of several buildings. The use of renewable energies and sustainable materials will also be promoted, in line with APB’s environmental objectives.

Sa Unió’s position

Not as belligerent as GxF and PSOE, formations that have openly positioned themselves against the Savina model, Sa Unió has expressed in the last hours its reticence.

In a discussion with the rest of the representatives of the Plenary, the spokesman of the government team, Hugo Martinez, rejected that the concession was to 25 years, although it is an old claim of Formentera’s businessmen insofar as it allows the concessionaire to amortize the costly investments proposed. «It is not something positive,» he said surprisingly.

However, the main focus of the criticism is an alleged lack of transparency and that contradicts the explanations given by Sanz in the Navigation Council of the Port of La Savina, in the meeting with the political groups and in the meeting with the new president, Óscar Portas. So much so that Llorenç Cordoba, former president and former representative of the Consell in the Board of Directors of the APB, said in the same talk show that Javier Sanz could be going too far with so many explanations about a tender whose content is confidential until it is published in the BOE.

«It has been explained as much as possible about a contest, more would be prevaricating,» Cordoba said.

The former president of the Consell Insular de Formentera, Llorenç Córdoba, has come out to respond to the decision of the new Governing Board to paralyze and review a series of contracts for 130,000 euros that were signed in mid-December when he was still in charge of the institution and argued that this maneuver is to «justify a motion of censure that had no justification».

Consulted by La Voz de Ibiza, the current non-attached councilor said that «it seems to me a move to try to make me look bad. And, as always, when they do something to make me look bad, there is always secondary damage. At times, the secondary damages are on the Consell, sometimes they are on the population and, in this case, it will be on private companies».

Cordoba said that it would have to «review contract by contract and, if they want to annul it, let them give their reasons and annul it. I am not saying not to do it. But to preventively annul all of them and then look at them, seems to me to be a move more worthy of other interests that are not in the interest of Formentera and the Consell. They are rather political interests and not really for the good of Formentera».

In this line, he said that «there is a lot of bad faith in some movements that the government team is making. They are checking a lot of things inside, as if I were a criminal or corrupt».

«They have a fixation, an obsession with finding things that I have done wrong and they are really using time and resources on that instead of fixing the problems they need to fix,» he said.

According to Cordoba, «the opposition has not supported a motion of censure so that they can dedicate themselves to persecute the former president. I think it is to do things for Formentera».

And he stated that «they are trying to justify a motion of censure, which had no justification, looking for things to say: ‘Do you see how we had to kick him out?’ Because really, what is the reason behind the motion of censure? Nobody has shown me that I have done anything wrong. No one has shown that I have worked in bad faith».

«We go like crabs»

One of the arguments of the opposition to move forward with the motion of censure was that the Consell was paralyzed by the lack of a government team.

For this reason, Cordoba stated that «then they say that we have not done anything and that we have not worked. Yes, there are things that we have left ready, and what they do is to throw them backwards. We go like crabs, we go backwards. The same thing happened with the kiosks, with the question asked to the Government».

Precisely, the former insular director of Litoral de Formentera, Asier Fernandez, had made the consultation on the dismantling of the beach bars last October, despite the fact that Sa Unió had denounced that these steps had not been taken.

«We had already asked that question, we had written it in a report signed by the contract technician and the lawyer. But they didn’t trust us and wanted to do it themselves. I imagine it must be a little bit the same,» said Córdoba.

The arrival of the new government team in the Consell de Formentera, driven by the motion of censure against Llorenç Cordoba, has regularized the institutional crisis that the island was going through due to the absence of a Governing Board. However, behind closed doors, the dirty war continues between Sa Unió and the ousted president.

Now a kind of «witch hunt» has been launched against the civil servants who, based on their work, have moved forward different issues of the Consell during Cordoba’s term of office.

One of them is the Human Resources lawyer, María Teresa Ferrer, who had played a key role in the mega-tender under suspicion of the beach kiosks by signing a report a report that concluded that all the bids did not comply with the labor specifications, so it had to be declared void.and should therefore be declared void.

According to La Voz de Ibiza, Ferrer will be transferred from the area of Human Resources, where she was the only lawyer and where she had been working for 8 years since she joined the Consell, to the department of Social Affairs.

Meanwhile, Sa Unió wanted to carry out a similar maneuver with the lawyer Marta Vila, whom they wanted to move from the Contracting area to the Secretariat. However, the civil servant ended up resigning and getting a new job in Mallorca.

Anyway, according to La Voz de Ibiza, the transfers have not been made effective yet. Although by the Consell’s own statements they would already be a thing judged. At the request of this media, from the insular institution argued that these changes «are being carried out or will be carried out from now on respond to improve the functioning of the administration. Human Resources is studying the needs of each department to optimize the means».

