The councilman of Beaches of the City Council of Ibiza, Ruben Sousa, explained that the damage has occurred in the same section of the walkway that was already damaged by the storms recorded in 2024, which shows the fragility of this point against episodes of strong waves and bad weather.
After a first technical inspection, the Consistory has found that the damage is not only limited to the structure of the footbridge, but also affects the supporting wall, which is at risk of falling. This circumstance prevents, for the moment, fixing the footbridge definitively without first carrying out actions to secure and stabilize the structure.
The City Council has pointed out that this situation forces to rethink the usual itinerary of the footbridge and to study possible alternatives that guarantee both the safety and the continuity of the pedestrian walkway in the area.
To this end, the Consistory must coordinate with the Coastal Demarcation, the competent body in this area, in order to define the necessary actions and determine the most appropriate solution to restore the passage on the beach of Talamanca.

]]>As explained by the island councilor Maria Fajarnés in the course of the meeting, the bulk of the requests correspond to individuals and companies directly affected by the DANA. Specifically, 40% of the requests refer to vehicles that have had to be decommissioned, while 30% correspond to damaged homes. The remaining 30% came from companies that suffered losses due to the floods.
The applications are currently being processed and the Consell expects to resolve the files and make payments in the coming days. From the insular institution it has been emphasized that these aids are compatible with other compensations, such as those of private insurances or those of the Consorcio de Compensación de Seguros.
During the meeting, the president of the Consell de Ibiza, Vicent Marí, demanded to the State the publication in the BOE of the declaration of civil protection emergency zone, approved by the Council of Ministers on November 25. The lack of this procedure, he warned, is hindering the streamlining of some administrative procedures that would speed up the payment of aid to those affected.

]]>The aid has an initial endowment of 5 million euros, from the agreement signed with the Balearic Government, with the aim of providing immediate coverage for the damage caused by the torrential rains that left more than 200 incidents on the island.
Fajarnés explained that these contributions are non-refundable and will be awarded on a first-come, first-served basis until the available credit is exhausted. The objective, he pointed out, is «torepair the losses and support those affected, compensating the material and economic damages suffered to facilitate the recovery of homes, vehicles or professional activities».
Among the priority criteria established, preference will be given to families who have had to leave their homes, joint applications between owners and tenants under a rental system, and cases involving adapted vehicles.

The Consell has enabled three types of aid to address the different types of damage:
2,500 euros will be granted per affected property, provided that they are first floors or single-family dwellings that have suffered direct damage due to flooding.
Those affected by the total loss of their vehicles will be able to access compensation depending on the type of vehicle:
250 euros for mopeds.
750 euros for motorcycles.
1,500 euros for cars and vans.
2,000 euros for adapted vehicles.
Companies and self-employed workers may receive up to 50% of the accredited damages, with a maximum of 10,000 euros per business. This aid includes expenses related to machinery and equipment, repair works and water extraction works.
The Consellera pointed out that, if the initial 5 million euros were not enough to cover all the requests, the Consell will work to activate new funds and guarantee support to those affected.

During his statement, the Director General reviewed the chronology of weather alerts, the activation of the regional civil protection plans and the deployment of resources, including the Military Emergency Unit, mobilized to reinforce the work on the island. He also highlighted the coordination with the security forces, firefighters, municipal services, the Civil Guard and technical staff from different areas of the administration.
The head of Emergencies emphasized that, despite the magnitude of the rainfall – which reached 200 liters per square meter in a few hours –no casualties were reported. He attributed this result «to a greater public awareness» and to the effectiveness of the messages of self-protection spread by the official channels and the media. He also defended the decision to keep schoolchildren in educational centers during the worst of the storm to «avoid risky movements on affected roads».

]]>In his letter, Triguero explains that the technical and legal services of the City Council have reviewed the regulatory precedents, especially the Royal Decree-Law 7/2024, which regulated the aid after the DANA in the fall of 2024. On that occasion, the Ministry of the Interior published three orders with standardized forms and models to request the compensations, a mechanism that the City Council considers essential to activate now the administrative operation.
Therefore, the mayor asked the Ministry for detailed information on the next steps to be taken by both the General State Administration and the Consistory itself, with the aim that the affected neighbors can access «as quickly as possible» to the financial aid provided for in the ZAEPC declaration, many of them urgent due to the magnitude of the damage.
In addition, Triguero claims clarification on the procedure to be followed by the City Council to benefit from the lines of support to cover the costs assumed by the local administration to cope with the effects of the DANA in the municipality.
Together with the letter, the City Council has sent to the Ministry the technical dossier with the detailed valuation of the damages caused by the storm. ]]>According to the spokesman of the Government, Antoni Costa, the torrential rains of both days caused significant damage to various watercourses and urban areas of the municipality of Ibiza, with significant material damage to hydraulic infrastructures, riverbanks, factory works and drainage systems.
After the rainfall episodes, on October 31, 2025, the Director General of Water Resources sent a detailed technical report from the head of the Public Hydraulic Domain Management Service, assessing the damage and justifying the need to initiate an emergency procedure.
A few days later, on November 6, supplementary documentation was sent to prove compliance with the legal requirements to activate this extraordinary procedure, designed for situations of serious risk or disaster that require an immediate administrative response.
As a result of the process, on November 11, the Councilor for the Sea and Water Cycle ordered the immediate execution of the necessary works and services to restore the functionality of the watercourses and the safety of the affected infrastructures.
The package of actions includes the repair of damaged hydraulic infrastructures, the recovery of the banks of the affected torrents, the cleaning and adaptation of riverbeds and the restoration of areas degraded by the floods. It also includes the improvement of drainage systems and masonry works affected by the force of the water.
The purpose of these interventions is to minimize the impact on the population and the territory, as well as to avoid future risks in the event of increasingly frequent heavy rainfall events.
The emergency procedure makes it possible to shorten the contracting and execution periods in order to act quickly when there is a danger to public safety or serious damage to essential infrastructures. According to the Government, the activation of this mechanism guarantees that recovery can be carried out without delay and with maximum efficiency.