«They are punishments.»

In this context, the former president of the Consell Insular, Llorenç Córdoba, has stated that «these moves are reprisals, punishments» against officials whose work «has resulted in the things of the Consell going forward».

«They are people who have not supported me politically or anything, but they have done their job. But that work has resulted in the things of the Consell going forward,» he said.

Cordoba has considered that in these decisions of Sa Unió «there is bad faith. They have a lot more things to do than to be throwing back these things or looking for things to attack me».

In addition, he said that «they are distrusting the officials of the house. Not the politician anymore. And of course they are not finding anything. What happens is that these people, to do their job well, have done things that did not suit them (Sa Unió). And as much as they helped me, surely they would have helped them, the government team. Therefore, the punishment has been to make these changes».

On the other hand, Cordoba also said that «I have information that I have been told that there have been more changes. Or people who are in the same place, but they have limited them. They are checking a lot of things inside, as if I were a criminal or corrupt.»

As La Voz de Ibiza advanced, the former insular president and current deputy and non-attached councilor of Formentera, Llorenç Córdoda, has been banished by the new government team, taking away the office that had been assigned at the headquarters of the Consell to fulfill its functions in the Parlament and has moved him to the outskirts of Sant Francesc.

Last Tuesday, maintenance personnel tried to force their way into the office by breaking the lock of the office where Cordoba still has documentation for his function as a Balearic deputy.

This controversy comes after the new island president Óscar Portas revoked a decree signed by Cordoba himself on December 27, minutes before the censure motion, in which he assigned an office on the second floor of the headquarters of the Consell de Formentera, relying on the Organic Regulations of Consells.

From this, it has determined its «move» to an office in the building of the old medical center, on the outskirts of Sant Francesc, where the Justice of the Peace is located and the Consell d’Entitats meets, in the vicinity of the Civil Guard barracks .

Forced eviction

Last Tuesday, the government team of Sa Unió tried to carry out a forced eviction.

«They wanted to bust the door. That is to say, they gave orders to Maintenance to burst the cylinder of the door to get in. And I have my deputy’s documents still in there,» Cordoba recounted this week.

According to him, this is against the Rules of Procedure: «What they have done is to throw back my decree and take this office away from me. The Organic Regulation of the Consell says that the office has to be in the headquarters of the Consell. So, where they send me, there is not even any conselleria. It is a building outside the town. Outside the town and it is even difficult for people to get there. That is a punishment to me.

The forced eviction could be stopped after Cordoba promised to enter the key once he returned to Formentera, as he was off the island for the plenary session of the Parliament in Mallorca.

«What I said was, wait for me to come back to Formentera. And I give you the keys. But of course, the intention, the orders to the workers of the Consell de Mantenimiento, was to burst a door to open. The first thing they should have done was to contact me, they have my phone number, and tell me, ‘Lorenzo, can you give us the keys? Because if you don’t, we are going to burst the door’. But of course, if they call me from the maintenance of the Consell to tell me ‘look, Lorenzo, they have told us to burst the door, to open the door’. But they haven’t asked me for the keys, I have them,» Cordoba said to La Voz de Ibiza.

What the Regulation establishes

Chapter IX of the Organic Regulations of the Consell de Formentera establishes, in paragraph 3 of Article 106, that the «deputy in the Parliament of the Balearic Islands elected for the constituency of Formentera also has the right to occupy an office in the headquarters of the Consell and to use the services and staff of the Consell for the exercise of his representative functions«.

The current deputy for Pitiusa Menor remarked that this office should not be «in any premises of the Consell, not in any Conselleria of the Consell: at the headquarters. And the headquarters is the central building of the Consell».

«They have sent me to a place where the neighborhood organizations meet and where the Justice of the Peace is. But there is nothing else, there is no Conselleria, there is nothing. So, of course, it’s a place…. They banish me a bit. They banish me to a place where it does not touch,» he added.

According to Cordoba, this banishment in breach of the Regulations is to avoid certain control by the former island president. «The problem there is that me being in the central building, in an indirect way, because it is not that it is my intention, I can see the movements they make or control them a little. It is where the Secretariat department is, it is where the comptroller is.»

The new government team of Sa Unió has unilaterally terminated a series of contracts with several media and other suppliers for the mere fact of having been signed by the former president of the Consell Insular de Formentera, Llorenç Córdoba, before he was ousted at the end of last December.

Official sources of the Consell have confirmed to La Voz de Ibiza that «the decision to suspend some contracts has been taken after verifying that on December 12 and 13 and later, when the motion of censure signed by all parties of the Corporation was already signed, the former president of the Consell de Formentera committed more than 130,000 euros in various concepts related to advertising«.

In this regard, they argued that «we have chosen to pause (sic) these contracts to manage our resources more efficiently».

Review

«We are currently reviewing the contracts of the different suppliers and will evaluate the best way to resume them in the future, always with the objective of optimizing transparency and the good use of funds,» they informed this media outlet.

Without going into details, the Consell said that «there are less than a dozen contracts from different suppliers, they are not only media«.

Among the affected media are La Voz de Ibiza and Formentera Radio.

All of them have received an e-mail last Friday from the Press and Communication area and with the signature of the insular president, Óscar Portas, informing that «we do not intend to continue with the works from next January 31, 2025 or, at least, in the way they were carried out until now».

«Once the presidency of the Consell de Formentera has changed, the new government team wishes to rethink the whole advertising issue, as well as to make a containment in the expenses of this area,» details the letter endorsed by the president.

Sources of the former administration have shown to La Voz de Ibiza their surprise at the decision taken by Sa Unió. And the fact is that, according to them, «the vast majority of the contracts were made with the Sa Unió government team in full», before the political crisis broke out in the coalition and with figures that were very similar to those of 2022 and 2023.

«Those signed in December to advance work were for the same figures as those of 2024,» they added in contradiction to the current government’s statements.

According to the 2025 Budget, 300,000 thousand Euros were allocated for Advertising and Propaganda through different items .

No response from Cordoba

La Voz de Ibiza has tried unsuccessfully these days to consult with former president Llorenç Córdoba.

Gent x Formentera has denounced that the Consell de Formentera, under the management of Sa Unió, has failed to comply with the environmental measures agreed in the framework of theFormentera.eco regulation for 2024.

According to the party, the Consell made a commitment to the Consell d’Entitats to establish environmental label criteria and to regulate the typology of rental vehicles, measures that were finally not applied last summer.

Unfulfilled commitments

According to Gent x Formentera’s complaint, the island administration has not only failed to comply with these two specific measures related to Formentera.eco, but also with four key sustainable mobility initiatives.

These include the renovation and expansion of the network of charging points for electric vehicles, the regulation of vehicle access to Carrer de Santa Maria in Sant Francesc, the implementation of an intelligent access to Illetes and the study to expand the network of green routes on the island.

The measures were scheduled to come into force during the 2024 tourist season and should have been fully implemented by June 1 last year. However, according to the party, none of this has been carried out, which represents, in its view, a flagrant breach by the Consell de Formentera.

Government crisis is no excuse

Gent x Formentera has rejected any justification based on the political crisis of the Consell, arguing that the resignation of six councilors of Sa Unió to their powers on June 20 cannot be used as a pretext for the breach of these commitments.

The group recalls that the resignation took place after the June 1 deadline and that at all times there has been an island director in charge of management.

The party has pointed out that these failures directly affect the island’s sustainability, compromising efforts for greener mobility and better traffic regulation in a destination that seeks to balance tourism with environmental preservation.

The political group Sa Unió has issued a communiqué this Saturday with the aim of building bridges with the Balearic Government after the swearing in of Óscar Portas as president of the Consell Insular de Formentera in replacement of Llorenç Cordoba, removed after a motion of censure promoted by Gent per Formentera and PSOE.

In the press release issued, there is no reference to the absence of representatives of the Govern during the extraordinary plenary session this Friday or the announcement of the Balearic Popular Party of possible sanctions to the councilors of their group for supporting the motion of censure against who is also a deputy in the Parliament of the ‘popular’. On the contrary, it is a kind of request for collaboration to the president Marga Prohens to ensure governability and complete the legislature. «We appreciate the congratulations received by the president of the Balearic Government, Marga Prohens, as well as the president of the Consell de Ibiza, Vicent Marí, unquestionable allies to advance the policies of these islands,» they said from Sa Unió. In addition, they said they are «convinced that, with responsibility and unity, we can face this new stage with optimism and ambition».

«A new stage»

On the other hand, the coalition reaffirmed «its commitment to governance and the future of Formentera» and congratulated the «new president of the Consell de Formentera, Óscar Portas, and his entire government team to step forward with courage and assume the responsibility of leading our island administration». «This moment marks the beginning of a new stage that should be focused on the welfare of citizens and consolidate an efficient and transparent management,» they said. In addition, they referred to «our firm will to contribute to the stability and governability of the administration after months of paralysis and a time in which wear and tear and ungovernability has been the prevailing tone.» «We regret not being able to continue the mandate in majority that our citizens gave us by depositing their trust in our formation, but started this new era we are encouraged to comply more than ever with the general interest and for the good of all Formentera», they promised. In addition to thanking «the support and trust shown to us by the citizens of Formentera as well as the different social agents», they maintained that the «priority is to ensure that Formentera continues to move forward with a clear course, based on dialogue, cooperation and the search for solutions to current and future challenges«. «This legislature will be an opportunity to consolidate progress, strengthen coexistence and respond effectively to the demands of our community. We will continue working tirelessly for a more prosperous, just and sustainable Formentera», concluded the coalition.