«Of course, this government is quicker than the autonomous government and I will put one thing on record for you: I am sure that the aid from the Ministry of the Interior and from all the ministries of Spain will arrive before those 5 million that, as you have said, have been committed. ]]>Ferrer held a meeting this Tuesday in Madrid with the general director of Insurance and Pension Funds and president of the Compensation Consortium, José Antonio Fernández de Pinto, and with the general director of the Consortium itself, Flavia Rodríguez-Ponga Salamanca, in order to evaluate the progress of the proceedings and to address the concerns of those affected.
During the meeting, Consortium officials explained that damage to vehicles is the most complex case. The high number of people affected -about 1,300 in Ibiza alone-has caused a collapse in the workshops, which makes it difficult to accurately assess the damage and delays the closure of some files.
Another factor that has delayed the process is that the different storms that affected the island occurred with little time difference, a fact that complicates the identification and categorization of the damage of each episode, according to Ferrer after his meeting in Madrid.
Despite these difficulties, the senator highlighted the «good performance of the Consortium», which, he said, «is offering all possible resources so that the affected people and companies can recover normality as soon as possible«.
Ferrer also recalled that the payment of indemnities by the Consortium is independent of the declaration of a catastrophe zone, so there will be no delays linked to the absence or presence of such declaration.

]]>The total amount of 2.9 million euros is divided into two main blocks. On the one hand, 1.7 million euros for the recovery of the affected watercourses and, on the other hand, 1.1 million euros to restore the operation of the sewerage, purification and supply system, severely affected by the dana.
Councilor Lafuente explained that the objective of all the actions was to «restore hydraulic safety, drainage capacity and the functioning of the island’s essential infrastructures in the shortest possible time» and added that «coordination between the Government, the Council and local councils has been fundamental to intervene quickly at all the damaged points».
The actions carried out by the General Directorate of Water Resources have focused on restoring the drainage capacity of the Ibiza and Sant Josep torrents and repairing the damage caused by the accumulation of sediments, the displacement of walls and the dragging of materials.
In the municipality of Ibiza, one of the most critical points has been the torrent of sa Llavanera. In its central area, the flood dragged a large volume of debris that concentrated at the mouth located at Avenida 8 de Agosto.
The EMU carried out an initial emergency intervention, but it was necessary to complete the demolition of the existing roof to allow the complete cleaning of the riverbed and to rebuild the wall affected by the impact of a large pipe that had become embedded in the structure.
On the east branch of the same torrent, the ramp of the Brisol building, whose presence significantly reduced drainage and was one of the factors contributing to the overflow, was demolished. The intervention has included the construction of a pedestrian walkway to maintain connectivity and the repair of damaged pavements and paving.
Also in Ibiza, work has been carried out on the access to the old sewage treatment plant, where the accumulation of loads left the passage unusable and reduced the section of the riverbed. The bottom has been leveled, the lateral walls have been reinforced and a hydraulic closure has been provided to allow maintenance access.
Another point affected was the torrent d’en Capità, both in the section des Prat de Vila and in the industrial area of Can Bufí. In both cases, cleaning works have been completed, removal of materials, repair of damaged elements and conditioning of the connections with the drains that empty into the port, with special attention to the operation of the ‘feixes’ of Prat de Vila, where the accumulation of sediments had altered the historical channels.
At the construction site of the ses Vinyes torrent, under the EI-300 road, the flood left a large amount of material that reduced the section of the infrastructure. The UME cleared the entrance, but it was necessary to complete the removal of the material accumulated inside to ensure proper drainage.
In Sant Josep, the work focused on Begònies street in Playa d’en Bossa. The intense accumulation of water left the storm outlet unusable, so the outlet was rebuilt, a sandbox was installed to facilitate maintenance and the affected pavements were replaced. In addition, action was taken in the Es Jondal torrent to remove a large tree that was obstructing the channel.
Lafuente emphasized that these interventions «make it possible to recover the hydraulic capacity of all the affected points and reduce the risk of new episodes of heavy rains», stressing that «the work has been complex due to the variety of damage and the large number of sections affected».
According to what they have added, Abaqua has carried out very extensive actions to recover the operability of all the sanitation and purification facilities of the municipality of Ibiza, which suffered direct damage due to the entry of water and sediments.
The most affected point was the Port pumping station. The flooding of the electrical rooms completely disabled the sewage and rainwater pumps.
In order to keep the system operational, a temporary generator set was installed, new control panels were installed, transformers were replaced, frequency variators were renewed, and damaged sensors and electronic equipment were replaced. The accumulation of sediment required manual intervention in the wells and the removal of large volumes of material.
The pumping stations of the Cero, Jesús and Talamanca collectors were also inoperative to varying degrees. At these points, sand removal, pump repairs, chamber cleaning and replacement of equipment damaged by the water ingress were carried out.
At the Ibiza treatment plant, work was carried out on the recirculation systems, dehydration equipment and flow meters affected by the flooding.
The manager of Abaqua, Emeterio Moles, explained that «the sanitation system of Vila suffered very significant damage in a matter of hours, and it has been necessary to act simultaneously at numerous points to ensure the basic operation of the network». Moles emphasized that «the coordination between administrations and the work of the technical staff have been decisive to avoid major problems».
The dana also damaged one of the strategic elements of the upstream supply. The flow of the Santa Eulària river displaced about 25 meters of the East branch pipeline, tearing off part of the concrete protection and leaving the pipe suspended at several points.
The repair required opening a new access for machinery through agricultural terraces, removing the damaged sections, reconstructing the eroded bed with concrete and gravel and installing new sections of ductile iron pipe with reinforced anchors. During the most critical days it was necessary to carry out extraordinary supply maneuvers from the Sant Antoni and Ibiza desalination plants to compensate for the deficit generated by the failure.