«A great effort and sacrifice in favor of the island of Formentera». This is how Sa Unió has described the resignation of José Manuel Alcaraz as Conseller, a condition demanded by the PSOE and GxF if they want to agree on a motion of censure to end the cycle of Llorenç Córdoba in the presidency of the Consell.

«We want to express our total and absolute support to our colleague and friend, and that we do not share the totally unfair demands of having to resign,» said the formation in an official statement. And added: «Even so, José Manuel Alcaraz fulfills the word given and has taken the personal decision to resign to provide solutions to the situation of ungovernability suffered by the Consell because of President Llorenç Córdoba». Sa Unió stresses that «no previous resignation of any other Conseller of Sa Unió would have solved the situation», which is why Alcaraz has considered «that it was time to take this step that involves a great effort and sacrifice in favor of the island of Formentera». The coalition has not spared praise for the former vice president of the Consell, who was in charge of the portfolios of Economic Promotion and Island Administration until the crisis began Sa Unió: «José Alcaraz shows that he is a great politician and person, who not only did an exceptional job in the areas he managed, but sacrificed many things for the service on the island of Formentera and its neighbors». Hours earlier, Alcaraz had justified his resignation by saying that he was acting «in defense of the general interest of the island and its people» and that «no person can ever be above the general interest». The left not only demanded the resignation of Alcaraz to agree on a motion of censure, but asked the party to consider him «co-responsible» for the institutional crisis that has been going on for more than a year on the island, something that is not fulfilled in light of this writing.

The president of the Consell de Formentera, Llorenç Córdobahas presented a proposal to be debated at the next insular plenary, in which he asks the group Sa Unió PP-Compromís to urgently appoint the necessary councilors for the creation of a Governing Board and vice-presidencies. In its communiqué, Cordoba stresses that this measure is essential to close «once and for all, or at least minimize, the institutional crisis that has been open for months» and ensure the normal functioning of the Consell Insular. In addition, he stresses that any solution must respect «the will of the citizens of Formentera expressed in the elections of May 28, 2023».

Context of the crisis

In the May elections, the coalition Sa Unió de Formentera PP-Compromís, led by Córdoba, obtained an absolute majority in the Consell Insular and won the seat in the Balearic Parliament. However, months later, the institution faced a crisis after the resignation of most of the Sa Unió councilors, who left their posts and went to the opposition. This situation left the Consell without a Governing Board or vice-presidencies, two key bodies for the administrative and political functioning of the institution. Although the Consell continues to operate, Cordoba recognizes that «this functioning is slower than it should be».

Call for consensus

Cordoba has insisted on the need to overcome the current crisis to avoid further damage to the citizens of Formentera. The creation of a Governing Board would allow to resume the normal pace of institutional activities, ensuring a more efficient management of resources and services of the Consell. The next insular plenary will be decisive to determine if this proposal gets the necessary support and if progress is made towards the political stabilization of Formentera.

The president of the Consell Insular de Formentera, Llorenç Córdoba, responded to the press conference of the members of Sa Unió, promptly to the statements made by the former councilor Hugo Martínez, who had said that they had made a proposal to form a government again. a proposal to form a government again. In the words of Martinez, the coalition had asked the island president to return all the councilors, to cede its competences of Coast and Primary Sector and to submit to the question of confidence approved in the plenary. However, on Wednesday, Cordoba contradicted these statements by stating that «all proposals to recompose the government team at all times» have come from his hand and «never from Sa Unió». In this sense, he explained that he made a proposal agreed with the Popular Party in Palma and was presented to the PP of Formentera to be presented to Sa Unió in the first week of August. This proposal proposed that «three or four councilors of Sa Unió to form the Governing Board and the vice presidencies, and then, little by little, the others were incorporated». According to the insular president, at the end of October two members of the PP, Hugo Martínez and Eva Nieto, «answered to this proposal, which they mentioned during the press conference of Sa Unió». However, then came the change in the presidency of the PP of Formentera with the imposition from Palma of a management team with Paco Ferrer at the head, Eva Nieto and Hugo Martinez. As the proposal made by Sa Unió was prior to that change, President Cordoba sent a message to Ferrer requesting a meeting as soon as possible. Ferrer excused himself at that time saying that he was traveling and, to date, has not yet come to Formentera to carry it out, explained from the environment of Cordoba. «What the new president of the PP Formentera did do is to value very positively the proposal agreed between Cordoba and the Balearic PP,» they said. «That proposal presented by Sa Unió is not valid in principle because the PP board has changed,» insisted Córdoba.