]]>The Councilor for Social Welfare and Housing, Lola Penín, explained that the agreement with the Consell aims to «facilitate access to decent and affordable housing» within the framework of competence of both institutions, in line with the Plan Insular de Cooperación Municipal.
The agreement contemplates three lines of action:
Aid for renting A 250,000 euro item intended for families in the municipality that do not receive other housing aid from the Balearic Government.
Rehabilitation of a municipal building for coliving An investment of 567,320 euros to adapt a building located at Avinguda de la Pau, 3 with criteria of habitability and energy efficiency. The building, recovered after an eviction procedure initiated in June, will be used for affordable housing for young people.
Acquisition and rehabilitation of a dilapidated building 185,834 euros will be allocated to purchase and rehabilitate a run-down building at 28 Verge Street, where four public housing units will be built, also for young people, in order to encourage them to settle in the municipality.
«This agreement reaffirms the commitment of both institutions to housing policies and to the creation of real opportunities for citizens,» said Penín.
The plenary also approved another relevant agreement with the Consell Insular for the transformation of the cross road of the EI-10, between the junctions of ses Figueretes and Can Misses, with an investment of more than 13 million euros. The City Council will be in charge of bidding and executing the works.
The Councilor of Works, Blanca Hernández, stressed the strategic importance of the project: «The EI-10 has been for decades a physical and visual border that separated the city. With this intervention, we will link ses Figueretes and Can Misses with a modern, green and fully urban road».
The Consistory also approved a budget amendment to allocate 500,000 euros from the Contingency Fund for work already carried out after the storms Ex Gabrielle and Alice.
During the debate, Councilman Àlex Minchiotti again called on the central government to declare Ibiza as an area seriously affected by a Civil Protection emergency. He also recalled that the Balearic Government will allocate five million euros in direct aid for those affected, managed through an agreement with the Consell Insular to expedite its processing.
The plenary also approved the budget amendment necessary to repay in advance the loan of 11.95 million euros with Caja Rural de Aragón, thanks to the surplus of the 2024 fiscal year. The Councilor for Economic Resources, Gema Marí, pointed out that this operation will allow the City Council to be debt-free.
The funds from this loan have made it possible to implement key projects, such as:
Expansion of the Can Cantó nursery school
Acquisition of vehicles for the Local Police
Investments in urban mobility
Improvement of municipal cemeteries
Renovation of playgrounds
Actions on beaches and bathing areas
Funds for the Municipal Library
Investments in public transportation
Improvements in sports facilities, among others
The plenary also approved the award of the concession contract for the municipality’s drinking water supply and sanitation service. The company FCC Aqualia SA obtained the highest score in the process, with 97.29 points, and must submit the final documentation to formalize the contract.
Councilman Rubén Sousa detailed that the new service contemplates 17 million euros in investments over eight years, with 49 priority actions, focused on improving water, sewerage and rainwater infrastructures.
Finally, the plenary gave the green light to the addendum to the Tourism Sustainability Plan in La Marina, Port and city of Ibiza, a key piece in the strategy of urban and environmental transformation of the municipality.