«If the current president tells me that he reaffirms that proposal, I will value it, but by telephone he was fine with the one I presented, agreed with the Balearic PP. I presented by consensus with the Balearic PP». Finally, Cordoba has insisted that «Alcaraz seems to be that he has not yet realized that he is in the opposition, which has no position, which is no longer the president of the PP of Formentera and he is not the one who has to lead this negotiation. He is only the political spokesman of the coalition in the Consell, but the pacts are not made with the political groups of the Consell, they are made with the parties directly. The interlocutor right now is Paco Ferrer for the PP, and if Compromís wants to have any, let them show their faces, because they never show their faces.» For the moment, Cordoba said that «I will continue to wait for the new president of the Popular Party of Formentera to give me his final answer to my initial proposal agreed with the Balearic PP and for someone from Compromis to express their opinion on the matter«.

Almost as if in a concerted speech with the rest of the opposition groups, sa Unió has given a press conference this morning in which he accused Llorenç Córdoba of putting up a «smokescreen to cover the loneliness in which he finds himself at the moment, to cover up his management and to cover up the lawsuits that he does have». This is what José Manuel Alcarazsaid this afternoon , who referred to the lawsuit filed by sa Unió against the president of the Consell Insular: «Yesterday it was clear that President Cordoba uses this smokescreen to sow doubts about everyone. Everyone is guilty of something except him: civil servants, politicians, ex-politicians, businessmen, he left no one with a head,» he said. «In no case is it a complaint, as sa Unió has presented, as the Ethics Commission has presented, with crimes typified in the Penal Code and with a person who is accused of these crimes, which is Mr. Córdoba, and in which several councilors of this group have gone to testify as witnesses in this complaint presented by sa Unió«, said Alcaraz. In addition, he has remarked that the actions of the Central Operative Unit (UCO) of the Civil Guard on the island weeks ago, which included the statements of councilors and the secretary of Consell, «have not been about any complaint of Mr. Cordoba or any of the issues that Mr. Cordoba moved; nothing has to do with urbanism, nothing has to do with the kiosks or the awarding of the kiosks, or anything else that Mr. Cordoba tried to explain yesterday.» «There is no investigation. There will be documentation that Mr. Cordoba has passed on past legislatures, on the current one, to the UCO. The investigation and the testimonies that exist at the moment are from members of sa Unió and arise from the complaint that was filed at the time, in May,» he added.

An implausible three-point proposal

For his part, Hugo Martinez has detailed that a few weeks ago «we presented a proposal to Mr. Cordoba to re-form the Governing Board, and there is no response. Therefore, we believe that as of today, Mr. Cordoba has no interest in forming a government team. In addition, he also told us a month ago that he only wanted the return of three councilors, that he did not want the return of all of them.» «It is clear that the only thing Mr. Cordoba is looking for is his own interest, is to continue to stay in the chair and govern at will in the Consell Insular de Formentera. And this is something we cannot allow,» he added. As they exposed, the coalition raised three demands to return to the Governing Board. «The first point was to accept the return of all, since he had also said on several occasions that he would reach out to all of us to return to form a government team,» he argued. «The second point was that he had to cede his Coastal and Primary Sector competencies, for more than obvious reasons. He was recused from the awarding of beach bars. Sa Unió filed a complaint against him for the consellerías he managed and for a series of acts he carried out, and we understand that he could not continue to have these consellerías, in addition to the fact that his officials asked him to change areas some time ago,» he explained. While the third – and even more difficult to face – was that «he should comply with the mandate of the plenary, which approved by majority in July that he should submit to a question of confidence, something we are still waiting for». «Therefore, it was a three-point proposal to which he has not given an answer and we believe it is a resounding no, because if there is no answer, it is clear,» added Martinez.

No motion of censure

In addition, they have reiterated that both «Gent per Formentera and the Socialist Party have already made it clear that they will not support us in a motion of censure against President Cordoba. Gent per Formentera has not even deigned to sit down with Grupo sa Unió. After these weeks since the proposal was made to Mr. Cordoba, and seeing that there is no response, we believe that he does not want to return to form a government team». Therefore, they said: «Enough of lying, enough of saying that we reach out to everyone, enough of saying that we are to blame for not wanting to return to work, because we have offered solutions. What is happening is that he, only and exclusively, wants to govern under his rules. He does not want to give in to anything.» «He wants us to be his subjects. And we are not going to allow this. Because we live in a democracy.»

Formentera is immersed in a new institutional controversy after the Ethics and Good Governance Commission denounced Llorenç Córdoba, president of the Consell Insular, for alleged embezzlement. In view of this situation, Sa Unió has issued a communiqué in which it expresses its rejection towards Córdoba, reiterates its previous accusations of ethical irregularities and demands his immediate dismissal. From Sa Unió, a coalition that previously expelled Córdoba from its ranks, they have stressed the need for the president to leave office definitively. «It is time to ask for the involvement of all political formations to prevent Lorenzo Cordoba from continuing to govern for even one more minute,» the communiqué states. The coalition also regrets that, despite repeated attempts to remove the president, the other political forces have not yet acted accordingly.

Criticism of the delay of the October plenary session and the management of the ethics report

Sa Unió has harshly criticized Córdoba’s failure to convene the ordinary October plenary session within the corresponding deadline, calling the situation a «cacicada» by the president. They claim that Cordoba is trying to hide the contents of the report prepared by the Ethics Committee, of which, according to them, «no one has any real knowledge», despite the president’s own statements. This plenary, Sa Unió stresses, is essential to address issues that affect both the economic present of the Consell and the future of the municipality, such as the modification of credit and the return of powers over unaccompanied minors. Sa Unió recalled in its statement that the allegations against Cordoba are not new. In December 2023, they publicly accused him of irregular actions, which led to his expulsion from the coalition in January 2024. In addition, they pointed out that in May they filed a complaint with the Anti-Corruption Prosecutor’s Office, admitted for processing, in which they denounced alleged irregularities in his management.

A call for a motion of censure

The communiqué concludes with a call to the political formations to join a motion of censure against Cordoba, who, according to Sa Unió, refuses to resign and submit to a question of confidence that was requested by the plenary in July. «We are facing a president who has lost all political support and keeps the Consell blocked,» warns the coalition, insisting that the censure motion is the only way out to unblock the institutional situation of Formentera.

Sa Unió will take to the next plenary session of the Consell de Formentera, on October 31, a proposal for the island institution to relinquish the management of unaccompanied minors and return those powers to the Balearic Government. The coalition, made up of the Partido Popular and Compromís con Formentera, argues that the island lacks the economic, human and infrastructure resources necessary to adequately address this situation.

Crisis and lack of resources

Formentera has been particularly affected by the increase in the arrival of immigrants, being located on the route of the mafias that organize these movements from North Africa. The exponential increase of unaccompanied minors has overwhelmed the island’s reception capacity. At the moment, the Consell is in charge of 87 unaccompanied minors, out of a total of 101 minors under guardianship, many of whom have arrived from Algeria so far in 2024. As a temporary measure, the Consell has had to accommodate eight minors in the Casa de Colonias, a facility that is not designed for this type of reception. According to the data provided, this year alone 1,772 people have arrived in Formentera in 111 boats, including dozens of minors.

Request for application of the Law of Councils

Sa Unió calls for the application of Article 135 of Law 4/2022 of the Island Councils, which allows the waiver of powers by plenary agreement with absolute majority. The proposal asks that, after the approval of the Plenary, the resignation be communicated to the Govern and the Balearic Parliament so that the transfer of services can be managed within a period of four months. The coalition emphasizes that in the Canary Islands, in a similar situation, the management of these minors corresponds to the autonomous Government and not to the island councils.

Criticism of current management

Sa Unió has questioned the lack of action by the president of the Consell de Formentera, Llorenç Córdoba, who, in a previous plenary session, was in favor of returning the competencies. The coalition insists that these responsibilities should never have been assumed without an adequate plan and sufficient resources to ensure the welfare of children and the community.

«Keeping the Popular group united«, without «any directives» from Mallorca and disengaging from Sa Unió. This is how Francisco Ferrer, the president of the new president of the new management established by the Autonomous Executive Committee of the PP, Francisco Ferrer, has landed in Formentera. Ferrer has temporarily assumed the leadership of its insular board, after the institutional crisis that shook the formation on the island, with the support of Hugo Martinez and Eva Nieto in the management team. The measure comes after the resignation of José Manuel Alcaraz as president and Ana Negre as general secretary last June, in an attempt to stabilize the politics of the Consell. This morning, he gave an interview to Formentera Radio in which he said that «from the Popular Party of the Balearic Islands it has been deemed appropriate to create a management committee until the next Congress is held. There, a new president will be appointed to preside over the Popular Group of Formentera». Therefore, he argued that this is a «momentary challenge until we hold a Congress, which right now I do not know if it will be soon or soon».

He said his charge is to «keep the Popular Group united as we have always been and are» and differentiated between the PP and Sa Unió, although the latter is part of the coalition that has led to win the last elections to the current island president, Llorenç Córdoba. «One thing is the Partido Popular de Formentera, in this case, and another thing is the group Sa Unió or what is happening in the Consell,» he differentiated.

No differences

During the interview, Ferrer denied any difference between the PP of the Balearic Islands and the PP of Formentera. «That is not true. I think there has always been a very good understanding between Mallorca, the PP of the Balearic Islands and the PP of Formentera. What happens is that it is true that there are certain things that need to be polished, but the understanding is clear.» In addition, he said that the reasons for Alcaraz ‘s resignation were due to the fact that «the president had been saying for some time that he would like someone to replace him because it is not easy to lead a group like the PP of Formentera for so many years. In addition, it also had to do with his personal life and many other things, but I think that in no case, as has been commented, from the PP of the Balearic Islands he was forced to resign. As far as I know, it is not true».

No guidelines

Ferrer said he has «no guidelines. I have been told that until the next Congress is held, my role is to keep the PP of Formentera united, as we have always been, until a new president or president is appointed. I would also like to encourage people to come forward and take office with enthusiasm.» «If you talk to me about reconducting the situation of Sa Unió, that no longer depends solely on the members of the Partido Popular. And to redirect the situation of the Consell, we will have to talk a lot,» he said.

The way out: Cordoba’s resignation

The new leader of the PP of Formentera said that «they have always said that the situation has an easy solution» and added that «the resignation of the president I think it would fix everything and so the Consell would return to what it was before. What happens is that, well, if the president does not consider resigning, we will see how we find a solution for the benefit of the people of Formentera so that this does not remain stagnant.» «I am open to dialogue with anyone, with the president, with the other political groups, and well, we should all find a way to make this go forward,» he noted. In any case, he affirmed that «the situation is not pleasant for anyone, not for me as a member of the popular group, not for anyone, not for any inhabitant of Formentera. It is clear that it is a situation that had never been experienced before, that legally there were not many things contemplated for something like this, but well, it has happened and we must all learn from this. And that is what we are doing».

The Central Operational Unit (UCO) of the Guardia Civil has intensified its investigation into the process of awarding the beach kiosks in Formentera, better known as the megaconcurso under suspicion. On October 3, investigators flew by helicopter to Formentera to interrogate three Sa Unió councilors who were part of the extraordinary Governing Board responsible for awarding the lots, as well as the secretary of the Consell de Formentera, Ángel Custodio Navarro. La Voz de Ibiza has been able to reconstruct the facts and according to this media, once the UCO was in Formentera, instead of carrying out the interrogations in the Consell, they were made in the barracks of the Guardia Civil of Formentera.

UCO investigation: Who were questioned from Sa Unió?

The councilors questioned were Verónica Castelló, Óscar Portas and María Cristina Costa, now former members of the government team but with functions at the time, in the departments of Mobility and Environmental Management; Education, Culture, Heritage and Public Safety; and Social Welfare, respectively. These three councilors played a key role in the approval of the awards, which have been the subject of suspicions due to possible alterations in the evaluation criteria. La Voz de Ibiza has consulted the spokesman Óscar Portas about this situation but has had no response. This case dates back to April 2024, when the extraordinary Governing Board of the Consell de Formentera, composed of the councilors of Sa Unió, awarded seven of the eight lots of beach kiosks amid strong suspicions of irregularities. The session was held on second call due to the absence of Llorenç Córdoba, then president of the Consell, who was recused due to a possible conflict of interest and decided to exclude himself from the process. In that session, the councilors of Sa Unió awarded the lots to companies that benefited from changes in the evaluation criteria, which were introduced with the tenders already open, generating a climate of distrust among the businessmen who participated in the tender.

These changes in criteria were one of the reasons that prompted several contestants to denounce the process.

The role of the Contracting Committee and the secretary

Ángel Custodio Navarro, secretary of the Consell de Formentera, was summoned by the UCO in his capacity as the official responsible for overseeing the legality of the administrative process and ensuring compliance with administrative procedures. The Contracting Board, in which Navarro participated, has been pointed out for having allowed changes in the award criteria and for granting additional correction periods to certain companies, which has generated more suspicions about the legality of the process. The bidders have denounced that the Contracting Board of the Consell de Formentera modified the evaluation criteria after the bids were already open, which affected the transparency and fairness of the tender, since the participants were not aware of these new rules at the time of submitting their proposals . In addition, additional criteria not foreseen in the bidding documents were introduced, such as the evaluation of the number of complementary bids, and there were errors in the sequence of bid opening and evaluation, creating what some consider «cross-contamination» in the process. These practices, together with errors in the sequence of opening envelopes and the inclusion of unannounced criteria, have been the basis of the lawsuits filed by several bidders, who seek the nullity of the process for violation of the principles of transparency and equality.

Complaint by the injured parties: Prevarication and influence peddling

In April of this year, four businessmen who were not awarded the contracts filed a complaint with the Guardia Civil, accusing Ana Fernández Molero, a technician in the area of Environment, and Daisee Aguilera, former councilor of Environment and owner of Whitesand Solutions, the company that signed several of the winning projects, of prevarication and influence peddling. According to the complaint, Fernández Molero modified the evaluation criteria after the bids were already open, favoring companies linked to Aguilera. The complainants also alleged that some companies received preferential treatment, such as the possibility of correcting errors in their proposals, something that was not offered to all bidders, which they considered a violation of the principle of equality. In addition, the aggrieved businessmen underline the personal relationship between Fernández Molero and Aguilera, suggesting that this friendship may have influenced the decisions that resulted in the awarding of the lots.

A process with possible legal consequences

The UCO investigation, which has focused on the interrogation of Sa Unió councilors and the secretary of the Consell, could lead to serious judicial consequences if the accusations of manipulation of the awarding process are confirmed. The scandal over the management of beach services in Formentera continues to grow, and it is expected that the next steps of the UCO will shed more light on what happened and those responsible.

The president of the Consell Insular de Formentera, Llorenç Cordoba, this morning linked the plans of removal of part of Sa Unió from its paid seat on the Port Authority’s Board of Directors to a second project to expand the port of La Savina. with a second project to expand the port of La Savina. Cordoba pointed out that Sa Unió is only demonstrating against the idea put forward by a businessman, Alberto Pedraza of Puertos y Litorales Sostenibles, whom he has not mentioned, but «apparently there are other projects by other businessmen to expand the port. I think it would be very convenient for Sa Unió to make it clear that they are also against these projects and not only the one that was presented to the candidates by a businessman before the elections,» he stressed. It would be, according to La Voz de Ibiza, a project of the businessman of Marina Formentera Angel Bustos, who took two beach kiosks in a questioned procedure and of which the second vice president and president of Compromís, Javier Serra, is a partner. This link earned Serra a complaint to the Guardia Serra a complaint to the Guardia Civil for his link through Bustos with two of the highest scoring bids.

No possibilities

In any case, neither Alberto Pedraza ‘s project of Ports and Coasts, nor the assumption referred to by the non-attached president, have at this time any prospect of prospering. The parties have announced their opposition to an extension that is not contemplated in the DEUP, much less in the special plan in force.

Contradictions

Slipping commercial interests, Cordoba has argued that from Sa Unió at first raised that «I had to leave this position because I had not expressed myself on the expansion of the port, which is totally false, since I have actively and passively expressed myself against an expansion of the port. The only argument they put forward is that they do not know the idea that was presented to me and the other candidates for the presidency of the Consell by a businessman, and that seems to be the only thing that bothers them».

«All they do is lie.»

Cordoba’s statements come after learning of Sa Unió’s intentions not only to remove him from his remunerated chair at the Port Authority but also to strip him of all of his powers. to strip him of all of his powers, as announced this morning byThis morning, advanced this morning by La Voz de Ibiza.

In this context, the president of the Consell has once again expressed his surprise at the sudden interest of the councilors of Sa Unió in stripping him of all his powers. «Some competences that, as it is public and notorious, the councilors of Sa Unió have rejected in more than one occasion with the only objective of overloading the president with work to try to make him resign», have raised from his office. «With this new maneuver of Sa Unió, it becomes evident that the refusal of Sa Unió councilors to assume the competences of José Manuel Alcaraz when I was forced to dismiss him due to a total and absolute lack of confidence in him was only a mere strategy to cause that he could not handle all the work,» Cordoba stressed. «Now, curiously, they do want them. And, moreover, they want to give them back to someone I do not trust and will never trust for the thousand reasons that everyone knows. Why do they want the competences now?

what are their interests?«.

With regard to the Department of Coastal, «there was no way that nobody wanted it, as soon as they have seen that the problems inherited from the previous legislature are being solved, now they want it,» he recalled. «They have been threatening for months that they were going to resign from their posts with the sole purpose of trying to force a motion of censure, but as they have not succeeded they are now looking for another formula to achieve power, and meanwhile all they do is lie,» recalled the president of the Consell Insular de Formentera. «I wonder what the opposition will think of all this, if they will be complicit in this move to try to oust the president for no reason,» concluded Cordoba.
